President Yoweri Kaguta Museveni has commissioned 3 new multi-billion facilities at 3 schools in Mbarara Municipality.

The president  while commissioning the state of the art facilities at   Mbarara High School, Mary Hill High School and Nyakayojo Senior Secondary School urged the students of the institutions to concentrate on science subjects that are the ultimate requirement in the job market today.
“We are now expanding education quantitatively and qualitatively as well as orientation. What are you studying? Education must be for a purpose; that is why we are emphasizing on science, technology and skills for acquisition of employment,” he said.
The facilities of Mbarara High School and that of Mary Hill High School were constructed using a loan from the African Development Bank (ADB) under the Bank’s 4-funded projects. The 2 schools are among the 42 secondary schools country-wide benefiting from the over US$ 84 million loan from the African Development Bank (ADB) and US$ 9.3 million provided by the Government of Uganda.
The facilities at Nyakayojo SSS that include an administration block and a science laboratory was built using part of the loan from the World Bank.The school is among the 659 secondary schools in the country targeted by government to be improved using US$ 150 million from the World Bank. Over Shs.1.1billion was used for the construction of the Nyakayojo SSS facilities.
At Mbarara High School, President Museveni, an old boy of the school, commissioned a new complex that is housing science laboratories, ICT laboratory, a library as well as class rooms that will cater for the increased population of 2,000 students of the school.
The ADB IV-funded projects, also cover the construction of 8 staff houses, furniture and laboratory equipment for Mbarara High School.
President Museveni who commended the management of Mbarara High School for emphasizing science subjects and for their good academic performance, also encouraged students to exploit their talents that can help them with self-employment.
The President was further happy to note that a technical school was being constructed and observed that it was an old mistake where traditional artisanship was neither supported nor recognized.
“Traditionally, society was not giving respect and recognition to black smiths who were their support. I am glad that a technical school is being built and can optimally be used. Reality has shown that technical education is the way forward,” he observed
On staff houses, President Museveni said Government will soon emphasize their construction to enable teachers stay within the school and make their work easy.
President Museveni was happy to see at the function Army Officers who are overseeing the ‘Operation Wealth Creation Programme’. He advised the officers to find time, especially at the weekends, to meet students and enlighten them on the programme. He added that students will should in turn talk to their parents to abandon traditional farming in favour of modern commercial agriculture.
“In your sensitization to wananchi, don’t forget the children; find time to talk to students who will in turn talk to their parents. It can help,” he advised the Army Officers.
Mr. Museveni also commended students of Mbarara High School for stopping the bad habit of bullying new students at the school as well as getting involved in fights with students from other schools during games.
“That is not good. Education should give you civilization. Civilized people should not fight anyhow. People should only fight for a good cause.” he counseled.
The Minister of Education, Science Technology and Sports, Hon. Jessica Alupo,  appealed to beneficiary communities including parents, students and all stakeholders, to maintain the quality and state of the infrastructure of the institutions and encourage children to take advantage of these facilities. She also asked them to ensure that students commit themselves to studies in order to contribute to the transformation of the country.
The Headmaster of Mbarara High school, Mr. Twinomujuni Benon, thanked President Museveni for supporting the school.
The Bishop of Ankole Diocese, Rt. Rev. Dr. Fred Sheldon Mwesigwa, who earlier led the thanksgiving service, appreciated the government of Uganda through ADB for the facilities provided to the school especially the staff quarters.
Later at Mary Hill High School in Mbarara Municipality, President Museveni commissioned a 3-storeyed facility housing 5 classrooms, 2 ICT laboratories, 3 science laboratories, one staffroom and a 300-seater library. He also commissioned 4 housing units for the staff and ‘liberation’ girl’s dormitory.

Mr Matthew Bukenya the Uganda National Examination Board (UNEB) Executive Secretary has this morning released the 2014 Advanced Level results. During the press conference held in the Ministry of Education boardroom a number of figures were supplied highlighting a lower registration and exam completion rate from the previous year.

 

The reduced number of candidates in an increasing population is cause to worry; it also brings up the question of why this trend. Another worrisome point noted is the increased malpractice cases that have almost doubled from 2013’s 74 cases to 133. The Minister of Education Ms. Jessica Alupo who was present for the occassion asked for an investigation into the matter.

It was however noted that the 2014 candidates had a better performance than their 2013 counterparts.

The Uganda National Examinations Board has released the 2011 Primary leaving Examinations results indicating a slight decline in performance compared to 2010.

The Secretary of UNEB Mathew Bukenya this afternoon handed over the results this afternoon to the Minister of Education and Sports, Jessica Alupo.

According to the results, 86.4% of the pupils passed compared to 88% in 2010. However, Bukenya says that more pupils passed in division one last year at 9.6%, compared to 8.6% the previous year.

According to the results, Basic Science and Health Education were the best performed subjects while Social Studies and Religious Education were the worst performed.

Bukenya says pupils from schools in urban centers still performed better than their counterparts in rural schools as has been the trend.

Meanwhile, Wakiso district was the best performing district with 32, 643 having passed while Kampala followed suit with 25, 910 candidates.

Mukono, Kamuli, Iganga, Mbarara and Bushenyi also registered improved performance.

Bukenya reported that districts like Nakapiripirit, Moroto and Amdat continued to perform poorly.

Ugandans are preparing to celebrate the international literacy day on September 8th this year according to education minister, Jessica Alupo.

The international literacy day is marked worldwide by all United Nations member states including Uganda. In Uganda, the national celebration will take place at Kyamate play ground in Ntungamo district.

According to the programme, president Museveni is expected to be the guest of honour.

Also expected to attend are school administrators, university tutors, students, politicians, clergies and representatives of traditional institutions among others.

The teachers who have been on strike called off the strike for a month  to give time to the committee to come up with solutions to their grievances.

The parliamentary social service committee had earlier threatened to withhold budgetary allocations until last solution is reached concerning the issue of teachers.

In a meeting between the committee and ministry, Chairperson Sam Lyomoki said the ministry’s budget will not be approved until the repository for increment for teachers’ salaries is presented.

On the other hand, minister for education and sports Jessica Alupo told the committee that her ministry alone can’t present solutions to the teachers’ grievances.

Alupo said her ministry is still in discussion with the teacher on how best to solve their issues. Alupo also noted that an inter-ministerial committee comprising the minister of education, minister of public service and minister of gender has been constituted to address teachers’ problems.

The minister for education and sports Jessica Alupo has challenged all parents to educate their children in order to benefit from them at the time of marriage.

According to Alupo, educating children fetches honors for the parents in the community whenever such children especially girls are introducing their husbands.

She told a gathering that turned up for her introduction ceremony in Katakwi over the weekend that an educated child gives pride to the parents’ home and raises their status in the community.

She says that even those who intend to marry in such well learned families tend to treat their wives with a lot of dignity unlike in some families where children go for marriages even before completing O’level.

Alupo challenged parents to always ensure that their children are kept in school until they finish so that they can be able to make informed marriage choices to avoid break ups.

The ministry for education and sports has launched a new strategy in which it intends to fight ghosts in the sector.

The new strategy titled ‘Education Management Information System’ (EMIS-GIS) aims to enhance effectiveness and efficiency in the sector with more emphasis on fighting ghost teachers, pupils and ghost schools which have characterized the sector for some good years.

Launching the initiative during an orientation workshop for the ministry’s top management at Imperial Royale, education minister Jessica Alupo described the initiative as very timely and will help in highlighting glaring education sector challenges that include ghost teachers, ghost pupils and ghost schools.

She added that the program will also help in addressing high absenteeism among head teachers, teachers and pupils in addition to addressing low completion rates, low inspection of institutions, high school drop-out rates and lows levels of community participation.

Alupo said that government is committed to ensuring continued investment in such programs that target equitable access, quality and efficiency, saying the launch of EMIS-GIS will forever serve as an important land mark in our country’s quest for quality education.

Alupo said this program is part of the ministry’s efforts in developing skills for monitoring and evaluation of activities and that it was designed to link data between the ministry and districts.

The minister for education Jessica Alupo Epel has disclosed that the ministry intends to set up a vocational training school in every county and a secondary school in every sub-county.

According to Alupo, the move is aimed at ensuring that people access education in all corners of the country so as to make free education a success.

Speaking to journalists in Kampala, Alupo however, warned teachers against dodging classes saying those caught in this act will be penalized.

She says the ministry has laid all strategies aimed at increasing on supervision and monitoring mechanisms to ensure that all children get the education they require as per the school curriculum and syllabus.

The Minister of Education and Sports Jessica Alupo has praised the role played by nurses and midwives in the delivery of health services in Uganda.

She says nurses play an important role at every level of health service deliver and proper training and facilitation is key to maintain a good human resource base in the health sector.

The minister was speaking Thursday at the releasing of national examination results for nurses and midwives.

According to the results, 2099 (95.7%) students passed compared to 1495 (93%) indicating a 2.7% improvement in performance.

Alupo was happy on the improved performance saying that of the 2,295 students that sat their examinations in May 2011, 1,470 performed above average at credit level, 584 at pass level and 45 students obtained distinctions.

A total of 94 students were ungraded in the examinations conducted between 2 and 6 May 2011in 36 accredited Nursing Institutions of Uganda.

Females are still the majority of those registering and sitting the exams, with 1,587 female candidates ( 66.2%) in the 2011 exams, compared to 708 male candidates (33.8%).

Those who have passed these exams are eligible to be registered by the Uganda National Council of Nurses and Midwives which accredits all registered nurses in the country.

Former education and sports minister Namirembe Bitamazire has handed over office with a call to the new sector minister to intensify on inspection and monitoring mechanisms.

According to Bitamazire, much as the ministry had made tremendous achievements in the tenure she has been in this office, there is a lot that needs to be done in the area of inspection especially on private schools to ensure quality education.

Handing over the office to new minister Jessica Alupo, Bitamazire noted that late coming, absenteeism and drop outs are still big challenges to the sector and therefore urged the new minister and her team to ensure that such problems are solved to achieve quality education.

Meanwhile, Alupo said that her emphasis is going to be on ensuring that each sub-county gets a government secondary school while each county gets a government vocational training institute.
