She listed a number of achievements that the organisation has reached especially during her reign.
“KCCA represent the city and Uganda in many national bodies. We have also established welfare initiatives such as the Medical scheme and Retirement Benefits scheme,” Musisi noted in her resignation letter.
Jennifer Musisi has served KCCA for a period of seven years.
She was first appointed to the ED position in April 2011 on a three year contract after which it was renewed.

Some arrested butchers who were found using a concoction of chemicals to preserve their meat.

Kampala capital city authority has tasked the national drug authority to restrict purchase of certain chemicals on the market.

This is after the authority closed down several butcheries in the city center found using unnamed chemicals that reportedly chase away flies.

Speaking during a council meeting today, the Authority’s acting director public health Dr Daniel Okello said they have established that the impounded chemicals were pesticides which also contaminated the meat.

He argues that such chemicals should not be accessed by everyone since they are harmful to human lives tasking the drug authority to restrict their purchase.

Dr Okello says investigations to establish whether formalin was being used to preserve meat are ongoing

The parliamentary forum on youth Affairs while appearing before the presidential Affairs committee

The parliamentary forum on youth Affairs while appearing before the presidential Affairs committee rejected the Kampala capital city Authority Amendment bill 2015 which is currently on for scrutiny.

During the committee seating chaired by Adjuman district woman MP Jessica Ababiku on tuesday, the Research and policy officer with parliamentary forum on youth Affairs Saraha Akello said that the bill in its current form excludes the youth in KCCA administrative structures.

“The youth and other marginalized groups such as women councils, disabled person’s council and elderly persons have no place within the proposed new KCCA framework, calling for provisions to be inserted in this bill for their existence.” Akello said.

The bill should accommodate the youth in Kampala and provide a section which allows the Authority to fund the youth and other special interest groups activities to avoid them being isolated without support.” She added

The proposed Kampala capital city Authority Amendment bill 2015 seeks to trim the lord mayors political powers which some MPS  on the committee saying would disfranchising the voters .

Nansubuga checking on her heep of firewood

In case you have visited Ggaba landing site, you have witnessed how a buzz of activity is especially during the day.

However, one will get to themselves what this landing site is all about, where it is found, what takes place there. This can only come to mind of those who haven’t been there or heard of it, Ggaba landing site is on the shores of Lake Victoria found in the outskirts of Kampala city.

It is frequented by people who go to Ggaba beach which neighbors it. The site has a market where fish and foodstuffs are sold. It also has storage units, a trading point for fish, and offices for Kampala Capital City authority, which supervises the activities on the site. Different activities from fishing, sand mining, selling of fish itself, and firewood selling among others.

Therefore all the above activities exist because of the main activity which is fishing, with fishing, it comes along with sun drying, salting, and smoking, men and women are involved in these daily activities. Not forgetting sand mining

However, one other booming business that attracts your attention before leaving the landing site is fire wood selling. Selling firewood here is way to earn extra money to some people while others it is a main business that has supported their living for a long time.

Interacting with a few people operating this kind of business especially the women, they praised and talked about the good things they have reaped out this business. You might think the firewood is not only sold to the people at the landing site but even to the outside people. So to them it is a quite a wide population consuming this firewood. This becomes an advantage for them make more money as it would limit them if it were only the fish smokers buying it.

Sarah Nansubuga, a 50 year old trader says she has been in the firewood business for over 10 years. She says she doesn’t regret operating such a business because it has helped her sustain her family in terms of paying fees for her children some of whom have been able to complete university level.

Nansubuga also says she also be  able to pay her hospital bills adding that this  her full job.

“Being an old woman, it is such a tiresome type of business to operate but I  have managed to go along  for all this time because i have benefits out of it,” she says.

Indeed, looking at how they try running this business is quite not an easy task as one would think.  Nansubuga however, says she is still trying to make the best out of it.

“First and foremost, we fetch firewood from different neighboring villages places such as Kyagwe among others. We use different transport means like on water and road using boat, larger trucks, pickups. These carry the logs from wherever they have been bought to the landing site. To make it selling firewood, you have to enjoy the challenge of hard work coupled with  hard weather at times,”Nansubuga says.

Challenges in the firewood business

Like any other business, firewood selling as a business on its own has challenges.

“Ofcourse you will sell firewood to a customer who promises  to pay so soon but will never pay at the end of the  day, but that doesn’t  stop me from going on with the business,” she also added.

Nansubuga advises that like any other business, a person should always expect  profits or losses at the end of the day and therefore should be prepared.

She says her  journey through the firewood business has been insightful. “I have been paid to play, and it doesn’t get any better than that. The benefits have been physical, psychological, financial, and yes, spiritual. Being in harmony with nature is like that,” Nansubuga adds.

Kampala Capital City Authority  and the Solicitor General’s office are at loggerheads over the payment of property tax by educational institutions endowed by government.

An interpretation by the Solicitor General in September last year of the local governments rating act 2005 established that institutions that receive endowments from the government are exempted from paying tax..

This is an opinion that officials from KCCA have sharply criticized arguing that grants from the government are not endowments, the Executive Director, Jennifer Musisi asserts that these institutions make money from tuition and use city services making them liable to pay tax for these services.

The matter came to light when the officials appeared before the Committee of Statutory Authority and State Enterprises (COSASE) to respond to queries in auditor general’s report for the year 2013/14.

The report notes that city revenue amounting to 63.2 billion shs remained uncollected, this figure rose to 77bn shs the next year.

The city authority officials highlighted the challenges they face in collecting revenue and interventions they are putting in place to increase revenue collections.

Musisi expressed her disapproval of the solicitor general’s opinion.

Musisi also requested for an amendment to the law with regard to exempting properties in the city that are occupied by their owners. She argued that the law should be reviewed such that the rates are scaled in a progressive manner.

KCCA has always raised concerns about this law since owners of residential dodge payment of rates by claiming that they live in the houses and yet they rent them out.

She pointed an accusing finger at the affluent neighborhoods that she claims are not contributing any revenue to the city coffers.

MPs took exception to the fact that the government waived payment of property rate arrears in the FY 2015/2016 by government institutions and yet this money is appropriated.

The Committee Chairperson, Abdu Katuntu, was particularly displeased with this revelation.

He has requested for a list of defaulters of property rates to be presented tomorrow.

The Parliamentary Committee on Presidential Affairs has expressed shock over the poor state of USAFI market land despite government advancing Kampala Capital City Authority (KCCA)at total of Uganda Shillings 37billion to buy and  refurbish the market to accommodate vendors.

The market was purchased from one Umar Ssekamate as a way of increasing the authority’s revenue and relocate vendors who roaming the streets to a more centralized place.

However, Members of Parliament sitting in the committee chaired by Col. Fred Mwesige while discussing the matter noted that KCCA had not put the money in good use. They said most building in the market are dilapidated with most vendors failing to operate their business there sighting a high cost of operations in doing business there.

Suzan Amero,the committee’s  vice chairperson and also woman MP Amuria district, said they considering summoning City Director of Planning, the Lord Mayor,Erias Lukwago, former minsters for Kampala, Frank Tumwebaze and the KCCA’s Executive Director, Jennifer Musisi to come and explain to members were the market is not operational to the expected standards.

The MPS are also concerned on why the city authority enforcement officers continue to harass and confiscate properties of vendors on the streets.

Simeo Nsubuga, the Kasanda South MP in Mubende district questioned why there are uncoordinated finance reports from KCCA saying the authority has indicated dishonesty in the procuring process of this market.

this huge amount of money to purchase such a market yet there are other markets located at the outskirts of Kampala which require less resources for development.

Kampala Capital City Authority (KCCA) football club wins the Azam Uganda super league after securing a 1-1 draw with express at Mutessa II stadium on Tuesday 23, 2016.

KCC came into the game with a draw enough if title challengers Vipers SC could not get maximum points against Uganda Revenue Authority at Buikwe stadium.

The Yellow brigade fans were in full capacity at the Mutessa II stadium chanting from the first to the last whistle cheering up their team.

KCC suffered a dent in their hopes of winning the title when they fell behind with Express FC taking a first-half lead through Vincent Kayizzi’s expertly taken penalty.

The pressure was on the visitors to get the equalizer in the second half of the game with a title at stake.

Mutessa II stadium being a fortress of Express, KCC head coach Mike Mutebi was tasked with a huge onus on his shoulders.

It’s rare for big teams to walk away with maximum points on the home ground of Express and KCC had a tough call. The fans of both teams were on tension with the game heating up in the second half.

Luckily for KCC they were able to fight back into the game with their efforts paying off through Muzamiru Mutyaba’s equalizer forcing a one all draw.

KCC head coach Mike Mutebi has won the League for the first time going into the history books.

According to Daily monitor, He is relieved at shaking off the ‘nearly man’ tag. The publications states that he has twice literally walked away from possible honours with KCCA. The first instance was when
Mutebi replaced club legend Phillip Omondi as coach at the then KCC in 1996, where he was joined by Sam Ssimbwa as assistant. But he quit with a handful of games to the end of the 1997 season after disagreements with the club. KCCA legend Tom Lwanga and Ssimbwa carried the team over the line to the title.
The second being when he returned in 2003 as technical director before taking over head coaching reins again, leading KCCA to the 2004 Kakungulu Cup final.

But he quit again on eve of the final over unpaid wages and reported interference from management. Robert Kabuye oversaw the final and won it in Mutebi’s absenture though it’s believed he made the line-up for that game.

“I (always) leave with five matches to go and others come and win the title, so I’m happy that is gone,” said the 46-year-old Uefa diploma A holder from Germany.
“The most pleasing thing is that this is a young team. Most of these boys, it’s their first experience to play for a big team, so to do that, it’s a good thing; and to groom that team and it is winning, it is pleasing.”

Elsewhere, Vipers SC who were the major challengers to KCCA FC for the title drew 1-1 with Uganda Revenue Authority at Buikwe stadium.

The result means, KCCA FC now has 56 points, with a four point advantage over Vipers coming into the final match day on Friday.

According to fufa.com, a guard of hounor by Sadolin Paints FC awaits KCCA FC on Friday at Nakivubostadium when they will be handed the AUPL title.

Samba, SCVU and Maroons were the relegated teams.

Miss Uganda 2015 Zaharah Nakiyaga has partnered with Kampala Capital City Authority to plant trees in the city in an effort for the Authority to plant about 500,000 trees in the city in a period of five years from nowMiss Uganda Zaharah Nakiyaga while participating in planting trees along northern bypass in Kisasi and Nalya  says that these trees will beautify the city .
She says that it will help in controlling floods which destroy people’s properties and damage roads in the city hence causing cost implication in repairing roads. Nakiyaga  asked the youth to participate in planting trees which they can also use in future because its not good to leave this exercise to the older people yet they will go and it is the youth who will use the trees.

The Director physical planning Kampala Capital City Authority Moses Atwine says that KCCA is devising strategies of encouraging kampala residents to protect the trees the authority  together with other partners are planting.

The legislators who include Theodore Sekikubo, Moses Kasibante, Joseph Sewungu and Noemi Kabasharira  while appearing before the probe committee on illegal demolition of schools in Kampala chaired by Buvuma Member of Parliament Migadde Ndugwa said that government should have land titles for all  government schools  to stop their illegal demolition.
The Member of Parliament for Kalungu West Joseph Sewungu and Moses Kasibante said that the Ministry of Education should explain why it has failed to obtain titles for the schools.
The Members of Parliament also questioned why most of the schools do not have playgrounds yet this is a requirement for setting up a school
In a related development the committee has ordered Kampala City Council Authority to pull down the fence on the former land of Nabagereka Primary School.
Members of Parliament and KCCA agreed that this land was fenced off illegally and the Executive Director KCCA Jenifer Musisi assured the legislators that the directive will be effected before Easter day.
The Commitee barred KCCA from approving the building plan for possible structures on the former Nabagereka primary school land.
The Members of Parliament also ordered KCCA to evict all encroachers on Nateete Primary School, Nakasero primary school and Kawempe Muslim Primary School land.

Jenifer Musisi told that committee that land of about 75 schools in Kampala is under threat in the land grabbing wave that has swept the country.
KCCA pleaded with the  committee to prevail over Uganda Land Commission and stop the commission from dishing out school land.

Jennifer-Musisi-Semakula-the-Executive-Director-of-Kampala-City-Authority2Prime Minister Dr. Ruhakana Rugunda has commended Kampala Capital City Authority and Mbarara district local government for their partnership in institutional development. This comes after KCCA signed a Memorandum of Understanding with Mbarara district local government and Mbarara Municipality, at function which took place at Imperial Royale Hotel in Kampala.

The signing of the Memorandum follows a three days conference on engaging local Governments for national transformation. The conference organized by Uganda Christian Action Network together with the Global Leadership Summit, was attended by political and the technical officers of Mbarara district and Mbarara Municipality. The conference was under the theme ‘Engaging Local Governments for National Transformation’.

In the Memorandum, the parties undertook to create favorable conditions to build interactions in the fields of staff attachments, bench marking by politicians, information technology, revenue collection, law enforcement, public cooperation among others.

The Prime Minister commended the Uganda Christian Action Network, under Bishop Joshua Lwere for the initiative of bringing together local Government leaders, for purposes of training to strengthen their performance capacity. ‘I salute Bishop Lwere for this unique innovation. This is the first programme of its kind to be organized by an ordinary person’, Rugunda said.

In a communique issued at the end of the conference, the Local Government Leaders committed themselves to promote Team work, Good work ethics, Promote Transparency, Accountability and Servant Leadership. The function was attended by the Minister for the Presidency Frank Tumwebaze and the Executive Director KCCA Jennifer Musisi Semakula.
