Suspended Principal Accountant in the Office of the Prime Minister of Uganda, Mr. Geoffrey Kazinda has threatened to expose all corrupt officials left in the office of the prime minister.

Kazinda told his family members today at the constitutional court in Kampala that he is suffering alone yet there are more people who are corrupt but left free in the prime minister’s office.

The development comes today after Kazinda lost a petition to the Constitutional Court to stop his trials over the Office of Prime Minister’s fraud. The prime minister of Uganda is Amama Mbabazi, who is also accused of misappropriating public funds.

The prosecution says that Mr. Kazinda during the time he was in the prime minister’s office working as the Principal accountant in the Prime Minister’s office kept in a private residence computer generated letters and cash withdrawal authorization forms bearing forged signature of Pius Bigirimana , the Permanent Secretary in the Prime Minister’s office.

The serial numbers of the letters Kazinda reportedly forged are serial number 243607 on account of Bigirimana dated February 10, 2011 addressed to the director banking, Bank of Uganda purporting that it was signed by Bigirimana.

In South Africa the police, newspapers, local leaders and all people in power are not allowed to identify suspects in crimes until they have appeared in court. Presumption of innocence in South Africa is highly respected.

But in Uganda one is presumed guilty immediately or shortly after arrest. On arrest or immediately after the police, government officials and other public figures may parade you before cameras/journalists.
Then the police, army, or the government officials call you a criminal, fraudster, rapist, rebel, conman, thief, murder etc. The inspector General of police, the president, ministers, members of parliament etc may mention you as a criminal on radios, Television (TV) before   investigations commence. While you are in the police custody, the police, the army and some government officials may treat you as a convict prior to trial. After spending over seven years in prison, the government comes out to announce that it has lost interest in your case.

The President of Forum for Democratic Change (FDC) Col Kiiza Besigye has said that Ugandans need to rise up against President Museveni.

Speaking in an interview with our informer Besigye said “Ugandans need to come to a consensus and get ride of a thieving NRM government.” He says for him he has a belief that Ugandans can use Activists for Change (A4C) rallies to over throw President Museveni and his government.

Besigye repeats that NRM regime will not last up to 2016. President Museveni’s fourth term as president of Uganda expires in 2016.

Besigye says that he is currently lying strategies for the over throw of President Museveni. He says the time is near when he will call upon all Ugandans to demonstrate at police stations, military barracks and at the homes of government officials and see whether the government will kill all people.

Besigye again asked the members of the public to resist fear saying that for him he has been arrested for over 20 times and taken to court but have never regretted having joined the liberation struggle.

Activists for change (A4C) rallies in Mbarara and Ntungamo district have left hundreds of people there excited and anticipating that president Museveni’s regime would end before 2016.

The A4C rallies were addressed by MP Mathias Mpuuga, Semujju Ibrahim, and political activists Ingrid Turinawe, Kazoora John, Jack Sabiiti and MP Roland Kaginda among others.

But the people at the rally were equally disappointed because Col. Kiiza Besigye was not at the A4C rallies in both Ntungamo and Mbarara. Besigye is currently in theUSAwhere he went to mobilize more funds to run A4C and FDC activities.

Resident District Commissioners (RDCs), judges and LC5 chairperson have got 50 million shillings each to buy brand new cars. But they have been directed not to disclose information to members of the press.

The first batch of the RDCs, judges and LC5 chairpersons got the 50 million shillings at the beginning of February this year and the last batch will get the cash in March 2012.

The speaker of parliament Rebecca Kadaga says that RDCs, judges, MPs and LC5 chairpersons are all entitled to transport facilitation just like ministers and other government officials.

Ms Kadaga says that the beneficiaries of the car programme are not supposed to disclose details to the members of the press. Recently MPs got 103 million shillings each to buy cars.

It seems the long suffering Uganda opposition leaders and members who have suffered untold looting, harassment and torture from rapacious Ugandan leaders are now fighting back by mobilizing Ugandans and working with the international community such as England and USA to aggressively fight the Uganda National Resistance Movement officials who have reportedly stolen wealthy. Some of the Uganda cabinet ministers who are suspected to have stolen the country’s funds includes Prime Minister, Amama Mbabazi, Foreign Affairs minister, Sam Kutesa and ruling party chief whip, John Nasasira among others.

Col. Kiiza Besigye, the president General of Forum for Democratic Change (FDC) says that opposition members want to make it an increasingly high risk for government officials in Uganda to embezzle public funds. President Museveni all along has been seen by many people as shielding thieving government officials.

Besigye alleges that some officials in Uganda government are dirtiest politicians and computer hackers who can break into electronic vaults and steal the country’s resources. He says that Ugandans no longer want to be grievously robbed by the thieving Uganda government officials.

Gen. Salim Saleh, who is also president Museveni’s brother, has reportedly held closed door talks with the president of FDC, Col. Kiiza Besigye. Saleh we are told met Col. Besigye at his home in Kasangati and we are further told that Col.

Besigye was aware of the meeting. It should also be remembered that recently Saleh and other government officials flew to USA to meet Col. Kiiza Besigye when he was bedridden there.

 A high ranking detective in CMI has told this informer that the government sent Gen. Saleh to Kasangati to convince Besigye to drop the walk to work protests and forget the past and return to NRM fold. Also recently the government had planned to hold talks with Besigye but unfortunately the programme leaked to the press and it arboted.

Police and other government officials have today opened bids that seek to redevelop Nsambya, Kibuli and Naguru police barracks. The police want to redevelop the barracks through a Public Private Partnership.

The redevelopment may save the Uganda Police officers from an acute shortage of housing units.

According to the programme, tens of thousands of police families have stated vacating the above barracks to allow the redevelopment of the above barracks.

The bidding process has been done at the Police Estate Department in Kampala. Over 20 companies have shown interest in working with the police to redevelop Nsambya, Kibuli and Naguru. The police Projects Manager, Jim Mugunga headed the opening exercise.

The daughter of the prime minister, Amama Mbabazi, ms Lenina Mbabazi has reportedly requested her dad not to bow down to critics instructing him to step aside.

Lenina, according to Amama’s relatives in Ntinda, has told her dad that he is innocent and bowing down to pressure will mean that he is guilty whereas not.

Ms Lenina is also known as Nina on face book. Lenina has also been telling people on face book that Mbabazi is clean and he is only being prosecuted by his political enemies within and outside government.

Mbabazi among other government officials are investigated over their reported involvement in bad oil deals.

Cases of people impersonating top government officials in a bid to embezzle funds is on increase in the third East African economy, Uganda . We are told that most of the con men mainly impersonate army generals, ministers and MPs.

For instance, the police have today arrested a 19 year old student from Ntale school while impersonating Gen. Salim Saleh. Mike Mugarura was arrested by the police in Mbarara as he was conning a man in Mbarara of 250,000 shillings. Mugarura had introduced himself to this man of Rwandan origin that he was Gen. Salim Saleh and he would help his son to get a job at Bank of Uganda if he gave him 250,000 shillings.

Mugarura’s luck ran out as he had gone to collect the money and the police arrested him instead. He was arrested after the Rwandan man told one of his friends that Gen. Saleh was going to pick 250,000 from him.

His friend wondered how Saleh would collect 250,000 shillings just to get someone a job. The friend to this Rwandan man told him that Mugarura was a conman so they tipped police which arrested him on the arrival.
