The Prime Minister Dr Ruhakana Rugunda has on behalf of President Yoweri Museveni commissioned two dormitory blocks at Kabukunge primary teachers’ college (PTC) in Kalungu District. President Museveni in his speech read by the Premier said education was a fundamental building block for human development and poverty reduction.
Kabukunge is a Muslim founded PTC established in 1979. The two dormitory blocks were constructed by government at a cost of 855 million shillings. President Museveni said a lot of effort has been invested in teacher recruitment, training and retraining of primary school teachers and head teachers as a way of addressing the quality demands in the education sector. The President said teachers have a key role to play if quality education is to be achieved
“The teacher has a key role of curriculum implementer, learning facilitator and learner evaluator, in providing quality education,”
Mr Museveni said knowledge investment was rapidly replacing capital investment in all spheres of life adding that it was evident that world over, all successful men and women attained a certain level of education. He said the NRM government had offered free education to all the citizens at primary level by introducing Universal Primary Education (UPE) to achieve its quality education targets and also the Sustainable Development Goals (SDGs).
The Principal of the College, Hajjat Aidah Nambusi Kibedi thanked Government for also constructing two classroom blocks, library and science laboratory. She said the PTC had a challenge of accommodation for the tutors and requested government to consider building tutors houses at the college in addition to procuring transport for the college.
The Kalungu District Chairman, Emmanuel Musoke said the District was working hard to ensure that all government programmes are implemented.

Councillors of Kalungu district council are threatening to sue the resident district commissioner Tom Serwanga for getting involved in the affairs of the councils.

Councillors accuse the resident district commission Serwanga of convening an extra district council meeting on May 10th 2011 to elect new members of the executive.

During the meeting four people were elected on the Kalungu district council executive drawing protests from the councilors. Baker Mayanja one of the councilors who attended the extra ordinary meeting chaired by the resident district commission Serwanga, Lukia Nakatwa was elected as Kalungu district vice chairperson while Grace was committed to social service.

The nominees have since been rejected by councilors led by Kalungu district LCV chairperson Emmanuel Musoke. He says the meeting convened by the RDC was illegal and contravenes the local government Act that gives LCV chairpersons mandate to appoint their executive.
