Uganda has re-arrested a Turkish man, Emmin Baro, who reportedly lured Ugandan young girls into sex. The inspector General of Uganda Police Lt. Col. Kale Kayihura confirmed to our informers that Baro has been re-arrested.

Kayihura on Thursday said that Baro, 54, is in police custody because the Director of Public Prosecution Richard Buteera protested his sentence of 6 million shillings fine or imprisonment for two years. Kayihura did not tell where Baro is detained but he said the Turkish national is liked to be charged again.

Ms Jane Kajuga Okuo says the office of the DPP called for the file of the unusual case because his office was dissatisfied with the sentence that was delivered by Nakawa Court Grade One Magistrate Rosemary Ngabirano.

The Turkish man was on March 27, charged with Computer Misuse Act under section 23(4) which provides that a person who produces child pornography commits an offence and is liable on conviction to 15 years imprisonment or a fine. Uganda says that Baro was found in possession of a compact disc with videos showing two Ugandan children sucking his genitals. Baro pleaded guilty of the offence.

People in their hundreds have besieged Buganda Road Court premises. The people stormed the court premises to hear by themselves the charges the government accuses opposition leader Col. Kiiza Besigye, Kampala Lord Mayor, Erias Lukwago, Kampala woman MP, Nabillah Sempala and FDC woman leader, Ingrid Turinawe.

The government accuses Besigye and group of organising an illegal assembly in Kampala last Wednesday in which an assistant inspector of Police, John Bosco Ariong was killed.

The policemen have been seen exchanging bitter words with civilians inKampalaas they drove to Buganda Road Court in a procession chanting opposition slogans and V signs.

Police spokesperson Asuman Mugenyi says that the police blocks peaceful processions by opposition politicians because sometimes they degenerate into chaos; leading to riots, loss of lives and damage to property. Large groups of civilians have been overheard cursing present Museveni’s military regime.

Many of the civilians at the Bugandaroad court wished Museveni hell and Besigye all the good things on earth. Asuman says that the police will continue to break down assemblies by opposition leaders.

Vendors in both Old and the New Taxi Parks are in shock wondering their next step after the police and Kampala capital City Authority (KCCA) evicts them. The police and KCCA had planned to evict these vendors today.
However, fortunately on traders’ side, the inspector General of Police Kale Kayihura halted the eviction. Kayihura just directed his officers to give the vendors chance to leave the taxi parks in peace.

The director of KCCA had earlier issued a directive last week that the vendors get stalls in city markets and leave Old and New Taxi Parks today.

Kayihura halted the eviction after receiving reports that the vendors were planning to burn taxis during the eviction. A source in police says that the traders will still be evicted soon.

The policemen who work with opposition face to lose their jobs. A source in Uganda police have told us this evening that the inspector general of police, Kale Kayihura in a radio call message today warned that its illegal for civil servants to work with opposition members.

The source quoted Kayihura as saying that there are some police officers who leak our secrets to the members of opposition. But we are told the police’s disciplinary team is investigating the reports and the officers who would be found guilty shall lose their jobs or be demoted.

Recently the police reshuffled the policemen who were working at parliament following allegations that they were working closely with the leader of opposition Nathan Nandala Mafabi and with other opposition MPs.

The inspector General of Police, Lt. Gen. Kale Kayihura has urged the youth inUgandato shun opposition rallies especially those organised by Forum for Democratic Change and Activists for Change in brief A4C.

Addressing a congregation of the youths in Kyengera on Kampala Masaka road today, Kayihura said many opposition leaders misinform people making them to believe that the country is in an economic crisis.

Kayihura said this at a time when the members of A4C were addressing a counter assembly in Kyengera trading centre onKampala–Masaka road. However a vigilante youth and a member of A4C challenged Kayihura when he asked him the following questions.

Mr. Kayihura does the opposition lie us when they say that there is high commodity prices? Do they lie us when they tell us that the economy is almost in the limbo?

The youth told Kayihura that when he was a young boy his parents used to get agricultural loans and educating the child was an issue of the central government. But these days’ banks advertise school fees loan. Won’t the banks next time advertise food loan? And the next day advertise ‘walking or talking loan?’ Kayihura answered none of these questions.

Security is tight onKampala–Masaka road following an anti government rally organised by members of the ‘Action for Change” in Kyengera.

The inspector general of police, Lt. Gen. Kale Kayihura has confirmed the deployment and said it is there for the good of all Ugandans.

When our informers made the tour of the road, they saw hundreds of policemen and a few military men camped from Nateete trading centre in Lubaga division to Kyengera. There are reports that a few arrests of opposition leaders have been made by the police.

The president of Forum for Democratic Change Col. Kiiza Besigye has however blamed police for the deployment and arrests. He says that the deployment and the arrests are made to intimidate opposition supporters.

Besigye warned the police against being used by the state and the president in particular to abuse human rights. The police inUgandahave been accused of harassing and killing civilians during opposition protests.
