This morning, Munyagwa stormed Kawempe Division headquarters with three aides and ordered the junior workers to close the division offices for two weeks. He also ordered police that was deployed at the divisional headquarters to vacate the premises because they had genuine concerns for the protests.

The Kawempe District Police Commander James Achieng, said the division offices are public and cannot be closed on the whims of an individual.  As a result, Munyagwa left the division offices and stormed Bwaise Market where he started mobilizing his supporters to engage police.

Munyagwa claims that he decided to close the division offices to protest a decision by Jennifer Musisi, Executive Director Kampala Capital City Authority to freeze the division accounts. He says that decision to freeze the divisional accounts has denied his chance to provide services to his electorate.

Erias Lukwago, the lord Mayor Kampala says there are serious concerns that need to be addressed in city to avoid ongoing protests. Lukwago also says that he has lost hope that parliament will amend the KCCA act to address concerns of the political leaders in the city.

Lukwago was expected to meet the mayor Kawempe and Lubaga division to chat away forward over their concerns. On Friday last week, police foiled another attempt by Munyagwa to close the division office. Munyagwa was arrested and bundled onto a waiting police car before he was charged at Nabweru magistrate’s court with inciting violence.

Munyagwa while addressing the journalists in Kawempe today said all the divisions activities have been put on halt due to lack of money.

He cited the example of Kampala Capital city Authority clinic in the division which has been highly affected by this action.

Munyagwa says he has suspended the collection of the trade license tax as ordered by the executive director Jenifar Semakula Musisi because it was illegally re-introduced.

However the communication specialist in the office of the executive director Patrick Mugenyi clarified that according to the law governing Kampala Capital City Authority the executive director works as the new accounting officer of the division and therefore no money moves without her approval.

He added that any division to receive money it has to submit its financial plan to the executive director and once approved the money is sent to the division.

Mugenti also clarified that trade license where re-instated by the ministry of local government.

He further said there some illegal tax collectors in Kawempe division and they have liaise with the CID be apprehended.
