Ugandans who were displaced by the landslides in Bududa, eastern Uganda are to be resettled in an eco-village.

Sources in ministry of lands in Kampala says that the NRM government intends to permanently move the affected people from Bududa into highly developed settlement schemes where they would be provided with all the basic requirements in the beginning.

Sources told our informers that the integrated resettlement approach would involve the government to create townships with modern homes and schools but still in Bududa where the government thinks the landslides would not affect them anymore.

The eco village plan is different from the previous government plan where the government relocated some of the people to Kiryandongo in Masindi district. The sources told our informers that once the eco villages are formed it would be easier for the government to provide the people of Bududa with water and electricity.

DP seems to benefit first in EALA after one of its leaders, Mukasa Fred Mbidde got a place in EALA house, and they have easily moved in to form an alliance with CHADEMA, Tanzania’s leading opposition party which has 50% of MPs in Tanzanian parliament.

Our informers in Arusha tell us that there were secret meetings the whole of last week between the DP president, Norbert Mao and the CHADEMA’s leadership in Arusha to form strategies for power takeover in the coming elections in both countries that is Uganda and Tanzania.

It is believed that CHADEMA is the wealthiest opposition party in East Africa with its president general having over 10 planes of his own. Therefore we are told that DP seems to benefit from this alliance more.

The newly sworn in DP member for EALA and the new chairman for legal committee of the EALA, Mukasa Denis Mbidde has warned the leader of opposition in Uganda parliament, Nathan Nandala Mafabi to be careful with his words he utters on DP.

Mbidde says that DP went to court because NRM and FDC had connived as the only political parties in Ugandan parliament to represent Ugandans in EALA for the past 10 years.

“Therefore Mafabi has no moral authority to accuse DP of connivance with NRM because DP sued both FDC and NRM,”  Mbidde says.

Speaking to our informers in Arusha this morning, Mbidde said at least now all shades of political opinion in Uganda parliament have been somehow well presented in EALA and Mafabi must respect this!

Uganda has re-arrested a Turkish man, Emmin Baro, who reportedly lured Ugandan young girls into sex. The inspector General of Uganda Police Lt. Col. Kale Kayihura confirmed to our informers that Baro has been re-arrested.

Kayihura on Thursday said that Baro, 54, is in police custody because the Director of Public Prosecution Richard Buteera protested his sentence of 6 million shillings fine or imprisonment for two years. Kayihura did not tell where Baro is detained but he said the Turkish national is liked to be charged again.

Ms Jane Kajuga Okuo says the office of the DPP called for the file of the unusual case because his office was dissatisfied with the sentence that was delivered by Nakawa Court Grade One Magistrate Rosemary Ngabirano.

The Turkish man was on March 27, charged with Computer Misuse Act under section 23(4) which provides that a person who produces child pornography commits an offence and is liable on conviction to 15 years imprisonment or a fine. Uganda says that Baro was found in possession of a compact disc with videos showing two Ugandan children sucking his genitals. Baro pleaded guilty of the offence.

Due to local and international pressure, the government in Kampala has allocated Buganda riot suspects a judge to hear their case. The suspects were arrested in September 2009 and since that time they have not been tried.

The development has come at a time when opposition parties mainly FDC and DP, Buganda kingdom and human rights organisations petitioned UN human rights department to intervene into the issue. Bukenya Church Ambrose, told Walakira Nyanzi, a journalist based in Kampala that he has been receiving calls from the Kampala government persuading him not to involve UN in the issue of the Buganda riots suspects. Bukenya is the coordinator of Gwanga Mujje, a group of human rights activists in Kampala with branches in UK and US.

We have learnt that on Tuesday judiciary working on a directive from statehouse assigned the Masindi High Court judge Ralph Ochan to hear the case of the 23 suspects facing treason charges and where applicable give them bail.

Due to the pressure, a source in the High Court told one of our reporters that the government has requested the judiciary to hear the case of the suspects so soon before the UN diplomats visit them in Luzira prison. There is a rumour going in Kampala government that some UN officials want to storm Luzira prison without notice and meet the Buganda riot suspects. The fear is that the UN diplomat could discover that many people have been locked up in Luzira for more than five years without trial due to political influence.

 

Recently the relatives of the suspects broke down into tears after Prison authorities failed to produce the suspects to court as it was earlier communicated. Many people were heard cursing president Museveni’s government, his NRM party and wished US president Barrack Obama comes for their rescue. Another source at the Kampala High Court told our underground informers that the Buganda Riots suspects have stayed for all long without trial because the head of state, who is the appointing authority of the judiciary reportedly had an interest. The suspects were arrested after the UPDF soldiers and some few Police officers stopped the Buganda Katikkiro, J.B. Walusimbi, from visiting Kayunga district in preparation for Kabaka Ronald Mutebi’s visit to mark the annual youth day.

The 1995 Constitution of Uganda provides for freedom of speech, expression of opinion but this is not the case with the UPDF soldiers.

A senior army officer in UPDF rang one of our informers this morning and wondered why the commander in chief of Uganda’s armed forces reportedly put standing orders that restrain soldiers from speaking to the media without authorization.

The officer said that even if they serve in the army they remain with a right to give an opinion, to speak to the press and or to tell the world what do not go down well in the army. The senior army officer asked journalists to discredit this standing order until it is scrapped.

The soldier told us that the standing orders are that ‘whoever speaks to the press without authorization risks dismissal from the army with disgrace and or imprisonment.

Our news informers have today decided to bring you the names of people who have spent years in Uganda jails without receiving trial. Some of these people were arrested in 2009 during the Buganda riots.

The riots broke out after president Museveni’s government blocked the Kabaka of Buganda, Ronald Muwenda Mutebi II and his Katikkiro Eng. Eng. JB Walusimbi. Some of the suspects who have not be tried since October are Kandada Nsubuga, Emmanuel Mutesasira, Medie Nsubuga,  Mohammad Sekatawa, Elisa Mujuni, Joseph Katamba, Zinda Rogers, and John Kafumba.

Others are Sadat Luswata Buyungo, Sam Semambo, Adaadi Kibuuka, Juma Sekyanzi, Richard Kijjambu, Muzafari Mugisha, Hakim Lwanga, Musa Sengendo, Gerald Kagga, Paul Kikulwe, Bashir Tyaba, Livingstone Jethro, Kamada Nsubuga, Robert Sekabira and Ntanzi Kasim etc.

It seems the rivals of Mufti Shaban Mubajje will develop ulcers and high blood pressure when they read this shocking information. The spokesman of Uganda Muslim Supreme Council Nsereko Mutumba says that Mufti Mubajje will leave office in 2025.

He told news informers that the elections Uganda Muslim Supreme Council is organising next month are to elect Muslim organs in Uganda but they are not to elect a new Mufti.

There are two parallel Muslim leadership structures in Uganda. One led by Mubajje and another by Sheikh Zubair Kayongo. Mubajje is 57 years old. Hajji Nsereko Mutumba says that Mubajje would leave office when he is 70 years.

The Uganda Muslim Supreme Council general elections will run from March 26th to May 3rd this year.
