 Kabale University has declared that by the next academic year, 2019/2020, it will award a three   year Doctorate of philosophy (PhD) in Information Communication Technology (ICT).

The announcement was made by the Vice Chancellor, Prof. Joy Constance Kawesigye in a meeting the University board had with delegates from the ministry of Education led by permanent secretary, Alex Kakooza.

However, Prof. Kawesigye expressed fears of inadequate land as it may become an impediment to the University’s goals.

“This is the period to complete the university master plan. It would be a pity if the land doesn’t form part of the master plan. This is a request we are not about to drop; we need more land on this hill. We need more land from Kabale district local government,” asserted Prof. Kwesiga.

The latest ranking of Uganda’s Universities has indicated that Makerere University still leads in the higher institutions of learning in the country followed by Ndejje University which has been ranked second best.

The rankings were released by a University Web Ranking 2016 which also indicated that the newly created Universities of Soroti and All Saints’ are among trailing in terms of University ranks in Uganda.

The research that was also carried out among other Universities in Africa, ranked the top 200 Universities, indicating that the first top ten Universities are all found in  South Africa with the University of Cape Town being number one on the continent followed by university of South Africa and university of Pretoria respectively.

In the East African Region however, Nairobi University is ranked as the best because as captured the 14th position, followed by Makerere University which also scored the 18th position.

The list shows that Soroti and All Saints universities are trailing in the last positions in Uganda, followed by Uganda Pentecostal University, St. Lawrence University, St. Augustine’s International University and Bishop Stuart University in that order at the bottom.

Besides Makerere and Ndejje as the best Universities in Uganda, the ranking indicates that Mbarara University of science and technology is 3rd, Uganda Christian University 4th, Kampala International University 5th, Kyambogo University 6th, Uganda Technology and Management Univeristy (UTAMU) 7th, Uganda Martyrs University 8th, Victoria University 9th and International University of East Africa scoring the 10th position.

Others are Islamic University in Uganda, Gulu University, Mountains of the Moon University, Bugema University, Muni University, Nkumba University, International Health Sciences University, Busitema University, Muteesa 1 Royal University, Livingstone International University, Cavendish University, Busoga University, Kampala University, Kabale University, Kumi University and African Rural University in that descending order.

Parliament has approved three new public universities as government is put on task to explain the criteria used to recommend only the three universities and leaving out others. The new public universities have been approved after thorough scrutiny by the National Council for Higher Education. The approved universities include Kabale University in Kabale District, Lira University in Lira District and Soroti University in Soroti District.

The Minister for Education Jessica Alupo said that the new universities will equitably expand higher education to undergraduate and post graduate levels and develop human resources appropriate for the transformation and development of Uganda. She said that these universities will provide teaching and learning to all students admitted to the universities and to undertake basic and applied research critical to national development and to stimulate skills development in Uganda.

The Minister of State for Science and Technology, Professor Togboa Tikodri said that these universities will commence in teaching and research of programmes in I.C.T, public health, medicine, engineering science, teacher education, agriculture among others. He said that with a view to bridge the much needed skills gap in science and technology, it is anticipated that these universities will play a key role in developing our communities and transforming our societies towards achieving our vision 2040.

The Woman MP for Napak district Naomi Nyomera said that government should consider creating a public university in Karamoja region so that the region moves together with the others in terms of education standards. Members of Parliament also urged government to create Namasagali, Bunyoro, Rwenzori and Karamoja public universities.

The Prime Minister Dr. Ruhakana Rugunda says government supports access to education; it supports universities creation in all parts of the country. He said that both universities shall be established in the financial year 2017/18 to have viable public universities after being evaluated by the National Council for Higher Education.

He added that even other areas like Rwenzori and Karamoja regions will be examined for public universities

The Acting Inspector General of Government Raphael Baku has blocked Kabale district from utilizing the land allocated to Kabale University until his office investigates the matter.

In his letter dated 22nd august 2011 Baku says the 101 acre piece of land located Kicwongere should remain in the hands of Kabale University until his office has done its investigation.

The IGG was responding to petition addressed to the inspectorate by Professor George Kanyaihamba the Chancellor kabala university.
Kanyahaimba petitioned the IGG on 25th of July 2011 asking him to block Kabale district from selling the land allocated to the university.

In his letter Kanyahaimba, contends that without 101 Acre of land, the university license would be revoked by national council for higher education.

However the kabale district council has dismissed the IGGs letter saying it is only the district that can place caveat on the land which has its title.

The IGGs letter comes after the kabale district council voted to halt activities on the land. This not the first time kabala university is dragging the district to the IGG over the sale of the said land.

In 2007 Kabale University petitioned the then IGG Faith Monda over the same land.
