Officials of the Uganda Prison Services want government to construct a minimum of three prisons every year if they are to address the current problem of congestion countrywide.

Currently the main Prison Luzira that was constructed by the colonial government in the 1950’s is meant to accommodate a total of 6000 prisoners only however, the number has currently more than doubled, according to the Uganda Prisons Commissioner General Johnson Byabashaija.

Byabashaija who was recently responding to questions from journalists also said the conditions in Ugandan prisons is among the worst in the entire Africa where many inmates cannot even sleep at night due to overcrowding especially in the cells.

He called for immediate funding or else they are to register death if the matter is not addressed.

Byabashaija also blamed police and the judiciary for the congestion in prison saying they are slow at investigating cases which keeps the number of inmates continuing to accumulate while they are on remand.

Inmates at Luzira prison have petitioned UN to register their claims which involve the long detention in prison without trial. Some of the prisoners who have petitioned UN include those who were arrested during theBugandakingdom riots in 2009.

The inmates in their petition indicated that many prisoners are languishing at Luzira prison and other unknown places after theBugandakingdom riots when President Museveni’s security agents blocked the Katikkiro of Buganda Eng. JB Walusimbi from visiting Kayunga ahead of Kabaka Ronald Muwenda Mutebi’s visit in the area.

The Kabaka was scheduled to visit Kayunga to openBugandakingdom youths day cerebrations. A number of the suspects were reportedly picked from their homes, places of work and places of worship. Painfully to note, the whereabouts of some of the suspects ofBugandariots is not started. The inmates want UN to assist them to urgeUgandagovernment and security agents to release them.

Inmates at Luzira prison have told us that the government many times sends its spies in prisons to spy on suspects. They say spies camouflage as fellow suspects and milk highly important intelligence information from the inmates.

One of the inmates at Luzira prison who was arrested during the recent demonstrations in Kampala says that the spies go to Luzira and ask them whether they are ready to join the garrison that will fight against the Kampala government after serving their sentences.

The inmate who talked to us on condition of anonymity for fear of the repercussions told us that the spies are many in Luzira and they are made to stay with hardcore criminals. However the inmate told us that the genuine inmates happen to notice the spies and avoid all conversations with them. In fact a source in police told us that the system of planting spies among the inmates has helped the force to get the necessary intelligence information.
