The 120 billion shilling skilling Uganda fund has already registered 30,000 beneficiaries seven years of existence after its launch in 2012.

The projects targets 60,000 beneficiaries by 2020 and is aimed at facilitating competitiveness, productivity and employment for self reliance among the
Ugandan youth.

The Assistant Commissioner for Vocational Education, Mr. James Mugerwa during the launch of the National skills fair on Tuesday in Kampala revealed that the Ministry of Education and sports has worked closely with Enabel and PSFU to skill Ugandans through the Skills development Fund and the skills development facility.

Mr. Mugerwa further revealed that the fair will offer a platform to exhibit skills among Ugandans.

“The national skills fair is an opportunity for us to showcase the achievements of both funds.” Mugerwa said.

The three-days fair will take place from 7th to 9th May 2019 at the UMA multipurpose hall.

According to the SDF manager Christine Karungi, the fair will connect producers and manufacturers , employers and training institutions for more training and work opportunities.

“The innovative approaches employed in training have enabled several SDF beneficiaries to get employed while others have started their own businesses,” Ruth Byinzika Musoke, the Head SDF at PSFU said.

The skilling Uganda fund develops skills for the youths in the fields of manufacturing, construction, oil and gas, ICT and agriculture.

Parliament has embarked on training members of parliament in information technology for proper management of their emails. The training was highly attended by new members of parliament whose IT capacity is lacking in this digital time.

One of the opposition members of parliament from Bukonzo west in Kasese district John Katushabe Bwambale expressed fear that putting their name on the parliamentary website and exposing their emails may expose them to security agencies like CMI, hacking into their emails looking for secrets of some members of parliament and more. The Member of Parliament for Manjiya county in Bududa district John Baptist Nambeshe pleaded to parliament to expose the members to practical sessions of IT since most of them are still with analogue brains. He said that it is better for parliament to train them when they have Ipads.

However the Assistant Director ICT Julius Wabwire  assured members of parliament their emails are secure with parliament website and said that most of the communications are done through emails including the payment.

Signing of MOU on cooperation in the field of ICT between the two countries

The Uganda government together with the republic of South Korea have launched the digital contents production and management control center that will be used to produce local TV and radio works with the center aimed at promoting local content.

Speaking at the launch of the center at the ministry of ICT offices in Kampala  the ICT minister Eng. John Nasasira said that Uganda has been challenged by production work made in the country which most of the time has not been matching the desired standard and national heritage, saying this has been representing divergent ideologies of the Uganda. He said that with the newly launched facility, the country will start producing content that truly reflects the ideologies of the country as it strives to attain middle income status. He said that the digital broadcasting will require effort by all stakeholders to increase the pace of generating local digital content especially in local languages to share it with the rest of the world.

Nasasira noted that at the moment Uganda is grappling with the challenge of relying a lot on foreign production of digital content including advertisements hence causing a problem of ideological disorientation, propaganda and some of undesirable behavior which affects cultural values, business, investment and tourism and foreign policy interests.

On his part the state minister for science and technology Sande Stephen Tikodri welcomed the Korean mentorship in the area of digital content production as Uganda is improving in science innovation.

The shadow minister for children Affairs Bernard Atiku has called on Makerere University to take up a highly computerized system for examinations safety to do away with illegal alteration of examinations. This as he was responding to reports that Makerere University probe show that 418 students illegally altered their marks.
He said that the university requires being with better ICT software which blocks hackers entering into the system for students marks change for better grades. He asked the university council to have stringent measures to deal with any culprit and be banned from accessing public university for studying and working in any of them.
Atiku attributed forgery for marks in universities to the students wasting their time in leisure activities like disco theatres and at the end bribe for their grading.

At the official inauguration of a new Hi-Tech Information Access Centre (IAC) facility valued at 300,000 USD, the Prime Minister Dr. Ruhakana Rugunda underscored the importance of ICT. ‘Government will consider the possibility of rolling out the Information Access Centre facilities, alongside other interventions, to ensure universal access to ICTs’, he said.

IACThe Prime Minister officiated the inauguration of the facility located at the Ministry of Information and Communications Technology on Parliamentary Avenue in Kampala, built with the technical assistance from the Government of Korea. Rugunda, however cautioned against misuse of the Internet and social media platforms for malicious propaganda to undermine peace and security of the country. He warned that legal action will be taken on any person involved in cyber crimes, as provided for in the Computer Misuse Act 2012.

Information Access CentreThe centre will be used to facilitate e.government initiatives to the public and government officials with the objective to create an environment for youth to benefit from new technologies and raise IT literacy levels while promoting the use of ICT for development. It will also provide a platform for students to develop ICT ideas that can promote business development, provide an incubation facility for ICT innovations and environment for students to interact globally with other students in research and knowledge exchange through forums and discussions across the globe.

Minister for ICT John Nasasira said ICT has been a fast growing sector which has greatly contributed to the tax revenue collections in the country. ‘My ministry has developed a five year investment plan to turn Uganda into a knowledge based country’, he said. Nasasira said Hi-Tech IAC centers have been established in 35 countries through the assistance of the Government of Korea. He therefore thanked the Korean government for the technical assistance that facilitated the establishment and installation of this facility. He particularly called upon Ministries, Departments and Agencies of government, to utilize the facility in order to bridge the digital divide. Nasasira said NITA-U should publicize and devise means of sustaining the IAC facility.

The Korean Ambassador to Uganda His Excellence Park Jongdae said, the opening of the IAC facility was significant in the partnership between Uganda and Korea. He hoped that the facility will became the ICT Centre in the region and to facilitate youth development in Uganda.

The public Accounts committee of parliament has grilled the officials of the ICT ministry led by the permanent secretary Dr. Jimmy Patrick Samanya over the failure to remit NSSF contributions of some employees in the National information Technology Authority -Uganda (NITA-U).

The committee chaired Paul Mwiru noted that a total of 161.6 million shillings was paid to employees of NITA-U and established that social security contributions to the tune of 24.2 million shillings were not remitted to NSSF contrary to the law.

Mps who include Emma Boona, Alex Byarugaba, also observed that 24.2 million shillings in respect of 5% employees’ contributions to NSSF was not recovered from the wages of seven employees during the financial year 2009/10.

Mps directed Samanya to avail to the committee all names of ICT officials who failed to remit employees NSSF contributions and the names of employees whose NSSF was not remitted.

In his response the ICT Samanya promised to cooperate and give details of the matter to the committee as directed.

The Uganda Communications Commission and the Ministry of Education and Sports (MoES) have organised a five-day ICT sensitisation workshop for secondary school head teachers as part of enhancing the usage of ICT facilities in secondary schools inUganda.

 Three hundred school heads shall attend the workshop in two lots of 150 each. The workshop is scheduled to take place at the SESEMAT In-Service Training Centre, Kololo S.S., Kampala from January 15-21, 2012 as scheduled below: Lot 1, February 15-18, 2012 and Lot 2, February 18-21, 2012.

Under its universal access programme known as the Rural Communications Development Fund (RCDF), UCC has been equipping government-aided secondary schools with ICT laboratories. Each laboratory comprises either 11 solar-powered computers or 40 computers using grid power, networked to form a local area network.

To-date, such ICT laboratories have been installed in 548 government-aided secondary schools. And another lot of 275 government secondary schools are planned for the ICT laboratories for the year 2011/2012.

In addition, UCC, in conjunction with MoES, recently identified and re-tooled (trained) a number of teachers to teach computer studies in these schools.

Speaking ahead of the exercise, the Director for RCDF at UCC, Henry Bob Lyazi, said at least 800 school head teachers will be trained by mid-February this year.

SAIGF is jointly convened by the NEPAD Agency, the Association for Progressive Communications (APC) and the Southern Africa NGO Network (SANGONeT). Key outcomes of the forum will be the establishment of a framework for the SAIGF and the articulation of a regional position for the global IGF in Nairobi (September 27-30).

The objectives of this forum would be to contribute to the establishment of a coordinated, structured and coherent framework for dealing with Internet Governance issues in the SADC region. Moreover, the Forum is intended to increase awareness of Internet Governance issues in Southern Africa, to facilitate the participation of a broad range of SADC stakeholders ahead of the Global Internet Governance Forum in Nairobi, Kenya, and, lastly to build capacity of SADC stakeholders and to create a systematic, national, regional and global Internet Governance policy dialogue process within the SADC region.

This high level forum attracts also delegates and speakers from other regions such as West and East Africa.
