The chairperson of Parliaments Public Accounts committee Kasiano Wadri has expressed the need for more special audits in various government institutions and ministries to unearth deep rooted corruption.

This follows a recent special audit report of the office of the prime minister that revealed gross mismanagement of public funds.

He says what was discovered is a mere sample of the rot in many government ministries and institutions.

He now asks says the accountant committees will have to ask the auditor general to continue carrying out these special audits if the country is to get value for money.

The government has announced that the Bank of Uganda will start regulating micro finances and mobile money as the way of protecting the consumers of such services.

Finance Minister, Maria Kiwanuka

The minister of finance Maria Kiwanuka said that consumers have been complaining about the microfinance services and government is being forced to intervene.

She that government has already started on the process of coming up with the regulations and before the end of this financial year the regulations will be in place.

Kiwanuka however said that not all microfinance institutions will be controlled by bank of Uganda saying that it will depend on the size and level of the institution.

She said that there is no way government can say that it’s protecting people’s lives if it’s not protecting their finances.

Makerere University Students are to start accessing lessons and do course works on internet.

Sam Sung Electronic, a limited Company is negotiating with different institutions of learning in Uganda to contract them to manage their communication technology. The company wants to implement this programme next year.

Simon Kariithi, a Sales director with Sam Sung Electronic Co. Ltd says that they are in final stages of negotiating with Makerere University and other institutions to help students pursuing post graduate programmes to benefit from this new service in Ugandan standards.

Sam Sung Electronic Co. Ltd recently launched Galaxy Sam Sung Galaxy pocket mobile product at Serena Hotel.

According to Sam Sung Electronic Co. Ltd, the students who don’t want to attend lectures can access their notes using Sam Sung phones.

Grants For Health Development in Developing Countries: The British Council and the Tropical Health and Education Trust (THET) have jointly launched the International Health Links Funding Scheme (IHLFS) with the funding support of the UK Department for International Development (DFID) and the Department of Health.

The scheme will be implemented through a partnership, referred to as Health Link, between health institutions in the developing country andUK.

Purpose of Grants

The purpose of the scheme is to “strengthen the capacity of health services in developing countries by providing £1.25 million each year to support the work of Health Links.”

Health links will enable strengthening health systems and improving healthcare delivery in both developed as well as developing countries “by allowing for a reciprocal transfer of skills and knowledge between people working in the healthcare sector.”

Activities can include training health staff and building the capacity of health systems in developing countries and professionals inUKpartner agencies can also benefit by gaining an understanding of global health issues.

The Grant

There are three different types of grants allocated for different regions:

Small grants

Up to £3,000 will be open to health institutions in theUKand the following countries:

Africa: DemocraticRepublicofCongo,Ethiopia,Ghana,Kenya,Malawi,Mozambique,Nigeria,Rwanda,Sierra Leone,Sudan,Tanzania,Uganda,ZambiaandZimbabwe.

Medium grants

Health service institutions (recognised within national or district health plans), professional associations and societies, health governing bodies e.g. Ministry and health training institutions in developing countries are eligible to apply for the funding support.

 Application Deadline: Each year.

Masters Degree in Women’s and Gender Studies Scholarships, Masters: The European Union grants several Masters Degree in Women’s and Gender Studies Scholarships to third country students.

GEMMA: Master in Women’s and Gender Studies is a joint European multidisciplinary programme which provides high quality academic education and professional competencies for students wanting toconduct further research or intending to work in the areas of women’s studies, gender studies and equal opportunities.

This European Master is unique in the way it brings together approaches to feminism from all cardinal points in Europe.

Created as a result of concerted efforts on the part of several universities working together within the Socrates Thematic Network ATHENA, it brings together the expertise on postgraduate studies of all the institutions involved.

In its composition the GEMMA consortium represents the harmonisation of eight different institutions from seven different European countries:

University of Granada (coordinator),

University of Bolonia,

Central European University of Budapest,

University of Hull,

Institutum Studiorum Humanitatis,

Ljubjiana (ISH),

University of Lodz,

University of Oviedo and University of Utrecht.

GEMMA is thus the fine tuning of North European, SouthEuropean and Central European higher education institutions where Women’s and Gender studies is oneof the main elements in their postgraduate offer.

The languages used by the consortium universities are English, Italian and Spanish.

The council of ministers in East African Community have rejected a proposed legislation that was widely interpreted as a move by Uganda to sell its education colonialism to other countries in the region.

Uganda working through its representative in the East African Legislative Assembly (EALA), Wandera Ogalo thought an amendment of the Inter University Council of East Africa in order to have a unified mode of accrediting higher institutions of learning in the region and create a one stop center for all institutions in the region.

We hear Ogalo wanted the head offices of the council to be based in Kampala. The line ministers from Rwanda, Tanzania, and Burundi led by Kenya’s East African Affairs minister, Peter Munya, disagreed with the amendments.

Uganda had wanted the law to be amended to allow foreign institutions to be accredited at the regional level. However the ministers rejected the proposed close saying that foreign powers could be hiding behind Uganda to impose their education policies and wishes on East Africa.

The Uganda National Examination Board has today released the 2011 nurses’ examination results indicating a general improvement in performance.

Announcing the results, the Executive Secretary of the Nurses Examinations Board, Helen Kataratambi said that a total of 2433 candidates sat for the exams with 49 passing with distinctions, and only 41 were ungraded.

She has decried the shortage of tutors in all the 37 nursing institutions across the country which she says is failing the operations of the institutions.

Receiving the results from the executive secretary, Education and Sports minister Jesica Alupo urged UNEB to always make use of the little available resources to produce good quality nurses if the health sector is to grow.

She also revealed that government has already approved the appointment of 80 tutors to be deployed in all the nursing institutions across the country effective next year.

Heads of private universities operating in Uganda are calling on the government to waive taxes levied on them to enable them provide subjects units that need more finances to be taught in these institutions.

The chairman African region and executive director, Cavendish University, Dr. Ketrine Salati, many courses need huge sums of money to be taught yet they are paying heavy taxes to the government making it difficult for them to have some of these courses at these institutions.

Dr. Ketrine also adds that the university that is slated to have its first graduation ceremony towards the end of the week has already embraced the east African community common market by spread its branches to Tanzania, South Sudan, Burundi, Rwanda.

He says they are also establishing learning centers in upcountry areas, with two already running in Soroti and Kisoro districts.
