We have heard that the ministries of Finance and that of public service are preparing to pay off the benefits to the staff of the defunct NRM secretariat.

A source in the finance ministry tells our news desk that 4 billion shillings have been put aside to do the work.

The former workers of the NRM secretariat have been complaining that the government had failed to p[ay their terminal benefits and arrears amounting to Five billion shillings.

A highly placed source in the finance ministry has told this journalist that the staff of the defunct NRM secretariat spread throughout the country is to receive the benefits in December this year.

Some of the former staff members to be paid according on the list are Kirunda Kivejinja, Zam Nalugya, Ofwono Opondo, Ikuya Magode, and Henry Matsiko among others.

All is not well in the ministry of foreign affairs and that of the finance as far as quarterly finance releases are concerned.

Spies have learnt that yesterday the minister of finance, Miria Kiwanuka went into hiding when she noticed that a team from the ministry of foreign affairs had visited her office over the quarterly releases. It is said that the foreign affairs ministry officials have been on the neck of Kiwanuka over the money.

 Realizing that  the foreign affairs ministry officials had gone to get an answer why their ministry had not got the money for the last three months, Kiwanuka reportedly asked the receptionist to tell her visitors that she was out of office yet she was around.

A source in the finance ministry told this snoop that currently there is no money for the ministry of foreign affairs. It explained that the ministry was given money in the last three months but it was not enough to run all the foreign affairs ministry activities.

The ministry for finance and Bank of Uganda are currently involved in a row over repayment of city tycoon Basajjabalaba’s shs142 billion compensation funds to the central bank coffers for losing city markets.

Bank of Uganda  Governor Tumusiime Mutebile told the public accounts committee that much as the then finance Syda Bbumba assured him that his money would be paid back, the matter continues to a subject of fists between the central bank and finance ministry.

He says the bank is now in losses on its account because the two entities have not finalized on who will pay, adding that the new minister for finance (Maria Kiwanuka) has however asked him to wait  to allow negotiations.

Mutebile says that the central bank has already paid out shs120 billion (USD26m) to various city banks to which he gave letters of comfort (guarantees) to give Basajjabala loans; on understanding that the ministry of finance was going to pay this money and that talks are ongoing between Bank of Uganda  and these banks regarding the balance of US$20m.

He explained that he gave the guarantees to those banks including Tropical bank, UBA, Orient and bank of Baroda after then finance minister Syda Bbumba assured him that Basajjabalaba was owed by the government 142 billion shillings and that this money was to be paid back after parliamentary approval.

He said they sought his assistance to help Basajjabalaba to secure loans which he offered.
