The chairperson of the Forum for Parliamentarians Uganda chapter Onyango Kakoba calls for a neutral force to achieving peace recovery in South Sudan. Speaking to the press Kakoba said that the parties involved in the conflict in South Sudan lack a neutral army in their country which is causing continued conflict in this young country.

He said that UPDF played a major role in stopping the genocide that was going to erupt in South Sudan but they should be complemented by other countries. He added that the UPDF stopped tribal clashes because South Sudan warring parties had turned their anger on the tribes which were not supporting their side. In addition he noted that after the formation of the neutral army then Ugandan troops should be withdrawn.

Kakoba also called upon parties involved to go on with negotiations but asked them to be sincere during the implementation of the resolution. He said that African countries should consider giving humanitarian assistance to countries which are in crisis more especially South Sudan. Kakoba made these remarks while speaking to journalists on the recent fact finding mission that the forum conducted in South Sudan. He added that the humanitarian situation in south Sudan is dire and therefore African countries have to intervene. He said that African countries depend on foreign assistance and yet they have all it takes to help themselves.

According to Kakoba over 1.5million people are displaced in South Sudan and over 4.5million people are facing the risk of extreme hunger.
