Tourism Minister, Epharium Kamuntu

Government has revealed plans to an amendment of the Uganda Wildlife Authority Act to cater for compensation of victims of human-animal conflicts.

Tourism Minister, Prof.Epharium Kamuntu, told Parliament that amendment would allow proper demarcations

of wild life reserves that would be minimize incidences of animals straying to people’s homes.

This is was after the Agago Woman MP, Judith Franca Akello, asked the Kamuntu to explain why the Uganda Wildlife Authority plans to turn Kaket Parish in Lapono Sub-county into a game reserve.

She said that there have been protests lately over the said plan with many locals complaining about wildlife destroying their property especially farms.

Kamuntu  apologised for the animal human conflict but denied that there are any plans to transform land into wildlife reserves as reported in the media.

However, Katerera County MP Hatwib Katoto and Akello wondered why the government cherishes the lives of wild animals and neglects that of humans in such conflicts.

Kasese Municipality MP, Robert Centenary, asked the Kamuntu  to bring an amendment to the wildlife Act with a provision to compensate victims in such conflicts.

In response, Kamuntu told the house that the Amendment has been passed by cabinet and will be in Parliament soon.
The Speaker Rt. Hon. Rebecca Kadaga requested that the process of tabling the amendment before Parliament be expedited.

Ssemujju Nganda the Opposition Chief Whip.

The Kasese Members of Parliament led by the Opposition Chief Whip, Ibrahim Ssemujju Nganda, insist that the attack and killing of civilians by UPDF and police officers was unnecessary and avoidable and that such incidences should not ever happen again in the near future.

The MPs who included: Bukonjo East Halord Muhindo, Kasese Municipality MP, Robert Centenary,Bukonzo West MP, Atkins Katusabe and Busongola East MP, William Nzoughu told journalists at Parliament that if government security officers had not attack Mumbere’s palace, there would have been no senseless killings like it was.

The MPs are not sure whether the security officers were killed by the civilians since there were uncoordinated security movements during their shooting.

MP Katusabe who witnessed the killings said that the order from the President overtaken the negotiation between the Army commander, Prime Minister and King Mumbere to resolve the matter peacefully.

They demand the President to prevail over security to stop killing people in Kasese, calling for independent probe into this perceived massacre and Genocide and vowed to report the matter to international criminal court so as the individuals perpetrators are charged against Humanity.

55 people, including 41 rebels and 14 police officers, have been killed in clashes between the army and what government termed as rebels in Rwenzori region.

Government is to investigate the alleged mining investor in Kasese who is engaging in other activities outside the terms and conditions that were stipulated during the licensing of his business.

This after Kasese Municipality MP, Robert Centenary, has reported to Parliament Chinese mining investor during the plenary session of Parliament presided over by the Speaker Rebecca Kadaga, Centenary pointed out that one Himatibet came to invest in copper mining industry but has turned into other things which was not meant to be invested in.

Centenary told Parliament that the mining investor has abandoned mining activities and diverted to timber treatment and hiring houses to become landlord and collect rent.

He asked Government to take extreme interest in monitoring the Investors activities since some come in the Country to investment and become a problem to the people at the ground.

In response the Prime Minister Ruhakana Rugunda, said Government is going to investigate the investors who come into the Country because some are not genuine to the expectation so that an action is taken.

He said Government will scrutinize the investors who come in the country.
