Speaker of Parliament Rebecca Kadaga

The Speaker of Parliament, Rebecca Kadaga, has directed the ministry of internal affairs and that of security to come up with a statement on the killings of women in Entebbe and Nansana and also offer solutions to the problem.

She says this should be ready by next Tuesday when parliament resumes from recess.

She further appeals to government to expeditiously investigate the murders for justice to prevail.

She condemns the brutal/ cruel manner these are killed when sticks n other objects are inserted in their private parts after they are killed.

At the same press conference, the Chairperson Parliamentary committee on Human Rights Jovah Kamateka notes the role for local council one village committees where the members used to play monitoring role hence calling upon government this time round to ensure the these are conducted in November as promised.

It is reported that so far 19 women killed in Entebbe and 9 in Nansana in a period of about two months.

State Minister for Animal Resources, Joy Kabatsi

State Minister for Animal Resources, Joy Kabatsi, has inaugurated a seven member board for Uganda Veterinarians, calling them to be quick in supporting cabinet to transfer veterinary drugs from the National medical stores to the ministry of agriculture.

The Board which has not been in place for three years is chaired by Dr. John Nuwagaba.

The board inaugurated at the ministry of agriculture offices in Entebbe its other members on the board include; Kiconco Doris, Nambasa Magembe Kasirye, Sam Okech, and Dr. Mukasa Lugya.

Kabatsi who inaugurated the Board charged members with work improving the animal sector focusing more on increasing beef export.

She told the new members that the veterinary profession has got issues but with the new board in place, the sector would record tremendous progress in solving issues affecting the sector within a short period of time.

Kabatsi  urged the new board to draft a cabinet paper to support the president`s directive to have all veterinary drugs inspected by the ministry of agriculture not national drug authority.

Dr.  Nuwagaba, the new board chairman said his team is going to ensure that all animal diseases are given a solution in a short time to address the problem of foot and mouth disease.

He said one of his tasks is to promote professionalism and ethics among veterinarians, adding that he intends to improve the welfare of veterinarians, and will be able to achieve this through working closely with the ministry.

Government   is to include yellow fever vaccination into the national routine immunization schedule after experiencing two yellow fever outbreaks in the country.

The minister of state for primary health, Joyce Kaducu Moriku while delivering a statement on yellow fever before Parliament on Wednesday said that government hopes to begin this routine immunization in 2018 at zero charges and only a nominal fee for the certificate from the world health organization will be charged.
Kaducu also says that government has identified 15 clinics where this exercise will be carried at KCCA, Entebbe, Kabale, Tororo and Busia.

The statement by the minister however did not appease many legislators with some of them demanding why the ministry had decided to limit the numbers of clinics to carry out the immunisation citing that they would have included referral and district hospitals.

The Woman MP for Gulu district Betty Ochen says that Vaccination Center should be established across the entire country for easy access of the services.

African Grey Parrots

A team of Natural Resource Conservation Network (NRCN) officials and the Police have seized 6 African Grey parrots from Entebbe at Kigungu landing site in Wakiso district.

A joint team of Police, NRCN, in collaboration with UWA, mounted an operation on Saturday 5th , following a tip off that some wildlife traders  from Kalangala are holding parrots destined to Kigungu landing site with the intention of exchanging them for money. Two suspects identified as Ssekaja Jonathan and John Kabuye were arrested and are currently detained at CPS Entebbe waiting to appear in court for prosecution. Parrots are listed under Appendix 2 of the Convention on International Trade in Endangered Species of wild flora and fauna.

According to Muhindo Labana, the media officer NRCN, the birds were found in such poor shape and condition that they had to be taken for rehabilitation at the former Zoo now known as the Uganda Wildlife Educational Center – UWEC as they carry out investigations to have the culprits apprehended.

Wandegeya Market constructed under MATIP Phase 1

Parliament has approved a loan, authorizing Government to borrow USD 84.2million from the African Development Bank to finance Phase 2 of the Market and Agriculture Trade Improvement Programme (MATIP 2). The programme aims at tackling market infrastructure development, value addition and trade facilitation. It will be implemented over a five year period in nine municipalities of Entebbe, Masaka, Mbarara, Arua, Moroto, Soroti, Tororo, Kasese, Busia; as well as in two town councils of Kitgum and Lugazi.

The Committee on National Economy, which considered the loan request, recommended having standard designs, quality work and evaluating the infrastructure. MATIP 2 is aimed at constructing 11 of the remaining 17 markets. The overall programme is expected to cost USD 93.7million, with a government contribution of USD 9.5million.

During the debate on Committee Report, legislators supported the loan request arguing that modern markets were a sign of development. Parliament Speaker, Rebecca Kadaga asked Government to be impartial in the implementation of the programme. “I need assurance from the Government that the rest of the regions without markets will also be considered,” the Speaker said.

The Minister of Local Government, Hon. Adolf Mwesige promised that the programme would be spread out to all parts of the country. “The first phase took four years, from 2010, to implement; we hope the second phase will be better, faster and more efficient with the purpose of stretching out to all regions of the country,” Hon. Mwesige said. He added that they would be able to iron out the defects in the completed markets and work around the recommendations of the Committee on National Economy for a successful Phase 2.

The Minister of Ethics and Integrity Simon Lokodo appeared before the High Court in Kampala on Monday over his recent closure of a gay meeting in Entebbe.

The court that was presided over by Justice Eldad Mwangushya resolved that it will rely on sworn affidavits made by witnesses of the gays and the government side to resolve the matter.

Lokodo was sued along with the Attorney General of Uganda government. The gays took the case to court under the leadership of Jacqueline Kasha, Julian Pepe, Frank Mugisha and Geoffrey Ogwaro. The gays accuse Uganda government and Lokodo in particular of infringing on their rights.

The gays say that the minister in February this year closed their workshop in Entebbe. The gay meetings, according to sources, are mainly organized by Freedom and Roam Uganda, an association that lobbies for the recognition of same sex relationships in Uganda.

The gays have up to September 26th 2012 to file in their submissions to court while Lokodo’s side has up to October 19. The gays and the government will return to court on November 5th to highlight on the written submissions before a judgment date is fixed.

However religious leaders, traditionalists and members of the general public vow that gays will have no place in Uganda as long as GOD LIVES. Lokodo also says that the government will continue to close gay meetings because the practice is unnatural, immoral, ungodly, uncultured and too obscene.

The workers at the United Nations (UN) base at Entebbe in East Africa have threatened to stage a sit down strike soon over what they term as ‘serious’ exploitation by their employees.

The UN staff members attached to the cleaning department wants to protest UN’s recent decision to tender out the cleaning services at Entebbe base to a Ugandan private company.

The workers allege that the new company reduced their pay. The workers say that when the UN tendered the cleaning services to this private company, called Safi Cleaners Limited, they were told that the tender would not affect their work.

But Safi Cleaners Limited recently reduced their monthly wages from 700,000 to 120,000 shillings per month. The workers who wanted to remain anonymous in this article said Safi Cleaners Limited has even refused to give them appointment letters and medical insurance.

Our efforts to get comment from the UN facility Camp management boss, Disham Beepath were fruitless by press time as his phone showed that it was busy.

The United Nations service base Spokesperson; Slobodan Kotevesk says that they recently resolved to outsource the services of cleaning services as per UN regulations.

Entebbe sub districts in Wakiso district was overwhelmed on Friday as the Kabaka of Buganda, Ronald Muwenda Mutebi II visited the area to mark the 19th coronation anniversary slated for the July 31 in Sentema, Wakiso District.

Youth groups including Baganda Nkobazambogo, BANGAWA, CBS Fans club, Buganda Youth Council among others erected effigies, giving a new face lift to Lunyo palace that belongs to late Kabaka of Buganda, Kato Kimera.

The people refurbished Entebbe za Mugula cultural site and set up a monument in the Kabaka’s honour at aero beach. The Kabaka was accompanied by Katikkiro Eng. JB Walusimbi, MPs among others. The Kabaka was welcomed by thousands of people.

Intelligence reports have revealed that sections of Al Shabab fighters in Somalia have penetrated Uganda’s international airport whereby the members of the said terrorist group use the airport to run their activities at ease. We have also been told that the rebels use Nairobo as their base after Entebbe.

The intelligence officers were also shocked to run that the Al Shabaab fighters who the Uganda national army, the UPDF is fighting in Uganda have many representatives and supporters in Uganda. President Museveni or the government sent the UPDF soldiers to Somalia without the consent of Uganda Parliament or the consent of Ugandans. When one listens on radio talk shows in Kampala, notices that indeed many Ugandans did not support President Museveni to send soldiers to Somalia.

An intelligence officer at Entebbe Airport told our informer that the Al Shabaab commanders bribe some security officers at Entebbe Airport to travel to the rest of the world through Entebbe Airport. Even the UPDF leadership confirms that some of the Al Shabaab commanders travel through Entebbe International Airport without being noticed by the airport security.

This new intelligence revelation shows how Uganda is still vulnerable to Al Shabaab actions. In July 2011 the suspected Al Shabaab terrorists bombed Uganda in which attack over 76 Ugandans died and scores injured.

Uganda’s opposition leader, Col. Kiiza Besigye has again predicted the political downfall of Uganda’s president, Gen. Yoweri Museveni. Besigye has told the leaders of Activists for Change (A4C) today at Katonga road that Museveni’s term of office may last for the next two years.

Besigye says he recently interacted with an old man on Entebbe road and the man told him that for every government in Uganda to come to an end, many unusual things have to happen first. Besigye says that the unusual things the old man talked about are already happening.

He gave an example of butterflies which recently hit and destroyed plantations in Namakweke Village in Mbale District.

The origins of the butterflies (or ebiwojjolo in Luganda) is not known but they hit Mbale District in the last two or more weeks. Besigye cited many other unusual things that have taken Ugandans by surprise. They include jiggers in Busoga, floods, accidents, and mysterious death.
