Government Chief Whip in Parliament, Ruth Nankabirwa

Parliament has amended section 34, sub rule (1) of the Rules of procedure pushing the Prime Minister’s question time to Thursday of the week from Wednesday on justification that the Minister cannot beat the traffic jam on Entebbe road to attend the Parliamentary proceedings in time.

The proposal was moved by the government Chief Whip, Ruth Nankabirwa, while Parliament was handling the amendment of rules procedure.

Nankabirwa, said that since the head of state chose Wednesday to be cabinet day and being that cabinet meeting sit in Entebbe to enable the prime minister to be in parliament in time to answers MPS questions on different matters.

The Opposition Chief Whip, Ibrahim Ssemujju Nganda, had wanted Parliament to reject the proposal to shift the prime minister’s question time to Thursday since tax payers pay money for the President’s office which is in Kampala.

But parliament agreed to approve the government chief whip’s amendment on this matter.

Ministers in the past have been absent or late for Parliament’s proceedings especially on Wednesday ,on ground that they are delayed in Cabinet meeting causing suspension of the sitting for some minutes waiting for their presence for Parliament to transact business of the day .

State Minister for Finance David Bahati

Government has urged  Parliament to come up with strategies on  ending teenage pregnancies which it says is  still high among the girl child in Uganda.

The Minister of State for Planning, David Bahati, while presenting a statement during the World Population Day in Kampala said Parliamentarians can play a crucial role in ending the vice through enacting better policies and guidelines.

The event will be celebrated this week on Tuesday in Busia district.

Bahati said that even though the fertility rate among women has slightly reduced, the country still faces a challenge of teenage pregnancies which is standing at 25 percent for the last ten years.

He adds that the most affected girl child are those aged between 11-13 years and wants members of parliament to assist them sensitize the community to ensure girls get pregnant at the age of 19 years

The Opposition Chief Whip,Ibrahim Ssemujju Nganda, on his part urged government to celebrate the function in a national way and avoid their usual partisan stunts.

Ssemujju Nganda the Opposition Chief Whip.

The Kasese Members of Parliament led by the Opposition Chief Whip, Ibrahim Ssemujju Nganda, insist that the attack and killing of civilians by UPDF and police officers was unnecessary and avoidable and that such incidences should not ever happen again in the near future.

The MPs who included: Bukonjo East Halord Muhindo, Kasese Municipality MP, Robert Centenary,Bukonzo West MP, Atkins Katusabe and Busongola East MP, William Nzoughu told journalists at Parliament that if government security officers had not attack Mumbere’s palace, there would have been no senseless killings like it was.

The MPs are not sure whether the security officers were killed by the civilians since there were uncoordinated security movements during their shooting.

MP Katusabe who witnessed the killings said that the order from the President overtaken the negotiation between the Army commander, Prime Minister and King Mumbere to resolve the matter peacefully.

They demand the President to prevail over security to stop killing people in Kasese, calling for independent probe into this perceived massacre and Genocide and vowed to report the matter to international criminal court so as the individuals perpetrators are charged against Humanity.

Buganda road court has threatened to issue a warrant of arrest against Kyaddondo East MP Ibrahim Ssemujju Nganda if he fails to turn up in court on the 25th of this month.

Grade 1 magistrate Faith Evans Palodi has said this following Ssemujju’s continued failure to appear in court.

Ssemujju is accused along with James Tumusiime, the managing director of the observer Newspaper on allegations of promoting sectarianism.

Trouble for the duo emerged from a story published in December 2005 in which FDC Deputy President Salamu Musumba accused Bahima Generals of taking charge of prosecuting her party President Dr Kiiza Besigye.

In the article, Ssemujju quoted Musumba saying that the arrest of Besigye was ordered by Gen. Museveni, coordinated by Gen. Tinyefunza and he was being tried by Gen. Elly Tumwine in the General court martial, all from the same region.
