Vendors in both Old and the New Taxi Parks are in shock wondering their next step after the police and Kampala capital City Authority (KCCA) evicts them. The police and KCCA had planned to evict these vendors today.
However, fortunately on traders’ side, the inspector General of Police Kale Kayihura halted the eviction. Kayihura just directed his officers to give the vendors chance to leave the taxi parks in peace.

The director of KCCA had earlier issued a directive last week that the vendors get stalls in city markets and leave Old and New Taxi Parks today.

Kayihura halted the eviction after receiving reports that the vendors were planning to burn taxis during the eviction. A source in police says that the traders will still be evicted soon.

On Thursday I was with colleagues from Kampala Capital City Authority and we decided to join the fun fare in the Pioneer Easy Buses.

I jumped to one going to Entebbe International Airport. The passengers in the bus were shouting and scorning the taxis they passed by.

They started saying that change always benefits the common people. The passengers told the policemen in the bus to go tell the inspector General of Police Lt. Gen. Kale Kayihura to let Co. Kiiza Besigye usher to Ugandans the long awaited change. The journey was to cost me 2,500 but I paid only 800/= shillings.

If you had thought that the leader of opposition Col. Kiiza Besigye can not pray for the president of Uganda Gen. Yoweri Museveni and the Inspector General of Police, Lt. Gen. Kale Kayihura, better read this.

Besigye in a closed door meeting today at FDC head offices in Najjanankumbi on Kampala –Entebbe road, reportedly told his party members (FDC) that one day Kale Kayihura, president Museveni and their cohorts will reap what they are sowing now.

Besigye said that he just pray for Museveni, Kayihura and their cohorts because for them they think they were born to oppress others and they have never passed through any gradual changes to become military generals. Besigye says that Museveni and group believe No changes can take place in their lives and they believe in no change but the time will tell one day.

The policemen who work with opposition face to lose their jobs. A source in Uganda police have told us this evening that the inspector general of police, Kale Kayihura in a radio call message today warned that its illegal for civil servants to work with opposition members.

The source quoted Kayihura as saying that there are some police officers who leak our secrets to the members of opposition. But we are told the police’s disciplinary team is investigating the reports and the officers who would be found guilty shall lose their jobs or be demoted.

Recently the police reshuffled the policemen who were working at parliament following allegations that they were working closely with the leader of opposition Nathan Nandala Mafabi and with other opposition MPs.

 The Electoral Commission has discovered that some LCI executives forge commission’s appointment letters.

The commission’s chairperson, Eng. Badru Kiggundu has asked the police to investigate all persons on LCI committees who forge the commission’s appointment letters.

Kiggundu says that the commission has received information that in Makindye Division in Kampala, some people last week forged EC appointment letters purporting that the commission had appointed them as LCI chairpersons.

Kiggundu says that most forgeries of the commission’s appointment letters have been taking place Sekindi, Upper Katuuso and Bukasa in Makindye division among others.

Kiggundu has told our informer that the Inspector General of Police, Maj. Gen. Kale Kayihura has promised the commission that the force is to investigate those alleged forgeries to the last end. Kiggundu also says that the commission is preparing to organise fresh LCI polls. The LCI polls were last held in 2001.

 Members of Parliament on NRM ticket say they were under instructions to approve Lt. Gen. Kale Kayihura as the inspector General of Police.

 President Museveni renewed Kayihura’s contract of the Inspector General of Police in November last year week and Kayihura’s name was sent to parliament for vetting.

 We have been told that the members of parliament on parliament appoint committee chaired by Speaker Rebecca Kadaga were reportedly directed by state house to approve his contract.

 Kayihura was required to appear before the committee for questioning and approval and the MPs approved him as directed.

 Kayihura has been at the helm of Uganda Police since 2005 when he replaced General Edward Katumba Wamala as Inspector General of Police.

Kayihura is also still a serving member of UPDF, former head ofUganda’s Revenue Protection Services former commander of UPDF in Democratic Republic of Congo.

President Museveni has promoted several army officers and men. The president has promoted the inspector general of Uganda police from Maj. General to Lieutenant General.

The senior intelligence network operative Jacqueline Susan Mbabazi, who has been in charge of Luwero Industries, has been named senior presidential advisor on special duties.

Maj. Gen. G. Owoyesigire, the commander of the air force, has been promoted to the rank of Lieutenant General. However he is acting under Lt. Gen. Katumba Wamala, the commander of the Uganda land forces.

Brig. James Mugira has been promoted to Major General and Museveni has also appointed him to head Luweero Industries to oversee the ammunition industry.

The former chief of personnel in the administration of UPDF, Col. Charles Bakahumura is now a Brigadier.

Brig. Leo Kyanda, has been promoted from the rank of Colonel, and he is now the chief of personal in charge of administration. Museveni has further promoted Col. David Muhoozi to the rank of Brigadier.

Maj. Gen. Johnson Namanya has been promoted to Lieutenant General.

A controversy in assignments has risen up between Inspector General of Government’s (IGG) office and the resident district commissioners across the country.

Under Ugandan laws it is the Inspector General of Government (IGG) mandated to follow up the corrupt public servants and bring them to book.

However the president of Uganda , Gen. Yoweri Museveni after realizing that something was may be not going on well in the IGG’s office, has assigned RDC’s to investigate corruption in their areas of jurisdiction.

The RDC for Wakiso, Dan Kaguta tells this informer that Museveni has directed all RDC’s to add probing corruption on their duty roster.  Kaguta says that the corrupt should now develop high blood pressure because RDCs are out to hunt them in their hideouts.

Things are getting worse for Uganda’s opposition politicians and followers every day that passes. At first the police halted them from holding political rallies at Kampala City Square grounds, as if that was not enough, the same police directed that any political gathering organised by the opposition has to first get clearance from Uganda Police.

In fact many members of opposition who have attended political gatherings that have not been cleared by Uganda police have ended up in jail or tortured.

The Inspector General of Police Maj. Gen. Kale Kayihura has now instructed all opposition members intending to hold political rallies at Kalolo airstrip to first get clearance from the president’s office.

The MP for Masaka Central Mathias Mpuuga has confirmed that he has got a letter from Kayihura halting all political gatherings taking place at Kololo (Kampala) Airstrip unless the president’s office as cleared such functions.

Mpuuga however asks how the president’s office will clear a political rally that is going to expose the government’s wrongs.

A National Resistance Movement party strong member has threatened to sue the Inspector General of Government, Raphael Baku over withdrawing the CHOGM charges against the former Vice President, Prof. Gilbert Bukenya.

On Monday last week the Anti-Corruption Court discontinued the hearing of some of the CHOGM cases against Bukenya basing on the IGG’s directive to do so.

Apollo Kibira, a former contestant for the National resistance Movement Secretary General office says that the IGG has to explain why he withdrew the cases noting failure to do so his lawyers are going to file suit against him.

Kibira explains that the IGG talked to the press conference in Kampala stating that he has all evidences implicating Bukenya but all over sudden withdrawing the charges without giving reasons.

Kibira says that this act will not go unpunished because it puts the taxpayer’s money at risk if the likes of Bukenya sues the government for damages.
