The Anti Corruption Coalition Uganda wants the office of the Inspector General of Government to intervene and carry investigations into the scramble for Bugoma Central forest reserve in Bunyoro Kingdom in Hoima District. This follows contradicting statements between the Kingdom f Bunyoro and the National forestry authority both claiming ownership of Muhangaizima Blocks compartments 7, 8, 10, 11 Land totaling to over 8,000 hectors.

According to ACCU Executive Director Cissy Kagaba, the Inspector General of Government should investigate into this matter because the National Forestry Authority act authorizes the authority to take control of the reserves saying that it’s only disturbing for the Kingdom to claim ownership.  She has also called upon the Ministry to institute caveat onto this reserve to stop further activities until investigations are complete. She further called upon government to carry on further investigation on whether the President’s signature was forged or not saying that there are contradicting statements that the president appended his signature approving ownership of this reserve to Bunyoro Kingdom which does not seem right.

Bank of Uganda Governor Tumusiime Mutebile has been thrown out  the oil Adhoc committee investigating the oil sector for the second time for failure to produce evidence to the committee that  he was directed by president Museveni to draw money from the consolidated fund to finance the purchase of fighter jets to the tune of 1.7 trillion shillings.

Mutebile had appeared before the committee chaired by Micheal Werikhe to answer questions related to oil revenue and how the oil money was kept in shillings yet it came in dollars.

Mutebile had told the mps on the committee that in a meeting he had with the president and the ministry of finance, he was directed to release funds from the consolidated fund to purchase fighter jets in 2010 on ground that the money will be recovered to the consolidated fund from the capital gain tax of oil companies.

However, the Governor angered the MPs on the committee when he totally rejected to give the committee evidence  indicating president’s  directive to governor to release jet money from the consolidated fund with out parliament approval.

The member of parliament for Makindye west Hussein Kyanjo had wanted  the evidence from governor that shows that the president directed him to draw money from consolidated fund which the governor declined to do and the committee ordered him to leave .

The committee chairperson Micheal Werikhe told the governor to go if he cannot give evidence to the matter he rose before committee because this information is vital in the committee’s investigation into oil sector.

The member of parliament for Buhanguzi county in Hoima District Julius  Junjula Bigiirwa  was furious with the governor’s failure to give them the alleged president Museveni ‘s  directive to use the consolidated money to buy jets and he said how sure are they that the oil money in bank of Uganda will not be mismanaged .

Over 3000 residents settling on the ministry of defense land in Kyangwali sub-county are to be evicted by the army to enable it establish a barracks in the area. The barracks is meant to provide security to oil wells in Hoima where oil production is expected to start later this year.

The affected residents are from the Seven (7) villages that are found in the two parishes of Kasonga ‘A’ and ‘B’ in the Kyangwali refugee settlement camp.

The army is currently registering all residents to know their number how they obtained the land and investments so far under taken.
The registration exercise began on Monday and it is being spearheaded by the Kyangwali army detach commander major, Tom Okolongo.

The reserve commander mid western lieutenant Yoram Kagezi says the registration exercise is function by major general Jorum Mugume of UPDF land sector.

The exercise stated after Mugume visited the area recently and foundout that the people had encroached on the army land. Local leaders and residents in the area are unhappy by the move taken by the army.

They accuse major Okolongo of threatening them that he will forcefully evict them if they do not register. They also accuses the army of the bi-passing the local leaders.

Hoima deputy RDC Abdul somatic Owentimba says the land in question belongs to the ministry of defense that has got its land titles. He said that genuine settlers on the land will be compensated according to the land Act.

Residents and local community pressure groups in Bunyoro region want the Hoima and Kibaale district health official investigated over the expiry of government drugs.

Hoima district health official Dr Joseph Ruyonga and his Kibaale counterpart Dr. Dan Kyamanya to be investigated as to why for the last nine (9) years the two districts failed to use drugs dispatched by the national medical stores leaving them to expire in stores as it was reported the auditors generals report released last week.

The citizens together with the anti-corruption civil society organizations working in Hoima and Kibaale districts want the two district health officials held accountable for the expire of the drugs.

The chairman concern citizen Ahusi Balyesima has asked the government to set-up a probe committee to handle the matter since government seems to be losing a lot of tax payer’s money due to negligence and lazy officials.

The coordinator mid western anti-corruption coalition James Ruyonge doesn’t want to spare the health management committee for the expiry of the drugs since they play a vital role in ensuring the daily operations of the health centre’s and Hospitals on signatories to drug requisition and usage.

Doctor Joseph Ruyonga Hoima district health officer and Dr Dan Kyamanya have both declined to comment on the matter.

Kibaale chief administrative officer Dansan Balaba has confirmed the reports but says the drugs were non-essential and there was no patients to be treated using the drugs.
