Police are hunting for a notorious thief who has thrived for a long time on corrupting the police and judicial officials in perpetuating his criminal escapades. He is famously known in different parts of the country as Haruna (his other names are not known). Many Ugandans have suffered his wrath with impunity making them think that he is very dangerous and invincible to contend with.

The police say that he recently stole a family’s plough and it was recovered at his premise and many times he uses his “influence” to distort evidence. It is said that whenever he is arrested he uses some of the staff in the DPP’s office to withhold the file.

When people vigorously take on the state attorney to establish the whereabouts of the files, if the file is in Gulu the state attorney claims it is in Kampala.

It is said that when the DPP’s office is pressurized to produce the file on several occasions it is found out that the state attorney had stated in the file that the case in question has no merit even when there was strong evidence to support the claim because the exhibit was recovered.

When the cases against Haruna appear in court sometimes it is said that the files are still missing. But one wonders how can the state explain to court the circumstances under which an exhibit can be tendered in court while the file is missing?

The sources in Uganda police say that Haruna is currently missing and a big reward waits the person who will help detectives in his arrest, prosecution and the incarceration of this “hoodlum” who had for a long time benefited from “impunity.”

Uganda has re-arrested a Turkish man, Emmin Baro, who reportedly lured Ugandan young girls into sex. The inspector General of Uganda Police Lt. Col. Kale Kayihura confirmed to our informers that Baro has been re-arrested.

Kayihura on Thursday said that Baro, 54, is in police custody because the Director of Public Prosecution Richard Buteera protested his sentence of 6 million shillings fine or imprisonment for two years. Kayihura did not tell where Baro is detained but he said the Turkish national is liked to be charged again.

Ms Jane Kajuga Okuo says the office of the DPP called for the file of the unusual case because his office was dissatisfied with the sentence that was delivered by Nakawa Court Grade One Magistrate Rosemary Ngabirano.

The Turkish man was on March 27, charged with Computer Misuse Act under section 23(4) which provides that a person who produces child pornography commits an offence and is liable on conviction to 15 years imprisonment or a fine. Uganda says that Baro was found in possession of a compact disc with videos showing two Ugandan children sucking his genitals. Baro pleaded guilty of the offence.

UTODA is preparing to file an ordinary suit at the High Court in order to bar Kampala Capital City Authority from taking over taxi parks inKampala.

This comes after the court on Monday ruled that KCCA is free to take over the administration of Old and New Taxi Parks.

UTODA says that it is preparing to file an ordinary suit to block KCCA from taking over the taxi parks. The chairperson of UTODA, Hajji Moses Katongole says that they are to file an ordinary suit where the validity of the contract between KCCA and UTODA will be examined.

However the KCCA director Jenifer Musisi has told our informer that whatever UTODA does will not help it because the authority wants to take over the administration of the parks.

The treason case in which three leaders of the Forum for Democratic Change (FDC) are accused of participating in the Walk to Work protests was today extended for three weeks to allow the Director of Public Prosecutions, Mr. Richard Buteera, examine their file.

The leaders being talked about are FDC’women leader Ingrid Turinawe, FDC youth leader Francis Mwijukye, and Col. Kiiza Besigye aide Sam Mugumya.

The trio appeared before the Nakawa Chief Magistrates Courttoday morning. The session was presided over by Justice Esta Nambayo for the mention of their case. The bail of the three accused persons was extended to February 13th, 2012.

These three opposition supporters were arrested last year over reportedly planning the walk-to-work protests, an act the Police Chief Maj. Gen. Kale Kayihura said it was equivalent to treason.

Hearing of case lodged with Uganda Human Rights Commission (UHRC)  Court four years ago by journalists has failed to take off under unclear circumstances.

A case in which journalists protested brutal attacks by police and other security  agencies had been fixed for hearing on  December 9th 2011 at 9 00am local time at the Commission premises on Buganda Road. The complainants received summons for the slated date.

In 2007, journalists  including Sam Kayiwa working with Power FM, Geoffrey Wokulira Ssebaggala formerly working with Radio Sapientia and Ssemakula Richard formerly working with Bukedde newspaper among others went to the Commission tribunal demanding for investigation into the violations against journalists’ press freedoms and rights. They also urged the Commission to take punitive measures against culprits including compensation for the victims.

The journalists alleged in their complaint that while covering both treason and murder trials of the opposition leader for Forum for Democratic Changes (FDC) Dr. Kizza Besigye and  the 13 Peoples Redemption Army (PRA) suspects at high court in Kampala and Bushenyi, security forces besieged court and in an attempt to re-arrest the suspects who had been granted  bail, most journalists were beaten, their equipment and valuable items like money were  compulsorily confiscated and others were blocked from accessing  the court premises.

A complaint file UHRC 52/2007 was opened against the Attorney General for violations of freedoms and rights of the affected journalists.

Human Rights Network for Journalists-Uganda (HRNJ-Uganda) has discovered that the matter was not cause listed for the said session and the witnesses were erroneously summoned to appear before the tribunal on the stated date because the file was allegedly not allocated to a particular Commissioner at the Human Rights court.

Officials at the commission told HRNJ-Uganda that the summoned journalists will have to wait until the next Tribunal sittings which are slated for February 2012.

“This has come way too late when memories of the victims and the general public to whom the media reports to are fading away.  However, it is still not too late for the Commission to deliver justice to the victims.  Most of the perpetrators have since been transferred or have earned promotions within the security forces, but we pray and hope that this will not act in their favor or jeopardize the proceedings.
