Dr. Ruhakana Rugunda, has launched the Presidential Advisory Committee on the Budget (PACOB) that is to ensure there is no bureaucratic implementation to the budget, Prime Minister's office, Rugunda says that PACOB is to align the budget to key priorities in the Second National Development Plan (NDP2), Rugunda says that the committee will task ministries and public servants to implement the budget allocation within the specified period of time., The Prime Minister, Vision 2040 and the National Resistance Movement (NRM) manifesto 2016/2021
