Masaka national referral hospital has reportedly tortured out patients over identity cards. Dozens of patients in Masaka were on Wednesday this week left stranded at the gate of Masaka Regional Referral Hospital after they were denied entry because of lack of identification.

The development came after new guidelines announced by the hospital’s director, one Dr. Florence Tugumisirize, that require out patients and their attendants to present identification or letters from the local councils before they are allowed into the hospital.

Dr. Tugumisirize says that the move is intended to deter “wrong elements” who want to sneak into the hospital to cause chaos.

The doctor claims that the hospital received information that Muhammad Ssegirinya, an opposition activist, had mobilised “political thugs” to enter the hospital disguising as patients and launch a protest in the hospital.

But the Police restrained several patients and their attendants who were blocked from entering the hospital for lack of identification. Some of the people who were attending to their sick relatives cried after they were blocked by the police from entering the hospital after exiting to buy food. The health minister, Christine Andoa says that there is no policy requiring patients to carry LC letters and identity cards to hospital.

In a rare move Uganda’s oldest opposition political party, the Democratic Party (DP) has backed the national army (Uganda Peoples Defence Forces) to take over the national identity cards project.

The ministry of Defence recently expressed interest in taking over the national identity cards projects following the botched deal in which  the Government had contracted Muhlbauer Technology, a German firm, at 64.2m Euros (about sh230.9b) to supply technology and other related services for the National Security Information System, which was being handled under the internal affairs ministry.

The army leadership claims that it has all the necessary capacity to be in charge of capturing data of Ugandans and processing their identity cards.

The spokesperson of DP, Kenneth Kakande says that the army takeover of the identity cards project is a good idea as long as there is accountability and transparency.

Muhlbauer Technology was contracted to print 34 million cards but it managed only to produce 400 cards. Out of the 400 cards, it was only President Museveni, First Lady Janet Kataha Museveni, and Prime Minister Amama Mbabazi who got their cards.

Police have confirmed the arrest of Yusuf Kasajja and other 5 people alleged to have extorted money from Ugandans claiming to get them jobs or enable them access President Museveni.

The Kampala Metropolitan spokesperson Ibin Ssenkumbi says Kasajja formed an association called Uganda Volunteers Movement Association based in Ndeeba to mobilise local people.

He says Kasajja and his group have been getting money from people between 100, 000 and one million shillings for identity cards, registration and T. Shirts.

Ssenkumbi adds that yesterday, over 6000 people were organised from different districts at Kololo airstrip being promised that the association was to be launched and President Museveni was to preside over the launch.

He says the people ended up getting stuck which sent Kasajja and his group into hiding.

Ssenkumbi says the Police have started carrying the people back to their villages and the suspects are to be charged for obtaining money by false pretence and impersonation.
