A SACCO meeting

The state minister for  micro finance Haruna  Kyeyune Kasolo has warned the staff under  the Project for Financial Inclusion in Rural Areas ( PROFIRA) in the ministry of finance  not to divert  funds meant for the building  the capacity of SACCOS  in rural areas  for their own use  because the long arm of  the law  will catch them. The minister was on the formalization tour of this project to ascertain whether, the staff is doing the real work of improving the
welfare of the people through SACCOS and community saccos and credit groups.

Government borrowed a loan of over 36 million dollars from the international fund for agriculture development to build the capacity of SACCOS’s and village groups  so that they manage the funds they borrow from the micro finance support center.

However Minister Kyeyune says that with such a big amount of money, the project  should not only provide information  to the SACCOS but ensure that they leave an impact through changing  the lives of the rural people.

Parliament
The ministry of gender, labor and social development has appealed to the finance ministry to avail funds to enable election of workers’ members of parliament. The sector’s minister Muruli  Mukasa, says that the ministry has no money to hold these elections yet their efforts to seek finance’s intervention have also hit a snag because the finance ministry says there is no money.
This comes after the workers MP Arinaitwe Rwakajara raised the matter during the parliamentary sitting chaired by Speaker of parliament Rebecca Kadaga. Mululi told parliament chaired by speaker Rebecca Kadaga that there is going to be a crisis in parliament come May this year if one segment of members are not elected so as to have a fully constituted parliament. He  says the deadline for completion of all elections ends on March 12 but the ministry hopes that if this money is availed to it, the workers representatives will also be elected by March 11.
 
Rwakajara says it’s a shaming that government can no find out money for workers’ elections.

Positive men union in Uganda are strongly concerned with the increasing idle funds laying on various accounts of many local government across the country and not fully extending services to the communities.

According to the national coordinator Richard, Gavi and Global Fund monies are sent to each and every district to service activities of people living with HIV/AIDS and its sad to note that the funds are not put to use and then at the end of every financial year they are sent back to the consolidated fund leaving the communities suffering at the
expense of a few negligent civil servants.

However officials from the Finance Ministry are attributing the factors to lack of convincing plans to which these monies are to be used for coupled with fear to misuse them thus the reason for sending them back to the consolidated fund.

Teachers have demanded the president use his power and issue a directive for the release of the teachers’ SACCO funds as was promised. Teachers say that ever since the president told the minister for Education Jessica Alupo to liaise with relevant ministry to release funds to the teachers’ SACCO, they have not seen the money.
The chairperson of the Uganda National Teachers Union (UNATU), Margaret Rwabushaija says that although the president is soliciting for votes he should remember that he has not fulfilled the teachers’ promise.

Government had pledged to release 25 billion shillings since 2011 and the money was supposed to be released in installments of 5 billion shillings per year for a period of five years to the teachers’ SACCO. To enable teachers to liberate themselves financially.

The minister of state for health Dr. Chris Baryomunsi says 33875 Ugandans already screened for Hepatitis B and 3130 tested positive. He says that the 10 billion shillings provided is not enough compared to the magnitude of the disease, calling for additional funds towards scaling down Hepatitis B since there are 3 million people at risk of this disease only in Northern Uganda.

The minister rejects claims that the approved 10 billion shillings was misused. He says that the ministry of health has built capacity of hospitals to tackle Hepatitis B using the money. He also says that government procured 1 million Hepatitis B vaccines  and  after Christmas the remaining 3.4 million will be procured. He says that the ministry of health has built capacity of hospitals to tackle Hepatitis B using the money.

Baryomunsi says that the ministry has been faced with the problem of hospitals at lower level not being able to give treatment to the people who are tested and found positive with Hepatitis B because there are only two hospitals which include Mulago and Arua treating patients with Hepatitis B. He says that government will start vaccination against Hepatitis B starting with west Nile ,lango, Acholi, Karamoja and Teso in the second week of December this year, adding that in the 2nd week of December the ministry of health  will roll out testing, treatment and  vaccination in high prevalence areas in the country.

Cardiff University is offering full and partial scholarships for students who demonstrate outstanding academic performance and potential. Two full scholarships are available self-funding overseas student, which will cover the cost of course fees for the International Foundation Programme. Applicants for the International Foundation Programme scholarships must have either a conditional or unconditional offer and must have accepted Cardiff University as their choice for study during the 2013/14 academic year. The deadline for applications is July 31st 2013.

Study Subject(s):  The International Foundation Programme is available from September 2013 in the following subjects: Business, Engineering and Health & Life Sciences.
Course Level: This scholarship is available for pursuing international foundation courses at Cardiff University in UK.

Eligibility:- You must be confirmed as an Overseas Student for fee paying purposes (this information is contained in your offer letter).
-You must fully complete the application form with the supporting statements as directed.
-Applicants for IFP scholarships must have a conditional or unconditional offer and must have accepted their offer by Midnight (GMT) Friday 31st July 2013.
-After this date, applicants have until Midnight (GMT) Thursday 16th August 2013 for their offers to be changed to unconditional –applications where the status is not unconditional after this time will not be considered.
-Scholarships are to be used for academic year 2013/14 only and cannot be used for 2014/15 entries. If you are awarded a scholarship and wish to defer your entry to the University, you will lose your scholarship and will need to re-apply again in the following year.
-These scholarships are only available to self-funding students. Students who are in receipt of full funding from a sponsorship body (such as their home country’s Government, charity or a private organisation) are not eligible to apply.
-Students must satisfy certain financial requirements as part of their visa application for study in the UK and students should not be solely relying on receiving a scholarship to meet these.
-If a student withdraws/is requested to withdraw from study before completing the IFP Course or does not complete the IFP course at Cardiff University they are responsible for repaying all monies received from the International Scholarship award unless there are extenuating circumstances.
-IFP scholarships do not include interruption of study as part of the fund. If students are required to resit a year of study, then they will not receive further funding for additional years.
-Winners must ensure that they maintain a satisfactory academic record.

If an applicant has been selected as a reserve candidate, then they will be informed of this as soon as possible after the deadlines stated above.Unsuccessful applicants will be notified as soon as possible after 16th August. Unfortunately, they will be unable to provide feedback on unsuccessful applications.

Funds for Women Graduates: Funds for Women Graduates (FfWG) offers Foundation Grants to help women graduates with their living expenses (not fees) while registered for study or research at an approved institution of higher education in Great Britain .

The criteria are the proven needs of the applicant and their academic calibre.

They are not likely to exceed £6,000.

All grants are offered on a needs basis and therefore not all grants will be for £6,000.

Those who have received a Foundation Main Grant in the past are not eligible to apply.

Emergency Grants

FfWG offers Emergency Grants to graduate women who face an unforeseen financial crisis whilst engaged in study or research at institutions of higher education in Great Britain .

Grants are not likely to exceed £2,500.

All grants are offered on a needs basis and therefore not all grants will be for £2,500.

They are offered three times a year in March , June and November.

Theodora Bosanquet Bursary (TBB)

This Bursary is offered annually to women graduates whose research in History or English Literature requires a short residence in London in the summer.

It provides accommodation in a hall of residence for up to 4 weeks between mid June and mid September.

FfWG Does Not Provide Funds for:

  • Undergraduate degrees.
  • Student looking to start a course in the next academic year
  • University or college fees
  • A second first degree
  • Fieldwork outside great britain
  • Conferences, exhibitions or seminars either overseas or within great britain
  • Travel costs outside great britain
  • Students who have not completed at least two months of their course at the time of application.

Application Deadline; 31 October each year.
