A new report from the ministry of health has indicated that HIV/AIDS prevalence is on the increases among the people between 15-49 years of age.

The report that was launched by the Uganda AIDS Commissions in Kampala shows that the increasing infections is due to the men who do not like to use protective measures when having sex with their non permanent partners or prostitutes.

Dr. Zainabu Akol says that when conducting the research they found that prostitutes move with condoms but men decline to use those condoms.

Dr. Kihumuro Apuuli, the director of Uganda AIDS commission says that the prevalence rate of HIV/AIDS among the prostitutes in Uganda now stands at about 37 percent.

Dr. Apuuli has advised couples to remain faithful and the pregnant women to always take HIV tests such that if they test positive the children are protected from mother to child HIV infections.

The Attorney general, ministry of internal affairs and the Uganda Police have defended the public order management bill calling for its enactment amid protests from the public.

Appearing before the legal and Parliamentary affairs committee of Parliament, Peter Nyombi the attorney general says there is a lacuna in the existing laws of the land that the bill seeks to fill.

The minister of state for internal affairs James Baba in his submission underscores the fact that the demonstrators have changed the manner in which they conduct their demonstrations requiring for a law to protect other people not interested in demonstrations.

The Inspector General of Police Gen. Kale Kayihura has appealed to the committee to pass the bill into an act saying the Police have become a punching bag of the Politicians who have failed to iron out their differences, with the spills falling into the hands of the Police.

The deputy chairperson of the committee Bakka Stephen Mugabi has tasked the Inspector General of Police, the Attorney General and the minister of internal affairs to explain why they are insisting on a bill that was not consultative in development, subsequently being rejected by all stake holders.

The committee members seem to agree with the need for a legislation to regulate public gatherings following a series of peacefully turned riotous gatherings although they don’t agree with the bill in its present state.

A number of other stakeholders who have appeared before the committee on the same issue have warned Parliament against passing such a bill as it may turn out a recipe for disaster.

As Ugandans prepare for the festive season normally characterized by busying desired items and good eating, some corporate organizations are helping the less fortunate to be in festive mood during the season.

Star Times Digital Television Company has given out assorted items worth 5 million shillings to the Mapera Bakateyamba a home of poor and disadvantaged people in Nalukolongo.

Star Times TV Marketing Manager Simon Arinaitwe says as a corporate company that draws profits from the community, it is obliged to give back to the people especially at this festive season where values of love and sharing are emphasized.

 

Arinaitwe handed over assorted items including food, detergents, and a television set with Star Times Subscription for ten years to help in the running of the home of the disadvantaged people.

The Assistant Administrator at Bakateyamba Home, Sister Hellen Kobushinge said that the assistance comes in handy because the facility is limited by funds to cater for a big number of disadvantaged people with different forms of disabilities.

The Mapera Bakateyaba Home that was started by Cardinal Nsubuga in 1977 under the Catholic Church currently caters for 80 elderly, clipped and poor people.

The Public Accounts Committee is to investigate in details the circumstances under which Burundi Government was paid 14 Million Dollars compensation in exchange of   supplied material to President Museveni’s National Resistance Army rebels during the bush war (1981-1986) and after the liberation war, the support was converted into a national debt.

During the Committee meeting Chaired by Terego County MP Wadri Kassiano members noted  that the said money was not paid to Burundi Government as was agreed which has prompted the Committee to summon officials from Burundi Government to hear from their side whether the money was received or not.

Kassiano also said the 14 million dollars in Question is said to have been paid through Picfare account which was supposed to supply them with Stationery so that the committee can establish how Ministry of Finance wired the money to Picfare so that the truth is established.

In related development the Committee has also pointed out five Cabinet Ministers who are said to have handled the transaction will  appear before the Committee.

The Ministers to appear include  Khidu Makubuya Former Attorney General, Syda Bumba then Finance minister , Sam Kutesa Foreign Affair Mwesigwa Rukutana then State for Finance among others.

It is like every staff at the Red Pepper made buying a new car by the end of the year his/her year’s final resolution. With a month and so weeks remaining to close the year 2011, most of the workers are busy selling off their old cars and rushing to acquire new ones.

In the last two weeks alone, Red Peppers car parking in Namanve on Kampala Jinja road has seen an addition eleven cars.

The company’s editor Bob Tumwesigye has bought an Audi while Red Pepper’s crime reporter, Stanly Ndawula has bought a Mercedes Benz. Most of the cars the red pepper staff has bought is in the Toyota family.

What sounds laughable but could be true is that even some cleaners and get keepers at the Red Pepper also vow to buy cars. You see the Red Pepper Publications has a habit of guaranteeing its workers in the banks to get loan.

Members of Parliament on both opposition and government ticket want the ruling government to get out of power.

Lwemiyaga MP Theodre Sekikubo says that many MPs including those supposed to dance on government believe in change and they are ready to implement the same. He tells us that the 9th parliament is no long interested in protecting the image of the corrupt people in government.

He says that Uganda is bigger than NRM that is why most MPs are not willing to keep a corrupt government in power. Sekikubo says for him is not concerned whether it is FDC, UPC or DP ruling Uganda as long as the government is torture and corruption free.

He says that his strength in no longer in government but in Ugandans who want Uganda to get ride of corruption, and ill treatment. Sekikubo says that president Museveni and ideology of the ruling party is so good but it is being destroyed by the corrupt within its ranks.

It seems the harlots in Uganda no longer fear anyone even if that person has capacity of making a law that can punish them severely.

 The day was Wednesday and the venue was Kisenyi II parish when Buikwe east MP, Lulume Bayiga had gone there to check on his friend Moses Katabu. Katabu is the LC3 councilor representing Kisenyi to KCCA.

 We hear that while the MP was passing near a group of prostitutes they started calling him all sorts of sweet names. The MP kept quiet and kept on moving to Katabu’s home. Suddenly one of the prostitutes came as if she wanted to tell him something and grabbed his phone and ran away.

The time check was 7:00pm and by this time the prostitutes operating in Kisenyi are already moving all over the area looking for men to have sex with. The MP tried to ask the people around to help chase the woman but they all just looked at him.

The shocked MP went away prompting the on lookers to shout to him that he was now welcomed to the true life of people in Kisenyi.

In what looks like a bid to please the ruling National Resistance Movement party, particularly the president, former convicted Obote II minister, Chris Rwakasiisi has bought his daughter a yellow Mercedes Benz.

This writer has learnt from Rwakasiisi’s pals that the former inmate is very loaded man currently and runs his family affairs normally as if he has never been on death row at Luzira prison.

Rwakasiisi after the over throw of Obote II government stayed in Luzira prison for over 20 years. He was only released under the presidential prerogative of mercy. His girl Naome has been driving a Toyota corona.

But when she visited her dad in July we hear she told him that she was tired of driving an old car. ‘Mbu’ Rwakasiisi told him and he was going to think about it- And now the news from Rwakasiisi’s family has it that the former Obote II minister has bought Naome a brand new Mercedes Benz.

Shocking information has just reached our news desk that the leadership of Uganda Muslim Supreme Council is persuading Prophet Samuel Kakande of synagogue church in Mulago to join Islam.

We have heard that Kakande is being lured to join the faith by the UMSC spokesman Hajji Nsereko Mutumba. A source says that Kakande would be given whatever he will demand if he coverts to Islam and maintains the faith.

The Muslims also want him to expose the origin of the powers born again pastors use to heal the sick, make the deaf ear, blind see, and demands to leave the oppressed.

Recently, Kakande’s son, Ken Kakande also joined islam and he immediately changed his name from Ken Kakande to Abubakar Kakande. We are yet to establish whether prophet Kakande will accept to join Islam.

We have heard that Jamaican reggae sensational musician, Da’ Ville and his team will be in Uganda during Christmas season.

The management of one love beach in Busabala (the beach is owned by Bobi Wine) we are told has contacted Da’ vIlle with a purpose of having him perform in Uganda.

One Love Beach wants the Jamaican singer to perform in Uganda alongside Bobi Wine on December 25th and 26th. Bobi Wine’s wife Barbie says that One Love Beach in Busabala would be hot on Christmas and argued all fans to get prepared to go there.

On that day, Bobi Wine is expected to announce all ‘kiwaani’ babes and men in Kampala, at least according to a source that intimated to us at One Love Beach .
