The Parliamentary Committee on Legal and Parliamentary Affairs has grilled officials from Electoral Commission over the decision to  abandon the national voters’ register and opt for data collected during the National Identification project.
According to the committee chaired by Stephen Tashobya, the Electoral Commission was given money and is legally mandated to collect data to form the voters’ register but it decided to copy and paste data from the National ID project done by Ministry of Internal Affairs.
The Chairperson of the Electoral Badru Kiggundu told the committee that commission had already extracted the data to form a Voters’ register and that the ‘register’ is now being updated at parish level across the country.
  
This revelation however, attracted furry from members who protested that the National ID data is full of mistakes and not everyone was captured during that exercise.
 
The members who included among others Kabakumba Matsiko, Medard Sseggona, Abdu Katuntu and Yona Musinguzi want the EC to explain why it abandoned its original register to adopt data obtained during the National Identification Project.

Uganda Electoral Commision Chairman, Eng. Badru Kiggundu

The bomb blasts that left more than 78 people dead in Kampala last Sunday night will not affect preparations for 2011 general elections in Uganda.

The chairperson of the Electoral Commission, Eng. Badru Kiggundu has said the commission’s election programme will go on as scheduled. He says the commission is sure that the sporadic bomb attacks on Kampala from suspected terrorists are containable and Ugandans should not get worried that the polls will not take place.

By Monday this week, after the bomb blasts which targeted party goers at the Ethiopian Village Kabalagala and Kyadondo Rugby Club, there was a wave of panic among some Ugandans that the commission will fail to organize 2011 polls.

A survey Ultimate Media journalists have conducted this morning in Kampala’s busy spots revealed that the government has almost tripled the security at the Electoral Commission head offices on Jinja road in Kampala. There is tight screening of visitors to the commission.

The controversy sounding the preparation of 2011 Uganda general elections in seems not to end soon after the petitioning of the Uganda Electoral Commission (EC) in court to extend the voter registration exercise by three Ugandans.

The Uganda voter’s registration exercise which started on May 3rd and ended on the 18th of June 2010 was extended twice but activists say a number of people missed because of the short time lag.

The petitioners are seeking orders to compel EC to  gazette a day, which should be declared a public holiday to enable students, full time employees and other interested persons opportunity to register.

The petitioners are Barongo Atenyi, Oliver Nabbosa and Edward Nakibinge. They petitioned the court through their lawyers, Rwakafuzi and company advocates. They claim that the exercise was so slow and the officials were always shifting from one place to another, denying many people opportunity to vote.

They argue that the students in high school who are of voting age were not given an opportunity to register to vote especially those in boarding schools.

The court has given the Uganda Electoral Commission only fifteen days to file its defence. The chairperson of the commission, Eng. Badru Kiggundu however vows that EC will not extend national voter registration exercise.
