The former Permanent Secretary in the Office of the Prime Pius Bigirimana has distanced himself from his own signature that siphoned Billions of Foreign Aid Money stolen from Prime Minister’s Office.

Bigirimana is blaming his junior staff, the former Principal Accountant in the Office of the Prime Minister, Geoffrey Kazinda for stealing the money yet; all papers were signed by Bigirimana himself without Kazinda’s signiture.

President Museveni, not so long ago also employed the same trick to distance himself from his own signature (Banteze empappula) that some people in his government had used to embezzle Billions of Uganda Taxpayers’ Money. The prime suspect Bigirimana is now serving as a witness against Kazinda.

Kazinda, 43, is facing 29 counts of forgery of Bank of Uganda security papers, cash withdraw forms, causing financial loss, embezzlement and forging the signature of Pius Bigirimana. His case is before Justice David Wangutusi.

Almost three weeks since Uganda crushed out of next year’s Nations Cup qualifiers at the hands of champions, Zambia, the nation is yet to know how much revenue was accrued from gate collections.

As a norm after a major international game, Fufa usually announce earnings and expenditure from gate collections, which they did not do at their first news conference after the match on October 16.

Then, Fufa vice president finance Anthony Kimuli said the marketing team is collecting reports across the selling points, which we will have to harmonize with URA.

Since then, however, not much has happened, apart from news that Kimuli, who is supposed to provide it, is abroad.

And Fufa publicist Rogers Mulindwa’s communicated today that Kimuli will not be back in the country for at least the next two months means the nation will have to wait a little longer to know proceeds from Namboole.

Last year’s game between Uganda and Kenya recorded the highest returns ever, grossing 1billion shillings.

The ministry of public service has set strict guidelines and regulations to be followed by pensioners meant to receive funds this week.

The ministry has today started paying off pensioners with 3 billion shillings set aside for the exercise.

According to the ministry spokesman, Jonas Tumwine, all the recipients’  particulars have been checked thoroughly to avoid any financial losses through ghost payments.

Tumwine says that the payment process may be slow, calling for calm and patience among those who have not yet received their gratuity.

Some of the pensioners are already complaining over the delayed release of the said funds.

Some of them say they have waited too long for the money yet many are widows who badly need financial support.

The ministry had suspended payment of gratuity to the pensioners for two months over reported allegations of graft involving 10billion shillings lost to ghost pensioners.

Interdicted former principal accountant in the prime minister’s office, Geoffrey Kazinda, has this morning been produced at the Criminal Investigations Directorate in an ambulance.

Kazinda and four others are being investigated over an alleged fraud scandal in the prime minister’s office.

Kazinda was recently released on police bond but the police say investigations into the matter revealed fresh incriminating evidence leading to his re-arrest over the weekend.

Kazinda however was not detained due to his poor health and was instead admitted to case clinic from where he was produced by his lawyer Mcdusmand Kabega this morning.

The CID director Grace Akulo says it is unusual that a suspect reports for questioning without summons.

She has now decided that Kazinda be taken back Case clinic where he will be examined by the police doctor to ascertain his health status.

Kazinda and his co accused were earlier charged with embezzlement, causing financial loss of over Shillings 316 million, forgery, causing financial loss and false accounting.

They are also alleged to have forged fuel vouchers, falsely claiming that vehicles from the Prime Minister’s office were fueled at Total Petrol station Ntinda.

We have learnt sad news thatUgandatelecom is in deep financial and management crisis. As a result, the company has deactivated lines of almost half of the company’s customers.
Hundreds of the company’s customers tell us that whenever they switch on their phones it is displayed that “sim card registration failed” yet they have been active for the last many years!
Hundreds of the company’s customers are blaming UTL for its Poor Internet services.
However the company has posted on facebook that it wishes to inform its prepaid customers who have been affected by the recent service outage that most of the customers affected now have voice services restored, and that any remaining customers will be restored to service very soon.
UTL claims that it is happy to confirm that the SMS service was not affected by this outage and has remained operational. Uganda Telecom values it customers deeply and regrets any inconvenience this may have caused. Uganda Telecom wishes to reassure its Post-Pay customers, Fixed Line, Fixed data, Internet andEnterprisecustomers that there was no adverse effect on their services.

We have heard that Forum for Democratic Change (FDC) is facing financial constraints as they move ahead to organize the Party Presidential race.
But some of the party leaders complain that one of the candidates in a race to replace Col. Kiiza Besigye as party president is having a flamboyant campaign the president Museveni way. The FDC delegates are asking where is Nandala Mafabi getting the funds because he is not so rich like NRM cadres.
Sources allege that if Nandala fails to give financial assistance to poor party members they think he has NO capacity to cough money in president Museveni’s style.
One delegate in Buganda fears that Nandala could be nursing a plan to sell their party to NRM. Our efforts to get a comment from Nandala Mafabi were futile by press time.

Bank of Uganda has started working on the proposed amendments to the Financial Institutions Act, 2004 in a bid to permit the licensing of, and transacting by financial institutions in Islamic banking in Uganda. Many other East African countries like Kenya and Rwanda already have Islamic banking in place. The governor Bank of Uganda Tumusiime Mutebile says that Islamic banking can work in Uganda as long as there are a few amendments to the Financial Institutions Act.
The amendments to the Financial Institutions Act, 2004 come days after president Museveni told Muslims that the decision on introducing Islamic banking in Uganda will be arrived at in September this year.

Islamic banking is defined as banking activity that is consistent with the principles of the Islamic faith/law (Sharia). Sharia law prohibits fixed, floating payment or acceptance of specific interest fees for money loans.

Quota Scholarship Scheme for Developing Countries: The goal of the Norwegian government quota scholarships scheme is to give students from developing countries relevant education that would benefit their home countries when they return after graduation.

The programme also contributes to strengthen Norwegian institutions of higher education’s participation in global knowledge cooperation.

The overall objective of the Quota Scheme is to promote the internationalisation of higher education.

Each year universities and university colleges in Norway are allocated a certain number of quota students.

Most of the universities and university colleges in Norway offer courses and educational programmes in English.

The scheme normally includes supports courses at Master’s and PhD level in addition to certain professional/Bachelor’s degrees.

Scholarships

The Norwegian State Educational Loan Fund (Statens Lånekasse) is responsible for managing the financial support provided for the Quota students.

Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme.

About 30 per cent of the amount is given as a grant and 70 per cent as a loan. However, the loan portion is waived when the student returns to his/her home country after completing the course of study.

Normally, the financial support will not not exceed a time span of four years for one definite study plan, or a combination of two programmes.

Travelling Expenses & Additional Funding

Travelling expenses for entry into Norway can be reimbursed.

Students can apply for one annual home visit if the educational programme lasts more than one year, as well as financial support for travelling expenses for field work during the course of study.

When the student returns home within 3 months after finishing the course, the cost of travelling home is covered by the Norwegian State Educational Loan Fund.

You can nominate a student to ALA.

ALA seeks 15-18 year old students from all backgrounds who meet the selection criteria: academic excellence; leadership potential; entrepreneurial spirit; dedication to public service; and passion for Africa.

ALA has an extensive financial assistance program that seeks to enable every admitted student, regardless of background, to attend the Academy.

A student’s ability to pay tuition is not a factor in admissions decisions. The value of financial awards is determined after admissions decisions have been made.

Fees charged to a given student will be based on a family’s financial means.

Students from financially disadvantaged backgrounds who are accepted to the Academy will receive large financial aid awards.
