The Uganda People’s Defense Forces has dismissed calls by the Lords Resistance Army rebels for fresh peace talks in order to end the conflict in northern Uganda.

Maj. Victor Opira, the 4th Division (northern Uganda) Intelligence Officer told journalists today that the LRA rebels have been strongly weakened by the Uganda Army working with neighbouring armies of Sudan and the Democratic Republic of Congo.

He says the LRA rebels always call for peace talks when they are severely weakened, and are not committed to anything agreed in peace negotiations.

Joseph Kony

LRA leader, Joseph Kony

Opira says the government concluded the peace talks with the LRA and the only thing remaining is for the LRA leader Joseph Kony to sign the peace agreement reached by the representatives of the LRA and the Uganda government in the Southern Sudan government mediated Juba peace talks.

After the two sides agreed on peace accord, the LRA leader twice failed to turn up for signing the peace agreement, finally announcing he will not sign until the warrants of arrest against him and two of his top commanders are lifted by the International Criminal Court.

The government of Uganda has for the past almost three years been single handedly implementing the non- signed peace accord, with the peace and recovery programme as well as reconciliation and accountability programs already being implemented.
