Legal aid service providers Network (LASPNET) together with the Greater North Parliamentary Forum have re-launched a campaign to move a private members bill in Parliament to have legal aid and administration of justice bills enacted into law.

Addressing key stakeholders at meeting to devise collective strategies for the passing of these bills, the executive director of the network Sylvia Namubiru said  that much as the justice bill is now in cabinet, there is need to bring the legal aid bill on board since the two bills complement each other.

Namubiru said the delayed passing of the two bills have adversely affected over 80% of the people who cannot afford to access justice.

She added that once the two bills are put in place, the government will reduce on the cost it incurs on prison services since prisoners will have access to legal aid and also curtail corruption in the judiciary.

Officials of the Uganda Prison Services want government to construct a minimum of three prisons every year if they are to address the current problem of congestion countrywide.

Currently the main Prison Luzira that was constructed by the colonial government in the 1950’s is meant to accommodate a total of 6000 prisoners only however, the number has currently more than doubled, according to the Uganda Prisons Commissioner General Johnson Byabashaija.

Byabashaija who was recently responding to questions from journalists also said the conditions in Ugandan prisons is among the worst in the entire Africa where many inmates cannot even sleep at night due to overcrowding especially in the cells.

He called for immediate funding or else they are to register death if the matter is not addressed.

Byabashaija also blamed police and the judiciary for the congestion in prison saying they are slow at investigating cases which keeps the number of inmates continuing to accumulate while they are on remand.

Retired Supreme Court Judge, George Kanyeihamba has decried bribery in Uganda’s judicial system. He requests the parliament of Uganda to make a commission of inquiry to look into the failures in the Judiciary and the legal Profession as a whole.

Justice Kanyeihamba’s voice adds on a number of allegations of corruption and unethical conduct by some Judicial Officers and some lawyers.

Justice Kanyeihamba notes that there is need for parliament and the government in general to address inadequacies in the judicial service if the rule of law is to take root in Uganda.

The retired judge says that there is evidence of inefficiency, incompetence and corruption in Uganda’s Judiciary.  He explains that the misconduct of some of the judicial Officers could be that they are poorly remunerated in their exercise of duty.

Justice Kanyeihamba also regrets delays in delivery of justice, loss of files and interference of the court process by president Museveni’s government.

The judiciary says it is stuck with a total of 4000 pending land cases in Kampala recorded in the last one month.

This growing number of cases is attributed to the limited number of judges in the land division.

The judiciary public relations officer Elias Kisawuzi says the whole land division in Kampala has only two available judges.

Kisawuzi notes that the two judges are already constrained since the land work load is too heavy for them.

He adds that delays in of hearing land cases always result in blood shed.

 On Monday this week nine members of one family were hacked by unknown assailants in Rakai district over what the police have attributed to possible disagreements over land.

Uganda being a religious country, its leaders have no smiles for people who deal in pornographic materials and the people who molest girls.

On Wednesday the court in Uganda fined the Turkish national, Emin Baro, the 53-year-old man who was on Monday sentenced to two years in jail at Luzira Maximum security prison after pleading guilty to computer misuse and possessing child pornographic materials.

Emin Baro was fined 6 million shillings. But he was not released. It is said the judiciary wanted to have a test of Uganda’s jails. So he will be released on Thursday, March 29. Baro came to Uganda as a tourist six years back but he started sexually abusing girls below 10 years old.

Ugandans in theUShas written a book titled president ‘Museveni is an evil.’ The book is coming out soon. It is going to be published on line and sold on streets in US,Uganda, East Africa andEurope.

The intelligence network inKampalahas learnt that in the book there is a statement that president “Museveni is the government, cabinet, police, judiciary, parliament,Kampalacity Major and RDC’s recruiter.” The book further alleges that all power inUgandacomes from Yoweri Kaguta Museveni and ends with Yoweri Kaguta Museveni.

The book reportedly being written by one Boston Robert Kabuye, a Ugandan man inBostonwonders who will welcome President Museveni when he quits power. The writer, a former student of St. Lawrence High school is already in a stable relationship.

The former Democratic Party (DP) candidate in Bukoto central, Jude Mbabali has said that he was shocked yesterday when the Vice President, Edward Kiwanuka Ssekandi presided over the 50 judges’ conference at Speke Resort Munyonyo inKampala.

 The conference was about to take stock of last year 2011 and to review the judicial integrity opinion report. It should also be recalled that on the 20th day of October 2011, Mbabali with a group of four voters filed an application in the High Court seeking that Election Petition ‘Mbabaali Jude v Edward Kiwanuka Ssekandi’ is still before court be heard and determined. The ruling is coming up for judgment on the 17th day of January 2011 by her Lordship Elizabeth Musoke.

Mbabali told journalists in Kampala on Tuesday that Ssekandi would not have been the right person to preside over the above conference where the Judiciary discussed issues relating to integrity of the judiciary because Sekandi’s image is now tainted in the public eye as he is battling election rigging petition before the same judges he met and preached integrity.

Secondly, Mbabali said he feared that by Sekandi presiding over the conference where Justice Musoke was in attendance may have an impact upon her decision in the said ruling that is to be delivered on January 17th. Mbabali further condemned the Judiciary for having made Sekandi a Chief Guest.

We have intercepted crucial information that the judiciary’s week long integrity tour will cost Ugandan taxpayers 800 million shillings. A source in accounts department in the judiciary informed us yesterday that the money is supposed to meet the transport costs, accommodation and feeding of the members of the judiciary Integrity Committee who are on the national wide tour to collect information affecting the services of the judiciary.

The tour started on Tuesday. The judicial spokesman, Erias Kisawuzi says that this exercise is conducted annually. He says that every year the judiciary sends five teams to move around the country to gather public views on the weakness in administration of justice among others, and how the third arm of government can improve its services.

According to the programme, the judiciary has assigned Supreme Court judge, Jotham Tumwesigye to head the western region, Justice Augustine Nshimye to head a team going to northern Uganda, Judge Wilson Musene is in charge of Eastern region and Justice Akiiki Kiiza is in charge of Buganda.

Several humanitarian reports have been citing the judiciary as one of the most corrupt institutions in Uganda followed by the police, Uganda Revenue Authority, district service commissions and Umeme among others.
