Sudan President, Omar Bashir

This comes at a time when there is topical debate amongst both the critics and sympathisers of the ICC on whether the ICC should be left with the power to try sitting presidents and a few days after the opening of the review conference on the International Criminal Court in Kampala.

The Secretary General of Sudan International Defence Group, Mohamed Hansari has told journalists in Kampala that the conduct of the ICC in insisting on arresting Bashir has stigmatised the Sudanese people and is likely to cause more instability to Sudan than restoring peace in the region.

Hansari says the insistence on arresting Bashir has stalled the development of a sustainable democratic process and maturity of the internal politics of Sudan thus making the country more susceptible to political instability.

Hansari says the insistence on arresting Bashir has also soured the relationship between the Sudan government and the United Nations which is not a good development for the country’s international relations.

The ICC Chief Prosecutor Moreno Ocampo insisted at the Kampala meeting that the ICC and its member states are bound to arrest Bashir and hand him over for trial in the Hague based Court.

Museveni who was speaking in a meeting with the president of the International Criminal Court Judge Sang-Hyun Song said Bashir who is wanted by the Hague based UN Court for war crimes in Dafur will not attend the Kampala African union meeting.

President Museveni says Sudan will be represented by another government official and not its leader Bashir at the AU heads of state summit.

Judge Sang-Hyun Song is in Kampala to attend the ICC review conference hosted by Uganda. The conference reviewing the 10 years of the ICC started on Monday may 31^st and ends on June 11^th at Speke Resort Munyonyo, Kampala on the banks of lake Victoria.

Although Museveni has voiced strong support for ICC, he has not publicly supported the indictment of Bashir nor committed to arrest Bashir should he appear in Kampala. He instead stands by the African Union position of further investigation by the AU to determine whether Bashir’s indictment was justified or not before coming to a position.

The Kampala AU meeting will discuss peace, security, infrastructure, energy, agriculture and food security among other issues, although focus will be on infant and maternal mortality as a millennium development goal that African needs to achieve.
