Some opposition members of Parliament have returned the money given to them by parliament for consultation on the Presidential age limit bill amendment fronted by Igara west member of parliament Rapheal Magyezi .
This after parliament gave each mp 29 million shillings to consult on the age limit bill.
Mps who  withdraw the money from their personal accounts and returned include Kira municipality MP Ibrahim Nganda ssemujju ,Butambala MP Mohammed Muwanga Kivumbi,Busongola north mp William Nzoghu ,Soroti
district Woman mp Angelina Ossege and Rubaga north MP  Moses Kasibante.
.Others who told the press that they will return the money after withdrawing include Busiro east mp Merdad Sseggona ,Youth MP Ann Adeke as the woman MP for Gulu district Betty Aol said that she is still consulting whether to return the money since some of her voters are opposed  to returning the money.
The money returned to finance office of parliament in charge of refund. The opposition chief whip Ibrahim Semujju Nganda criticized parliament for being used by the beneficiary of this bill to abuse public funds which is giving MPS for consultations.

He asked the IGG and Auditor General to investigate the source of this money,adding that this money should have gone to public servants who need pay rise like prosecutors and Doctors who are on strike.
He said that as opposition MPs would not take the money to fall in trap since are part of the accountability committees of parliament where are always harassing accounting officers to  stop abuse of public funds .

Busiro east mp Merdad  Sseggona and Soroti district woman MP Angelina Ossege described  the money paid to MPs for consultation as dirty and cursed. Opposition mps asked the public to force their MPS to return the money.

This is the third time parliament has given mps money to consult on bills the first one was 20 million shillings for MPs to consult on the NAADS project in 8th parliament, another one was 5 million shillings to consult on the marriage and Divorce bill in the 9th parliament.
Parliament told MPs to consult on the age limit bill starting from 25th October to 8th November and report to Parliament their findings

The parliamentary appointments committee has vetted and approved the Inspector General of government for the five year second term of office. The president renewed the IGG’s  Justice Irene Mulyagonja term of office contract after serving the first five years battling the cases of corruption. Justice Mulyagonja today morning appeared before the parliamentary appointments committee chaired by the speaker of parliament Rebecca Kadaga.

A source says that Justice Irene Mulyagonja is approved by the appointments committee though she was grilled over being lenient on some corruption cases where she promised to improve.

After a closed meeting with the committee members Justice Mulyagonja says that her office is to establish a special investigation unit focusing on the large spending of government ministries and agencies. She admitted that in the IGG’s office there are staff who connive with the corrupt people to frustrate investigations, adding that many of such staff have been known and chased and prosecuted. She also says that there is still political interference while carrying out her work in search for corrupt officials but vowed not be derailed.

The IGG called on the government to increase on number of staff in the office of the IGG so as many corruption cases are dealt with in time.

The Inspector General of Government has created a special investigation unit with specialized investigators who will deal with handling urgent complicated corruption cases and recoveries. This was disclosed by the IGG Justice Irene Mulyagonja while appearing before the legal and parliamentary Affairs committee chaired by Stephen Tashobya to defend the Directorates budget of 40 billion shillings.

Justice Mulyagonja said that her directorate needs about 40 new staff including the special investigators for some complicated cases related to corruption so as the they do not lose their track in court. She said that most cases in the anti corruption court are being committed  in syndicate manner by corrupt persons and  it’s not easy to catch them  unless there is in-depth investigations done to the gist. However, Justice Mulyagonja is stuck where recruiting such staff is involved because the ministry of finance has failed to allocate 3 billion shillings to recruit the new required staff. She said that their capacity to fight corruption is constrained by inadequate funds.

In 2015 the  inspectorate of government registered 1,249 complaints of which 518 were registered at the head office and 699 at the regional offices across the country. They also investigated and concluded 1,435 corruption complaints out of the annual target of 1800. Of these 272 were investigated in ministries, departments and agencies and local governments. Arising from the investigations, 185 million shillings was recovered and 31 arrests were made.

The  IGG said there are three major investigations going on which includes, the on going UNRA on Mukono- Katosi road, one on local governments and the ministry of health after public complaints during elections on the deteriorating conditions of hospitals and health in general. The committee members showed commitment to the IGG and promised to help them realize these goals for the financial year 2016/2017.

A probe by the Inspector General of Government into the mismanagement of Kyambogo University has unearthed wide-ranging decay at the Institution from failed students being aided to graduate, to lecturers subletting University residences to students in violation of tenancy agreements.

In a report released to the Speaker of Parliament Rebecca Kadaga yesterday, the Inspector of Government, Justice Irene Mulyagonja, also punched holes in the skills majority of top management officials at the University, dismissing them as incompetent and noted that this university has one professor yet it is the second largest government university in the country.

Parliament in 2012 directed the IGG to probe Kyambogo University following a spate of student strikes and allegations of mismanagement and corruption by top officials at the Institution. The IGG investigation also found that the skills of a person holding the offices of University Secretary, Dean of Students, Academic Registrar and Bursar of the University left a lot to be desired. The University secretary was found to be incompetent and totally out of depth.

The IGG observed in the report that the removal  of the former Vice chancellor Kyambogo university, Prof. Isaiah Ndiege, from office has not brought much satisfaction to this university staff about their leadership because  currently there are new waves of complaints about the administration of  the Acting Vice chancellor Prof. Eli Katunguka. The IGG investigation also found support for allegations that there have been instances where marks have been altered to facilitate failed students to graduate.

The report by IGG indicates that the staff still complain about irregular appointments and promotions at Kyambogo university by Prof. Katunguka. Other complaints include corruption in handling of university tuition and admission of students that are not registered up to graduation time.

To resolve the mess at the institution, the Inspectorate of Government recommends an amendment of the University and Other Tertiary Universities Act to specify membership to the University Council and an independent assessment to reshuffle the structure. Speaker Rebecca Kadaga agreed with the IGG saying government has ignored the education institutions but as soon as members of parliament get done with the party primaries, she is to forward the report back to the committee on education.

A proposal fronted by General Salim Saleh asking the Inspector General of Government to offer amnesty to public servants for accumulating illicit wealth has been rejected.

The Inspector General of Government, Ms Irene Mulyagonja, has turned down the said proposal by Gen. Saleh to extend amnesty to public servants who have illicitly accumulated wealth over the years.

Mulyagonja says the Inspectorate of Government (IG) could not adopt . Saleh’s proposals because they “do not fit in the legal, socio-economic, cultural and political environment of Uganda today.”

In an email to Ms Mulyagonja on January 1, Gen. Saleh, who is President Museveni’s brother and senior presidential advisor on military matters, asked the IG to declare an amnesty for all public servants who have accumulated wealth illegally and are willing to “publicly declare their loot”

The Inspector General of Government Ms Irene Mulyagonja has entered into allegations that there is too much corruption in the Federation of Uganda Football Association (FUFA).
The development comes after public demands that FUFA needs commission of inquiry immediately! The soccer funs say that Namboole has been a fortress for Uganda Cranes; where even Nigeria, Ghana; Angola and many other tested big football teams perished; and all of a sudden FUFA wants to do away with the funs buy maliciously hiking the price to 40,000 shillings, 750,000 shillings, 170,000 shillings.
The IGG’s office is investigating claims that money must have exchanged hands to deny Uganda Cranes the fun and the crowd!

Many Ugandans have been raising cries over reported corruption at the Administrator General’s office. The office in charge of fighting corruption in Uganda, the Inspector General of Government’s office confirms that it is receiving reports that some of the officials at the Administrator General’s office demand bribes from clients.

But the IGG spokesperson Ali Munira says that their detectives have been dispersed to the administrator general’s office to nab people demanding for bribes from people.

The development comes days after the IGG’s office had just arrested an official at the administrator General’s office for demanding a bribe from one of the persons seeking services from the Administrators General’s office.

Munira says the official who was arrested is still in custody at Kampala Central Police station. The spokesperson argues Ugandans to report to the IGG’s office all officials at the Administrator General’s office who demand for bribes.

A controversy in assignments has risen up between Inspector General of Government’s (IGG) office and the resident district commissioners across the country.

Under Ugandan laws it is the Inspector General of Government (IGG) mandated to follow up the corrupt public servants and bring them to book.

However the president of Uganda , Gen. Yoweri Museveni after realizing that something was may be not going on well in the IGG’s office, has assigned RDC’s to investigate corruption in their areas of jurisdiction.

The RDC for Wakiso, Dan Kaguta tells this informer that Museveni has directed all RDC’s to add probing corruption on their duty roster.  Kaguta says that the corrupt should now develop high blood pressure because RDCs are out to hunt them in their hideouts.

The former Vice President of Uganda Prof. Gilbert Bukenya has been relieved from prosecution before the anti- corruption court on charges of abuse of office till the constitutional court pronounces itself on the constitutionality of the said charges.

In his petition filed in the constitutional court, Prof Bukenya contends that the office of the VP has no independent mandate and derives all its powers from the office of the President.

He adds that whatever he did during CHOGM preparations was not personal but delivered orders from the President.

He now says that the said charges are unconstitutional since the constitution protects the President from prosecution for any actions done in an official capacity.

In their ruling areas by the constitutional court registrar Elias Kisawuzi, the 3 justices led by the deputy chief justice Mpagi Bahigeine said that the petition raises substantial constitutional issues that require resolution by the constitutional court.

They have subsequently stayed criminal proceedings against Bukenya in the Anti- corruption court till his petition is heard and determined.

The petition shall be heard on the 5th of next month.

Last month, the IGG instituted charges of abuse of office and fraudulent practice against Bukenya allegedly committed during the CHOGM preparations when he illegally issued a 9bn shs contract for motor care Uganda Ltd to buy 80 BMWs used in transporting heads of states during the event.

Former vice president Prof Gilbert Bukenya has sued the Attorney General in the Constitutional Court, challenging the constitutionality of the criminal proceedings against him in the same court.

Prof Bukenya has also filed an application seeking for orders of the Constitutional Court to restrain the AG, IGG and Director of Public Prosecutions from prosecuting him before the Anti-Corruption court or any other court, until the main petition is determined.

The application for an interim order is set for hearing tomorrow before the deputy chief justice Alice Mpagi Bahegeine.

Prof Bukenya contends that in February 2004 during a cabinet meeting, he was delegated and charged with the responsibility of chairing cabinet sub-committees.

He says these committees were responsible for providing a political frame work to CHOGM preparations by his excellence the president and deputised by the minister of foreign affairs.

He adds that the said cabinet sub-committee comprised several identified relevant ministers, technocrats from line ministries and Government departments and corporations.

He says the decisions reached were collective of cabinet and not those of an individual for which he is now being prosecuted.

Prof Bukenya says that he performed his duties as vice president, acting on behalf of the president.

He now says since the office of the VP derives mandate from the president, it is protected from prosecution for actions done in an official capacity as enshrined in Article 98 (5) of the Constitution.

The former VP has filed the application through Tumusiime, Kabega and Company Advocates and Victoria Advocates and Legal Consultants.

Prof Bukenya is facing charges of abuse of office and fraudulent practice at the Anti-Corruption Court, in relation to CHOGM preparations.
