A UPDF soldier has committed suicide after a disagreement with his wife on Christmas day.

Lt Ninsiima Rwemijuma attached to Kyanzuki detachment, in Kasese shot himself dead in his house.

It is alleged that Lt. Ninsiima had quarrels with his wife and had been disarmed but later armed after apologizing to his commanders.

This is happening barely a month after another soldier under the same detachment killed himself over a woman.

Government has set a standard age limit for drivers of public service vehicles.

The regulations which take immediate effect stipulate that one has to be at least 35 years old and not above 65 years, to qualify to drive a 60 passenger bus.

The limit set for drivers of the 14 passenger vehicles is at 30 and not above 65 years above.

The works and transport minister Eng. Abraham Byandala says the move is aimed at reducing road carnage.

Byandala also confirms that every public service driver will be subjected to annual tests, including both practical and theory.

Meanwhile the Inspector general of Lt Gen police Kale Kayihura wants the issue of road accident to be handled like any other emergence.

Gen Kayihura says road accidents kill more people than any disease but receive little attention.

He also wants the issue of seat belts and use of helmets resurrected;

DP asks Nandala Mafabi for evidence of collaboration between the president of DP Norbert Mao and the DP legal advisor Fred Denis Mukasa Mbidde.

Mafabi has been accusing DP of allying with NRM over EALA elections. The DP spokesman Kakande Kenneth Paul says that DP has instituted a commission of inquiry into the so called alliance and asked Mafabi to produce evidence over the issue.

Kakande says that failure to do so; Mafabi will be sued by DP over defamation.

In politics every person is important. Makerere University councilor Bernard Luyiga is now full of smiles after the president general of the Democratic Party (DP) Norbert Mao appointed his party’s special envoy in charge of universities.

Luyiga formerly a member of DP made an alliance with NRM councilors at Kampala City Council in a bid to become the deputy Lord Mayor. His actions politically shifted him from DP to NRM, at least in the eyes of political analysts.

Luyiga even went ahead and acquired police body guards. The people who may have queries’ on this issue (of gun) should ask Kampala Lord Mayor Erias Lukwago. But Luyiga’s critics have been baffled after Mao appointed him the DP envoy in charge of Universities. Luyiga we hear has already accepted the appointment. Luyiga however denies reports that he crossed to NRM. He says it is only Lukwago’s questionable leadership in Kampala what makes him (Luyiga) to support NRM plots against Lukwago.

Due to local and international pressure, the government in Kampala has allocated Buganda riot suspects a judge to hear their case. The suspects were arrested in September 2009 and since that time they have not been tried.

The development has come at a time when opposition parties mainly FDC and DP, Buganda kingdom and human rights organisations petitioned UN human rights department to intervene into the issue. Bukenya Church Ambrose, told Walakira Nyanzi, a journalist based in Kampala that he has been receiving calls from the Kampala government persuading him not to involve UN in the issue of the Buganda riots suspects. Bukenya is the coordinator of Gwanga Mujje, a group of human rights activists in Kampala with branches in UK and US.

We have learnt that on Tuesday judiciary working on a directive from statehouse assigned the Masindi High Court judge Ralph Ochan to hear the case of the 23 suspects facing treason charges and where applicable give them bail.

Due to the pressure, a source in the High Court told one of our reporters that the government has requested the judiciary to hear the case of the suspects so soon before the UN diplomats visit them in Luzira prison. There is a rumour going in Kampala government that some UN officials want to storm Luzira prison without notice and meet the Buganda riot suspects. The fear is that the UN diplomat could discover that many people have been locked up in Luzira for more than five years without trial due to political influence.

 

Recently the relatives of the suspects broke down into tears after Prison authorities failed to produce the suspects to court as it was earlier communicated. Many people were heard cursing president Museveni’s government, his NRM party and wished US president Barrack Obama comes for their rescue. Another source at the Kampala High Court told our underground informers that the Buganda Riots suspects have stayed for all long without trial because the head of state, who is the appointing authority of the judiciary reportedly had an interest. The suspects were arrested after the UPDF soldiers and some few Police officers stopped the Buganda Katikkiro, J.B. Walusimbi, from visiting Kayunga district in preparation for Kabaka Ronald Mutebi’s visit to mark the annual youth day.

More than two years after Aswa MP Reagan Okumu raised the issue of top UPDF officers being from one region, western Uganda on the floor of Parliament, the top leadership of the Uganda People’s Defence Forces as well as the Special Forces Group, formerly the presidential guard brigade, remains dominated by officers from western Uganda.
The Army leadership previously explained that the top command of the UPDF – of whom five out of six generals, four out of six lieutenant generals and 12 out of 19 major generals all come from westernUganda – is an accident of history, which brought together like-minded people to join the National Resistance Army in 1981.
However, the command of more recent structures in the army continues to show the same pattern, despite the officers being younger recruits who joined the UPDF long after it took power in 1986. For instance, the Special Forces Group has none from Karamoja among its 64 top leadership, who include commanders, directors, operations, intelligence, and others.

Of the 64, only two come from north (includingWest Nile), three from the east and four from central region. The other 55 all come from westernUganda. The SFG is mainly responsible for the protection of the President. The Constitution requires the UPDF to be national in character, meaning recruitment; training, promotion and placement should reflect diversity ofUganda’s tribes.

Although recruitment is done openly countrywide, analysis shows the need for reforms and deliberate efforts to ensure that the army’s top positions reflect a national character. In an e-mail response on regional imbalance in SFG, Capt. Edson Kwesiga, the spokesperson, said: “UPDF recruits into the army basing on set standards such as age, level of education, fitness, among others.” But his explanation left many people wondering whether the people from westernUganda are fitter than those from Northern, Eastern or centralUganda. To be sincere, the people from northern and EasternUganda are more energetic than any other people inUganda.

 President Museveni and his government are to build a new prison meant to decongest Luzira Prison in Mityana district. The sources in government tell us that the new prison will cost President Museveni and his government over 8 million shillings.

Uganda Prison’s boss, Johnson Byabashaija says that the new prison will address the issue of over congestion at Luzira prison and asked the citizens to support the programme.

According to the sources in the ministry of Justice, the new prison will accommodate hardcore criminals, rebels, and capital offenders. He says that the government is also planning to build other prisons in Kasanje and Kigo.

We have been told that the government is planning to work with donors and the private sector in constructing these prisons.
