According to the National Council for Higher Education (NCHE) investigation report that was released yesterday (daily monitor) indicate the most Universities in Uganda are working  below minimum standards.

Some universities were found to be offering unrecognised academic programmes while others have a low student enrollment and academic staffing levels that do not meet operational requirements.

Below are the Universities that NCHE believe are working below standards.

Kampala International University (western campus) had undeclared affiliations with different institutions, teaching some unaccredited programmes at its western and main campuses. Although the university registered improvements, NCHE revealed that teaching sites at Hoima Regional Referral Hospital, Kiryandongo and Fort Portal hospitals were not approved.

The NCHE also noted that the university had a good staff development policy, scholarships which cover tuition and there was evidence of ongoing research and publication.

Mbarara University of Science and Technology the investigations discovered that it offers unaccredited PhD programmes and affiliations despite of the organised managerial structures and relev ant science courses.

Gulu University had unpaid salary arrears for staff of up to Shs700 million, staff were promoted to senior lecturers and associated professors without PhD qualification and other requirements.

Kyambogo University lacks adequate funding, enough office space which requires building new structures as well as understaffing with a few lectures holding the biggest load work.

Ankole Western University had issues with statutory remissions, the quality of infrastructure  quality assurance and also had a number of staff members indicated on the staff list which does not appear on the staff payroll.

Despite of the fact that the university had a good governance structure, its land titles had not been transferred into the university name, non-submission of annual reports to NCHE and had inadequate financial resources evidenced by outstanding obligations.

Valley University of Science and Technology has low student enrolment, poor quality furniture in some lecture rooms, no separation of powers between the owners and the management and the university management not fully constituted.
The office of the Vice Chancellor was not befitting and the university administrative offices were not properly demarcated. However, the university had a good quality spacious infrastructure and also engaged in some projects to promote community developments, among others.

University of St Joseph had inadequate staff with no professor, lacks clear development policy, some staff indicated as full staff were indicated elsewhere in same category and the process of transferring the land from the Archdiocese of Mbarara into the university name was still lacking.

Ibanda University lacks quality of the infrastructure, internet, very low staff salaries, and inadequate academic staff for some programmes although it had good governance structures , high student enrolment.

Kayiwa International University lacks quality infrastructure, still maintaining the gazetted address, record keeping was still wanting and lacked separation of roles.

Uganda Baptist Seminary Jinja registers student enrolment as low as 200, accreditation of all the programmes mounted by institutions have expired and it is heavily dependent on donors and gifts.

Livingstone International University Is understaffed with only 37 members, has few senior staff with the NCHE advising the management to reduce on the number of part time staff, recruit more staff and strengthen the staff associations.

Kumi University The institution has no human resources, has under-qualified academic staff, most programmes have expired and some have been submitted to NCHE for accreditation, but payments have not been made.

The latest ranking of Uganda’s Universities has indicated that Makerere University still leads in the higher institutions of learning in the country followed by Ndejje University which has been ranked second best.

The rankings were released by a University Web Ranking 2016 which also indicated that the newly created Universities of Soroti and All Saints’ are among trailing in terms of University ranks in Uganda.

The research that was also carried out among other Universities in Africa, ranked the top 200 Universities, indicating that the first top ten Universities are all found in  South Africa with the University of Cape Town being number one on the continent followed by university of South Africa and university of Pretoria respectively.

In the East African Region however, Nairobi University is ranked as the best because as captured the 14th position, followed by Makerere University which also scored the 18th position.

The list shows that Soroti and All Saints universities are trailing in the last positions in Uganda, followed by Uganda Pentecostal University, St. Lawrence University, St. Augustine’s International University and Bishop Stuart University in that order at the bottom.

Besides Makerere and Ndejje as the best Universities in Uganda, the ranking indicates that Mbarara University of science and technology is 3rd, Uganda Christian University 4th, Kampala International University 5th, Kyambogo University 6th, Uganda Technology and Management Univeristy (UTAMU) 7th, Uganda Martyrs University 8th, Victoria University 9th and International University of East Africa scoring the 10th position.

Others are Islamic University in Uganda, Gulu University, Mountains of the Moon University, Bugema University, Muni University, Nkumba University, International Health Sciences University, Busitema University, Muteesa 1 Royal University, Livingstone International University, Cavendish University, Busoga University, Kampala University, Kabale University, Kumi University and African Rural University in that descending order.

Mukasa Fred Denis Mbidde is the only former Makerere University Guild President still subscribing to the Democratic Party (DP). DP has had many guild presidents for example Suzan Abo and Robert Okware but they have all defected toUganda’s ruling party, the National Resistance Movement.

 Mbidde says that he was the second leader of Uganda Young Democrats (UYD) students Union after the now ArurcountyMP, Samuel Odonga Otto. The union was established while Mbidde was still atMakerereUniversity. By the time Mbidde took it over its main job was to fight by the way of power struggle against the UYD branch atMakerereUniversity. Mbidde made sure that they abandon struggles and stretch to the national arena.

 Accordingly he recruited people like former DP spokesman, Mwaka Lutukomoi, KCCA lord councilors Zake Mberaze, Shifra Lukwago and Masaka district speaker- Denis Majwara and Walakira Nyanzi, the LC3 speaker of Makindye. Mbidde moved with these people throughout the country to launch the UYD students’ branches. The following branches were launched,KyambogoUniversitywhere he recruited MP Brenda Nabukenya. 

Other branches he launched included Buganda Royal Institute, Ara Pai College in Eastern Uganda, Nkozi Teachers college, Kampala International University, Kabale Uganda College of Commerce, Tororo Uganda College of Commerce, Clinical Institute Mbale, Mbarara University, Ombaki Institute in Gulu, Gulu University, and Muvala Senior secondary school in northern Uganda. Most of the above mentioned UYD branches ceased to exist the day Mukasa Mbidde left the students union to become the UYD Vice President. Mbidde claims that he has close to 32 MPs he recruited into opposition. Mbidde also says that he championed a power change in DP which show Norbert Mao take over party leadership in the last two years.
