President Yoweri Museveni directed that all taxes levied on Savings and Credit Cooperative Societies (SACCOS), especially on the dividends of the members, should be abolished to promote the saving culture and avoid double taxation. This was revealed by the Prime Minister Dr Ruhakana Rugunda who represented him at the celebrations to mark the 93rd International Cooperatives day at Kyanamira grounds in Kabale District on Saturday.

According to Uganda Cooperative Savings and Credit Union Limited (UCSCU) a SACCO is an acronym is owned, governed and managed by its members who have the same common bond: they may be working for the same employer, belonging to the same church, labour union, social fraternity or living/working in the same community; SACCOs are economic institutions doing business in order to grow, survive and become sustainable.

President Museveni in his message said cooperatives play an important role in poverty reduction adding that they also help to reduce inequality by empowering people and offering them a dignified and sustainable way to make a living. The President said Government will continue supporting cooperatives in the various sectors of the economy in order to spur economic development.  “Cooperatives are a strong pillar to Uganda’s agricultural sector which is the backbone of the economy,” said the President. Mr. Museveni added that cooperatives can succeed only if supported and sustained by good leadership adding that every co-operator must offer their best in the different areas of competency to support the growth of the cooperative movement in the country.

The Premier on behalf of the President inaugurated the construction of the 600 million banking hall for Lyamujungu Cooperative Financial services and also congratulated them upon reaching 30 years of service to the members and the community at large.

Parliament has approved three new public universities as government is put on task to explain the criteria used to recommend only the three universities and leaving out others. The new public universities have been approved after thorough scrutiny by the National Council for Higher Education. The approved universities include Kabale University in Kabale District, Lira University in Lira District and Soroti University in Soroti District.

The Minister for Education Jessica Alupo said that the new universities will equitably expand higher education to undergraduate and post graduate levels and develop human resources appropriate for the transformation and development of Uganda. She said that these universities will provide teaching and learning to all students admitted to the universities and to undertake basic and applied research critical to national development and to stimulate skills development in Uganda.

The Minister of State for Science and Technology, Professor Togboa Tikodri said that these universities will commence in teaching and research of programmes in I.C.T, public health, medicine, engineering science, teacher education, agriculture among others. He said that with a view to bridge the much needed skills gap in science and technology, it is anticipated that these universities will play a key role in developing our communities and transforming our societies towards achieving our vision 2040.

The Woman MP for Napak district Naomi Nyomera said that government should consider creating a public university in Karamoja region so that the region moves together with the others in terms of education standards. Members of Parliament also urged government to create Namasagali, Bunyoro, Rwenzori and Karamoja public universities.

The Prime Minister Dr. Ruhakana Rugunda says government supports access to education; it supports universities creation in all parts of the country. He said that both universities shall be established in the financial year 2017/18 to have viable public universities after being evaluated by the National Council for Higher Education.

He added that even other areas like Rwenzori and Karamoja regions will be examined for public universities

The ministry of health has directed Mulago hospital to discharge the only two Marburg patients who were admitted recently.

The duo to be discharged is Sharon Turyomujuni and her husband.

The ministry says the patients can now be discharged after they tested negative for the virus.

The ministry’s public relations officer Rukia Nakamatte says this implies that the treatment they were subjected to was effective.

She adds that the team of experts in Kabale is ready to reintegrate them back in community.

Nakamatte says the total number of admissions now stands at 12.

6 from Kabale district, 5 in Ibanda, 1 in mbarara and 1 in Kabarole.

The highly contagious disease which broke out in the Kabale district has so far killed 8 people.

Another person suspected have contracted the deadly marburg virus has died in Kabale district.

If confirmed, this could bring the death toll to six since a fresh outbreak of the disease was announced on Friday last week.
Health experts say the deceased was admitted at Rushoroza health centre three in Kabale district after he presented with Marburg symptoms.

Meanwhile the number of confirmed marburg patients admitted now stands at six.

According to the health ministry spokseperson Rukia Nakamatte of the six, five are admitted at Kabale while one is still in Mulago.
She however adds that the patient admitted at Mulago hospital is  recovering steadily.

The ministry is currently monitoring a total of 132 people who had direct contact with the people who died of Marburg earlier.

A team of profession marine police officers have been dispatched from Kampala today to search for the two Danish tourists who drowned in Lake Bunyonyi last evening.

Lake Bunyonyi in western Uganda, Kabale district is said to be one of the deepest lakes in African.

The Danish embassy in Uganda chartered the aircraft that airlifted the marine officers to the scene.

The Southern region police spokesperson, Eli Maate says that the victims include, Dustin Sebastian and Thomas.

Maate says that the victims were swimming while putting on heavy shoes a reason he says might have caused them to drown.

He says that the chances to recover them live are very minimal as they have taken over 12 hours in water.

The Acting Inspector General of Government Raphael Baku has blocked Kabale district from utilizing the land allocated to Kabale University until his office investigates the matter.

In his letter dated 22nd august 2011 Baku says the 101 acre piece of land located Kicwongere should remain in the hands of Kabale University until his office has done its investigation.

The IGG was responding to petition addressed to the inspectorate by Professor George Kanyaihamba the Chancellor kabala university.
Kanyahaimba petitioned the IGG on 25th of July 2011 asking him to block Kabale district from selling the land allocated to the university.

In his letter Kanyahaimba, contends that without 101 Acre of land, the university license would be revoked by national council for higher education.

However the kabale district council has dismissed the IGGs letter saying it is only the district that can place caveat on the land which has its title.

The IGGs letter comes after the kabale district council voted to halt activities on the land. This not the first time kabala university is dragging the district to the IGG over the sale of the said land.

In 2007 Kabale University petitioned the then IGG Faith Monda over the same land.

Leaders from Kabale district will set their political differences aside when they converge at the end of this week to discuss development of the district.

The district was one of the political hot spot during the election period while the church was entangled in wrangles with some politicians notable among them the former Kabale woman member of parliament Hope Mwesigye.

Top on the agenda of the meeting will be to reconcile political rivals, many of whom don’t collaborate since the February general election as well as generate concuss on key innovations necessary for key sectors such as education and health.

Addressing the media in Kampala, kabala woman MP who is also Secretary for Kabale Parliamentary forum Ronah Ninsiima said the forum will seek to promote unity, harmony and understanding among district leaders as well as forging strategies that will foster service delivery in the district.

Kabale members of parliament have demanded for medical surgeons for the area which currently has no surgeon.

The mp for Ndorwa west David Bahati and the woman MP for Kabale district  Ronah Ninsiima said that the district hospital has spent 7 years without any surgeon.

The MPS said that kabale hospital serves 400,000 people and currently sent patients who are in need of surgeon service to Mbarara hospital

Kabale MPS are expected to  explain the problem to the minister of Health  Christine Andoa when she goes to Kabale for the district Development conference  scheduled for 1st to 2nd July at White Horse Inn hotel
