MP Abdu Katuntu

The Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises queried the expenditure of Bank of Uganda during this year’s 50 years celebrations.

MPs while interfacing with the Bank of Uganda officials led by the Governor, Emmanuel Tumusiime Mutebire, said during the procurement of items and services for Bank of Uganda celebrations of 50 years there procurements found necessary that were done outside the normal procurements raising questions from MPS why they were not done in normal way.

MPS on the committee chaired by Bugweri County MP, Abdul Katuntu, are querying the procurement of pens for the Bank of Uganda celebration at 100 dollars each.

On look of the pen MPs are suspicious that were designed in the US and made in china and are considering handing over some of the pens to Auditor general for purposes of authentication.

MPS are also questioning the accountability of 700 million shillings   used by Bank of Uganda for school challenge, 100 million shillings paid for a cocktail and 144 million shillings paid for accommodation for the guests who came for the celebrations.

The committee also directed bank of Uganda officials to submit to the committee all the 154 internal audit reports and 17 tender contracts since 2014 to 2016 for scrutiny.

The committee allocates three days scrutiny of Bank of Uganda over internal audits and tender contracts to ensure proper accountability of the funds.

Prof. Emmanuel Tumusiime Mutebile

The Parliamentary appointments committee chaired by speaker Kadaga has vetted and approved Prof. Emmanuel Tumusiime Mutebile as the governor bank of Uganda for the next five years, after he was re-appointed by
President Museveni for the fifth term. According to Sources which attended the meeting, the committee approved Mutebile after serious grilling for having assisted the ruling NRM party with large sums of money from the Treasury to fund the party’s electioneering activities.

However in response, he said that he has never been used by the politicians to print more money, adding that the Bank has suspended printing of money during elections fearing that such money would end up facilitating political campaigns. When asked what he was doing to control the increasing commercial Bank rates, Mutebile said, the high lending rates are determined by the forces of demand.

Mutebile was first appointed as the Central Bank governor on January 1, 2001 but was re-appointed for a second five-year term on January 1, 2006. In November 2010, he was re-appointed for a third five-year term, running up to January 12th, 2016.

A major reshuffle has taken place at state house. President Museveni has reportedly sacked his key staff at State house over reasons best known to him.

The statehouse officials who have faced the axe include the head of the legal department, Joy Kabatsi and private secretaries to the president, Geoffrey Atwine, Juliet Kaliisa and Edward Muhoozi.

The said sacked state house officials were last month at the centre of the controversial 142 billion shillings compensation deal toKampalabusinessman, Hassan Basajjabalaba.

The police have also since last week been investigating Kabatsi and her colleagues to establish their role in the inflated Basajjabalaba claims. Recently two cabinet ministers, Syda Bbumba and Khiddu Makubuya resigned from cabinet over their role in the Basajjabalaba compensation deal. The governor Bank of Uganda, Tumusiime Mutebile is also being investigated over his role in the botched Basajjabalaba deal.

President Museveni has convened another meeting of the NRM legislators’ caucus at State House Entebbe in a bid to save the Bank of Uganda governor, Tumusiime Mutebile. The first meeting took place on Thursday last week.

During last Thursday’s meeting NRM MPs were divided over exonerating Tumusiime Mutebile for his role in the 142 billion shillings compensation to city businessman Hassan Bassajjabalaba.

The NRM MPs argued that they would not accept to be swayed by the president and would stick to the parliament’s recommendation that Mutebile be personally held liable for his commissions and omissions in the Basajjabalaba saga.

Museveni on Thursday pleaded with MPs to spare Mutebile reasoning that while Mutebile erred in not consulting, he technically committed no offence under Ugandan laws.

Museveni says that whereas Mutebile never consulted him before making the commitments, the MPs need to save him for the sake of the economy. Museveni says that Mutebile has for a long time been without blemish so the MPs should spare him.

The governor bank ofUganda, Tumusiime Mutebile has informed the members of the public that all regulated financial institutions which include commercial banks, credit institutions and microfinance deposit taking institutions inUgandaare safe and strong and have the backing of the central bank ofUganda.

Speaking to journalists at the Bank of Uganda headquarters inKampalatoday, Tumusiime said that if any person wishes to either deposit or withdraw their money, they will be served as usual.

He says that in case the client’s branch is located in some shopping arcade that is closed one will be served by any other branch of the bank in question.

Tumutebile reminded bank customers that banks play a very important role of keeping money safe. Therefore Tumutebile asked bank customers to disregard any advice to customers to withdraw money and keep it at home.

It seems some men think their wives are supposed to stay at home and do domestic work after being tied the knot- Though many men swear to cling on their wives until death does them apart.  Many prominent men in Kampala attend public functions alone while their wives remain at home or elsewhere. Today our reporters have brought out a list of men that lives like lonely husbands.

 Former Vice President Gilbert Bukenya

He is a known party animal but never will he be seen with his official wife, Margret Bukenya. When he is attending parties and music album launches in Kampala, his Margret stays at home keeping the home. Bukenya is always seen dancing with female musicians like Sheila Nvanungi and Iryn Namubiru.

Minister Isaac Musumba

Isaac Musumba is hubby to FDC’s strong vice president, Salaam Musumba. Despite being married, these two birds are in two planets apart. During national elections, the two support candidates of different political parties. For instance, during the recently concluded elections, Isaac Musumba supported NRM candidates while Salaam supported opposition candidates. The pals of these Musumbas tell us that the last time this couple was seen together was the day the walked down the aisle.

 

Governor Bank of Uganda Tumusiime Mutebile

He is the governor Bank of Uganda. We all know that he is married but few people in this banana republic know his wife. Mutebile never attends functions with this woman.

Former Makerere University lecturer in the school of Mass communication, Andrew Kanyegirire is now in Geneva, Switzerland to head the communication’s department at the council on health research for Development.

Kanyegirire has been in charge of communications and advocacy at New Partnership for African Development in (NEPAD) Johannesburg, South Africa. In Geneva Kanyegirire is heading a team of over 100 young professionals to rejuvenate NEPAD.

Before his appointment at NEPAD, Kanyegirire was a researcher at the institute for security studies in Pretoria. He holds a PhD in Journalism and Media studies from Rhodes University, South Africa. In Uganda, Kanyegirire taught research and media history at Makerere University and many of the students he taught became key journalists, media managers, public relations officers and politicians.

The Members of Parliament on the adhoc committee investigating the bribery cases in the oil sector have today thrown out the Bank of Uganda governor Emmanuel Mutebile for attending to them unprepared.

Mutebile had been summoned by the committee to explain the One trillion shillings the Uganda Revenue Authority executive director, Allen Kagina said has so far been collected from the oil sector.

While asking the Central Bank governor why the money was kept in Uganda shillings instead of dollars, the governor wanted to give the legislators explanation by word of mouth which the legislators declined asking him to get out and make a written statement.

Hussein Kyanjo one of the members on the ad hoc committee says that the One trillion was supposed to be kept in dollars because it was going to be spent during the construction of Karuma dam, which was costed in dollars.
