The Government of the Republic of Uganda has completed payments of the 300 acre piece of land for the relocation of the Kigo prison.

In an interview, the commissioner general of Uganda prisons Dr Johnson Byabasaija explained that government had paid 3 billion shillings for the land located in Sazi near Kasanje in Wakiso
district.

Government has been trying to acquire land to relocate Kigo prison before handing over the land on which it is currently situated to Buganda land board.

In 2009 president Yoweri Museveni directed the minister of internal affairs to give back Kigo land to Buganda Kingdom.
Dr Byabasaija explained that the department had formerly handed over the land to Uganda land commission but they are still occupying the space of the prison which has the structures but hope to move away very soon the completion of the new prison structures.

According to Dr. Byabasaija the department plans to build a prison facilitate to accommodate 3000 inmates. The department hopes after the completion of the facility the inmates at Kigo prison would be moved to the new prison.

Byabasaija further said the new prison would decongest the Luzira prison. Kigo prison was built in 1952 and now is in very sorry state which had criminal capitalized on to escape from
the facility.

Buganda kingdom is demanding the government 18.7 billion shillings that accumulated in rent arrears of the land. Kigo prison seats on 328.6 piece of acre land at the shores of Lake Victoria off Entebbe road and currently houses at least 12000 inmates.

The commissioner general of the Uganda Prisons Authority Dr Johnson Byabashaija has reiterated the need for the Government to consider scrapping the death penalty saying it does not serve the purpose of the punishment.

Byabashaija, who boasts of having presented a number of papers, national and internationally says that death penalty, is not a punishment but a punitive measure that promotes the Mosaic law of an eye for an eye.

He proposes that life imprisonment is a much better option for inmates as the period is long enough for behavioural transformation of an individual.

He is however quick to add that the gallows are still operational and that the hangman together with his assistants are fully serviced and paid, awaiting to perform their work in case one is committed.

Byabashaija says that Uganda has not killed any inmate for the last 12 years, an indication that the President is also reluctant to sign death warrants of any convicts.

Commenting on the state of the terror suspects, Byabashaija says that they are remotely protected since they can cause danger at any time with visitors allowed to check on them once in 3 months.
