Nabagareka Primary SchoolMembers of Parliament have demanded that government secures land belonging to schools.
The legislators who include Theodore Sekikubo, Moses Kasibante, Joseph Sewungu and Noemi Kabasharira  while appearing before the probe committee on illegal demolition of schools in Kampala chaired by Buvuma Member of Parliament Migadde Ndugwa said that government should have land titles for all  government schools  to stop their illegal demolition.
The Member of Parliament for Kalungu West Joseph Sewungu and Moses Kasibante said that the Ministry of Education should explain why it has failed to obtain titles for the schools.
The Members of Parliament also questioned why most of the schools do not have playgrounds yet this is a requirement for setting up a school
In a related development the committee has ordered Kampala City Council Authority to pull down the fence on the former land of Nabagereka Primary School.
Members of Parliament and KCCA agreed that this land was fenced off illegally and the Executive Director KCCA Jenifer Musisi assured the legislators that the directive will be effected before Easter day.
The Commitee barred KCCA from approving the building plan for possible structures on the former Nabagereka primary school land.
The Members of Parliament also ordered KCCA to evict all encroachers on Nateete Primary School, Nakasero primary school and Kawempe Muslim Primary School land.

Jenifer Musisi told that committee that land of about 75 schools in Kampala is under threat in the land grabbing wave that has swept the country.
KCCA pleaded with the  committee to prevail over Uganda Land Commission and stop the commission from dishing out school land.

The Uganda Hotels Food, tourism and Allied Workers Union has stormed Panamera Bar located at Naguru demanding government to take action against the proprietor of the bar that is being hunted for allegedly killing his employee for 30,000 shillings.

The trade Unionists led by the General Secretary of the organization Stephen Mugole condemned that act and asked police to take action and apprehend the key suspects.

He says police should not open the bar till the key suspect in the case is arrested.

He says although the laws which are meant to protect the workers are in place, but government has done little to implement them.

Kampala Capital City Authority (KCCA) law enforcement officials have said they will demolish all buildings said to be built in swamps around the city.
The Executive Director of Kampala, Jenifer Musisi says that the council has already warned the owners of buildings built in swamps to demolish them before KCCA comes in to do the job.

Ms Musisi says that Kampala Capital City Authority (KCCA) will demolish petrol stations, supermarkets and stored buildings as long as they are built in areas gazetted for environmental purposes by the city’s physical plan.

According to Peter Kauju the KCCA spokesperson, Parliament ordered KCCA to demolish the buildings.

People heard yesterday with amusement media comments attributed to some few councilors at KCCA threatening to censure KCCA Executive Director Jenniffer Musisi over her alleged refusal to attend Authority meetings convened by Lord Mayor. But one of the councilors Bernard Luyiga (MakerereUniversity) denies having known such a move.

Luyiga says that he is yet to find which particular councilors made such media remarks; and wondered the legal basis upon which his honorable colleagues cited to courageously and boldly make such remarks. Luyiga says the statements weree not only foolhardy, but also impractical for a number of reasons.

Councilor Luyiga says he as the chairperson of the KCCA legal Affairs committee, he doesn’t not know what legal provision his honorable colleagues can invoke to censure the Executive Director whose appointment and dismissal are wholly vested in the person of the president as per sec.17(2) and 18 respectively , of the KCC Act 2010!

The president can remove the Executive Director of KCCA only after being advised by the Public service commission but not by the KCCA councilors.

And such a removal can be effected only under the following circumstances as per section 18 of the KCC Act 2010: that is inability to perform his or her functions, misbehavior or misconduct, incompetence, corruption and if the holder commits a breach of the leadership code of conduct!

“I am now failing to understand how “failure to attend an illegal meeting” convened by the Lord Mayor justifies her removal from office yet as per sec 19(g) of the KCC Act, she is the one mandated to advise the Authority (councilors and Lord mayor) on technical, administrative and legal matters pertaining to the management of the Authority,” Luyiga explains.

Luyiga advises his fellow councilors to desist from wasting energy on impossible tasks and instead explore means of how they can strategically partner with the technical people in the fulfillment of their mandate and obligations as elected leaders of Kampala.

Barely five days after the High Court in Kampala ruled in favour of the Kampala Executive Director, Jennifer Musisi over powers to manage the city, we are told by sources in Kampala Capital City Authority (KCCA) that she is preparing to use over 70 million shillings to celebrate this court victory against the Lord Mayor, Erias Lukwago. According to sources, this land mark party in the history of KCCA will take place over the weekend in Kololo and that attendance to this party is strictly on invitation.

We have also learnt that the KCCA director is all smiles after the lord mayor accepted to abide by the court ruling. Lukwago on Tuesday told journalists that “”I have painfully decided to comply with the directive of the court, even though this may have serious implications to KCCA in the future…”

The High Court judge, Justice Eldad Mwangushya on Monday dismissed this case in which Lukwago was seeking the court to restrain Jenifer Musisi from portraying herself as the head of the KCCA.

But the lord mayor is still accusing the court of setting a bad precedent by not deciding between him and Jenifer Musisi who was the head of KCCA.

It seems it is a fashion now in Uganda for prominent people to change names. Recently Uganda’s most feared intelligence officer; Gen. David Tinyefuza changed his name to David Sejusa.

Also many people in the recent past have changed names. They include Gen. Salim Saleh.

Now we hear unconfirmed reports that the KCCA director has changed her name from Jenifer Musisi Semakula to ‘Jenifer Musisi Semakula ‘Mpawo Atalikaaba.’

When our reporter went to KCCA head offices to cross check the validity of this information Ms Musisi was in a closed door meeting.

However another source at KCCA told the reporter that it could be true that ms Jennifer Musisi is contemplating to change her name but she can’t change it to Jennifer “Mpawo-Atalikaaba.” The same source further told our news informer that it is the supporters of the Lord Mayor, Erias Lukwago who calls Ms Musisi ‘Jenifer Mpawo Atalikaaba.’
