A section of Members of Parliament have supported the proposal for government to bring a bill before parliament that will enable pensioners receive their pension at the time of their retirement.

The parliamentary committee on public service and local government recommended to parliament a bill known as the Public Service Fund Bill to enable government contribute a certain percentage of money to each public servant to have his or her pension cleared at the time of retirement to eliminate the issues related to pension arrears.

The Member of Parliament for Mityana district, Judith Nabakooba said that she will support such a bill once it is before parliament to have a solution to clearing pension accumulation.

She noted that if such a law was in place about 70,000 veterans could have not demanding pension arrears by now.

The Member of Parliament for Mawokota South, John Bosco Lubyayi Seguya said that this bill in offing will be good to stop retired civil servants in villages suffering while looking for their pension.

He however said the bill should be with a clause guiding the retired civil servants on how to spend such pension money.

He said that such funds should be given to pensioners in phases to avoid them investing it in projects that will make them losses and go back to zero.

The Member of Parliament for Lira district Joy Atim Ongom said that this is a good initiative of government contributing to a pensioners saving but is worried of government officials diverting such funds for their selfish interest.

Minister of Internal Affairs, Maj. Jeje Odong

The Minister of Internal Affairs,General  Jeje Odong and National Identification and Registration Authority (NIRA) last week were summoned by the Defence and Internal Affairs Committee to explain reported cases of  rampant irregularities and the progress to the registration to learners in schools across the country.

The members of the committee chaired by Mityana district MP, Judith Nabakooba, observed that the entire exercise of registration of pupils or students aged 5 to 16 years in both public and private schools is tinted with illegality.

The committee members raised this alarm while interfacing with General  Jeje Odong.

MPS said that there should be investigations into the funds given to NIRA to conduct this registration exercise in schools since there are complaints related to discrepancies in payment of NIRA enrolment officers.

Nabakooba noted that the exercise which started on 5th June is supposed to be completed by 31st August but they are suppressed it lacks guidelines to date.

She questioned why NIRA did not recruit enrollment officers for this exercise from the areas where these schools are located so as to cut on the costs.

Ntoroko County MP, Rwemurikya Ibanda, said that most of the machines being used for the exercise are old and freezing.

MPS quizzed the minister to make them understand why the enrollment officers are concentrating in government schools yet the project is meant for both private, government schools and institutions so as to enable government establish credible and functional register for learners.

School going children waiting to be registered by National Identification Numbers (NIN) officials recently.

The vice person of the committee, Kezekie Mbugo, blamed NIRA for considering the registration of more number of learners from   24,542  schools to 2,858 schools ,saying that this could invite ghost schools again .

However, Jeje Odong defended the exercise having started in government schools, saying that government wanted to weed out ghost schools which have benefiting ghost schools.

25.2 billion shillings was provided for the exercise

The Uganda police has warned Ugandans to be alert and avoid dalling victim of conmen promising jobs and meetings with big government officials.

The Police Spokesperson, Judith Nabakooba says many people are falling victim of conmen promising them jobs, tenders and meeting ministers or even the President.

She says the police is investigating 10 suspected conmen arrested over the weekend for allegedly fleecing money from over 6000 Ugandans from different parts of the country.

Nabakooba says that the ten suspects including their leader Yusuf Kasaja were arrested in Ndeeba after collecting money from a group of 6000 people they had convinced that they were to attend the launch of the Uganda Movement Volunteers Association to be presided over by President Yoweri Museveni at Kololo Airtstrip.

Nabakooba said that arrests were made after Police  found the 6000 people trying to access Kololo Airstrip for the event yet the authorities in charge of the venue had not been contacted by the organizers of the said event.

Cautioning the public against joining the mushrooming organisation without sufficient information, Nabakooba said that police learnt that the some victims had to sell their properties back home to raise fees for registration, a T-shirt and transport fares.
Without mention the expenses meant, the police spokesperson also noted that the police had to feed the hungry 6000 people  before transporting them back to their respective districts.

Nabakooba revealed that police is now seeking for a court order to investigate the accounts of the Uganda Movement Volunteers Association  as to ascertain the amount of money fleeced from the unsuspecting Ugandans

The Inspector General of Police has set up a 10 man team charged with investigating the cause of the fire that gutted Owino Park yard market.

Police spokesperson Judith Nabakoba says the team shall be headed by the CID boss Paul Kato and will try to establish whether the scene of crime can be reconstructed.

She has denied allegations that Police delayed to reach the scene of fire saying that all the Police fire fighting vehicles were dispatched between an interval of 1 to 3 minutes.

Meanwhile, Nabakoba says the Vice President Edward Kiwanuka Ssekandi promised a team of officials would go and assess the situation and see how Government can help build the market in a more orderly manner.

Uganda police is to sit and discuss with the Director of Sudan National Police lieutenant Gen. Hashim Asuman on the status of the 12th council of police chiefs due 19th -20th October.

The public relations officer of Uganda Police, Judith Nabakoba says the two forces have covered resolution like Trans-boarder and transnational crimes.

The Uganda Police says they have with the help of the Military police managed to restore calm in most parts of Kampala and neighbouring town where chaos had broken out over police blockades against walk to work protesters.

Police Spokesperson Judith Nabakooba says the chaos in Bwaise, Kalerwe, Kasangati and Kajansi has been duly contained and calm returned to all these areas.

She says many parts of Kampala were not affected by the Chaos and normal activities have been going on.

Nabakooba says several politicians have been arrested today and will be produced before court and charged with offenses ranging from unlawful demonstration, blocking roads and malicious damage of property.

Addressing Journalists in Kampala this afternoon, the police spokesperson regretted the causalities in Thursday’s protests saying politicians should stop endangering people by organizing “unlawful protests or assemblies”.

Two people are reported to have died from police tear gas or gunshots in Kasangati and Kajjansi respectively, although most of today’s chaos was witnessed in Bwaise and Kasangati where FDC President was injured as people ran from police tear gas.

Nabakoba defended the police action saying the opposition walk to work demos were illegal and would distablise life in the city. She defended the involvement of military police and other regular soldiers saying the police can always call them in to help get a chaotic situation back in control.

The police have arrested more three native doctors in connection with a mutilated body that was discovered a couple of weeks back in Kabuuma village, Busabala-Wakiso district.

The Spokesperson of Police, Judith Nabakooba says the three witchdoctors were arrested in Busabala bringing the number of witchdoctors arrested in connection to the murder to 10.

She says the activities of most witchdoctors in Busabala, a place dotted with shrines are a suspicious. Some of the suspects under police detention are Saleh  Mudirikati, Henry Sebugenyi and Kabuye Jingo among others.

The Inspector General of Police, Maj. Gen. Kale Kayihura personally heads the operation against witchdoctors in Busabala. Kayihura also last week suspended the activities of witchdoctors in Busabala.
