Hearing of Mukula’s appeal has been pushed to next week.

High Court Judge David Wangututsi has adjourned hearing to Feb 11th when the state will respond to the defence submissions.

Former health state minister Mike Mukula is challenging both his conviction and four year jail sentence.

Earlier, one of his lawyers David Mpanga submitted to court that his client was erroneously convicted for embezzlement.

He argued that ministers are not government employees, but rather political heads.

He says the magistrate was wrong to order defense accountability yet Mukula was not the Permanent Secretary to the ministry of Health.

City businessman Desh Kananura has been charged with murder before the City Hall Court.

Kananura, the prime suspect in the murder of one Abdul Katerega, is accused of torturing to death his bar attendant at Panamera Bar in Naguru, a Kampala suburb in October last year.

He has denied the charges and has been remanded to Luzira prison by the Grade One Magistrate Juliet Hatanga.

This after the prosecution led by Joyce Katushabe informed court that investigations are still going on.

The magistrate has however condemned the arrest of the accused person before the expiry of the criminal summons which was meant to be February 12th.

Kananura was represented by lawyers Geoffrey Kandeebe and Nangumya Geoffrey.

He is expected to return to Court on February 12th together with his 3 co-accused who include his brother Raymond Kananura for mention of the case.

PhD Fellowship: The Boehringer Ingelheim Fonds awards PhD fellowships to outstanding junior scientists (max. age: 27 years) who wish to pursue an ambitious PhD project of approximately 3 years in basic biomedical research in an internationally leading laboratory.

The fellowship comprises a competitive monthly stipend that is initially granted for 2 years and that can be extended for up to another 12 months.

Participation in international scientific conferences is also supported.

In addition, fellowship holders are offered personal support, seminars to discuss their projects, communication training and alumni meetings, and thus can become part of a worldwide network.

Overseas and non-European citizens need to be pursuing their PhD project in Europe. Applicants should not be older than 27 years at the respective deadline (1 February, 1 June, 1 October).

PhD Fellowship Application Deadlines

Deadlines of application: 1 February, 1 June, 1 October of each year.

Pre-selection takes place about 4 weeks after the respective deadline, and the final selection approximately 5 months after the respective deadline.

UNESCO MAB Young Scientists Awards: MAB provides 10 young researchers each year with awards up to $5,000 in support of their research on ecosystems, natural resources and biodiversity.

The MAB Young Scientists Awards targets young researchers carrying-out interdisciplinary research in line with UNESCO’s Man and the Biosphere (MAB) Programme.

Priority is given to projects carried-out in biosphere reserves, on the theme of ecosystems and water.

Objectives:

  • To assist exchange of information and experience among a new generation of scientists.
  • To encourage young scientists, in particular those from developing countries, to use UNESCO Man and the Biosphere research, project sites and biosphere reserves in their research.
  • To encourage young scientists to undertake comparative studies with other sites, in or outside their country.

Criteria used in the selection of the Young Scientists Award:

  • Applicants may not be older than 40 years of age
  • Priority is given to research carried-out in biosphere reserves on the theme of ecosystems and water
  • Applicants from developed countries are eligible for Award only in exceptional cases
  • Awards are set at a maximum of US $5,000 each
  • International travel expenditures are usually not covered under this Award
  • Research supported by an Award should be completed within 2 years
  • Candidates must submit their research report to the MAB National Committee for approval before submission to the Secretariat in Paris
  • Candidates agree to the possibility of UNESCO publishing the results of their research.

In our first news report we told you that FDC has branded some of its MPs in the Uganda ninth parliament as rebels. The rebel MPs in FDC we are told are those FDC members who criticise the party president Col. Kiiza Besigye whenever he goes wrong. Like in NRM, Besigye doesn’t want people to challenge him even when he makes an open mistake. In our first issue we told you that some of the rebel MPs in FDC are Reagan Okumu, Nabillah Sempala and Geofrey Ekanya of Tororo Municipality.

Besigye’s camp in FDC reportedly started witch-hunting Okumu and group in February last year after the general elections.  The problem of FDC rebel MPs started when they asked Besigye to quit politics after he lost the presidential bid thrice.

Okumu and group reportedly told Besigye to step down and get replaced by a person who doesn’t come from western Uganda where Besigye and Museveni hails from. In what looks like a punishment, Okumu was dropped as chairperson of the committee on Commissions, Statutory Authorities and State Enterprises. He was also dropped from the shadow cabinet.

Ekanya was also dropped from the post of chairperson of the Local Government Accounts Committee, a post he held in the 8th Parliament. Nabillah too is witch-hunted because she supported Okumu’s proposal to have Besigye out. In retaliation the FDC rebel MPs have also vowed not to support party activities.

There are reports being circulated in town that UPDF budgeted 2.5 billion shillings to organise the 31st Tarehe Sita week. The week is marked annually in remembrance of the first armed attack when Yoweri Museveni and his NRA rebels launched a guerrilla war on February 6, 1981. The climax of the week is always February 6th. This year’s cerebrations will climax in Kasese district.

We are told by a source in UPDF that 2.5 billion shillings would be used on improving the health of Ugandans in Kasese and the nearby districts, to transport soldiers to attend the function, make telephone calls, and organise a cocktail for the invited guests.

The money will also be used to conduct HIV-testing, counseling on HIV, run free male circumcision, immunization, fumigation of health centres in Kasese region, de-worming Ugandans to host district and show HIV films to people in Kasese.

The suspended Director of Kampala Capital City Authority in charge of Physical Planning, George Agaba has been remanded to Luzira Prison today evening over murder.

He has been remanded to Luzira after his bodyguard Santos Makmot was charged with similar charges two days back. Makmot was arrested over reported shooting at civilians and killed one male person in the due course on Port Bell road in Luzira.

Agaba reportedly ordered Makmot to shoot at people after KCCA was trying to demolish illegal structures from a road reserve. Agaba who appeared before Nakawa Magistrates Court was not allowed to plead to the charge because the court did not have the powers to hear his plea.

He was remanded to prison by Magistrate Gladys Kamasanyu. He will reappear at the same court on February 8 for mention of his case. The court heard that on January 22, at Port bell, Luzira Agaba and Makmot shot to death a man and seriously injured three others.

After she recently split with her singing partner, Helen Lukoma, female musician Brenda Nambi has started a solo music career.

Formerly Brenda was a member of HB toxic all girls singing group. Brenda quit the group to start a personal career. Brenda shot her music album on Sunday last week and she promised the people who saw her that the video is going to be good.

The video shot in industrial area inKampalafeatures singers Mosh and Big Trill. Brenda assured our informers that the video is going to be out soon perhaps in February this year.

The members of the East African Legislative Assembly (EALA) sitting in Kampalahave today discussed accounts for 2010/11. The session was presided over by EALA speaker, Abdirahin Abdi. EALA opened Kampalasession on January 24th and it will close on 25th February 2012.

According on the agenda, the East African MP will on Tuesday debate the Inter-University Council of East Africa (IUCEA) Bill. The bill seeks, among others, to create a organ to accredit universities in the East African Community.

The EALA members believe that the legislation will boost the quality of education among East Africa community states ofKenya,Rwanda,Burundi,UgandaandTanzania.

Other issues the members of EALA will discuss this week include the Trans-boundary Ecosystem Management Bill 2010 and the EAC Polythene Materials Control Bill among others.
