According to the National Council for Higher Education (NCHE) investigation report that was released yesterday (daily monitor) indicate the most Universities in Uganda are working  below minimum standards.

Some universities were found to be offering unrecognised academic programmes while others have a low student enrollment and academic staffing levels that do not meet operational requirements.

Below are the Universities that NCHE believe are working below standards.

Kampala International University (western campus) had undeclared affiliations with different institutions, teaching some unaccredited programmes at its western and main campuses. Although the university registered improvements, NCHE revealed that teaching sites at Hoima Regional Referral Hospital, Kiryandongo and Fort Portal hospitals were not approved.

The NCHE also noted that the university had a good staff development policy, scholarships which cover tuition and there was evidence of ongoing research and publication.

Mbarara University of Science and Technology the investigations discovered that it offers unaccredited PhD programmes and affiliations despite of the organised managerial structures and relev ant science courses.

Gulu University had unpaid salary arrears for staff of up to Shs700 million, staff were promoted to senior lecturers and associated professors without PhD qualification and other requirements.

Kyambogo University lacks adequate funding, enough office space which requires building new structures as well as understaffing with a few lectures holding the biggest load work.

Ankole Western University had issues with statutory remissions, the quality of infrastructure  quality assurance and also had a number of staff members indicated on the staff list which does not appear on the staff payroll.

Despite of the fact that the university had a good governance structure, its land titles had not been transferred into the university name, non-submission of annual reports to NCHE and had inadequate financial resources evidenced by outstanding obligations.

Valley University of Science and Technology has low student enrolment, poor quality furniture in some lecture rooms, no separation of powers between the owners and the management and the university management not fully constituted.
The office of the Vice Chancellor was not befitting and the university administrative offices were not properly demarcated. However, the university had a good quality spacious infrastructure and also engaged in some projects to promote community developments, among others.

University of St Joseph had inadequate staff with no professor, lacks clear development policy, some staff indicated as full staff were indicated elsewhere in same category and the process of transferring the land from the Archdiocese of Mbarara into the university name was still lacking.

Ibanda University lacks quality of the infrastructure, internet, very low staff salaries, and inadequate academic staff for some programmes although it had good governance structures , high student enrolment.

Kayiwa International University lacks quality infrastructure, still maintaining the gazetted address, record keeping was still wanting and lacked separation of roles.

Uganda Baptist Seminary Jinja registers student enrolment as low as 200, accreditation of all the programmes mounted by institutions have expired and it is heavily dependent on donors and gifts.

Livingstone International University Is understaffed with only 37 members, has few senior staff with the NCHE advising the management to reduce on the number of part time staff, recruit more staff and strengthen the staff associations.

Kumi University The institution has no human resources, has under-qualified academic staff, most programmes have expired and some have been submitted to NCHE for accreditation, but payments have not been made.

Janet Museveni, Minister of Education

The Minister for Education, Janet Museveni, has pledged to strengthen monitoring in Primary Teachers’ Colleges so that they can meet the required standards.

She made the remarks on Monday at the release of the 2016 grade III certificate exam results where 10,131 out of 16,273 candidates who registered passed the Grade III exams.

The performance was better in all subjects including Maths and English that were previously performed poorly during the 2015 season.

Apart from Math with pass rate of 76%, the candidates managed to pass the rest of the 12 subjects’ local language, social studies, agriculture, and integrated science with a pass mark of over 99%.

Best performing Primary Teacher Colleges were Bundibugyo, Rakai, Bushenyi, Ndegeya (Masaka), Canon Apollo (Fort Portal) with an over-all pass of over 85%.

Meanwhile, the worst performing colleges were all private and these included; Busoga University PTC, St. Baptist Ggaba, Namutamba with below 40% overall pass rate.

The released results also indicated that a total of 5, 600 candidates failed the exams.

Museveni who is also the first lady of Uganda has urged stake holders to ensure that all PTCs including private colleges meet the minimum standards if they are to realize an improvement in performance.

The Secretary General of Uganda National Teachers Union, James Tweheyo, together with he  chairperson of PTC Principals, Beatrice Byakutaga and Dr. Godfrey Bakaira the head of teacher training section at Kyambogo University took time to explain reasons for the poor performance of  private colleges in the country.

The latest ranking of Uganda’s Universities has indicated that Makerere University still leads in the higher institutions of learning in the country followed by Ndejje University which has been ranked second best.

The rankings were released by a University Web Ranking 2016 which also indicated that the newly created Universities of Soroti and All Saints’ are among trailing in terms of University ranks in Uganda.

The research that was also carried out among other Universities in Africa, ranked the top 200 Universities, indicating that the first top ten Universities are all found in  South Africa with the University of Cape Town being number one on the continent followed by university of South Africa and university of Pretoria respectively.

In the East African Region however, Nairobi University is ranked as the best because as captured the 14th position, followed by Makerere University which also scored the 18th position.

The list shows that Soroti and All Saints universities are trailing in the last positions in Uganda, followed by Uganda Pentecostal University, St. Lawrence University, St. Augustine’s International University and Bishop Stuart University in that order at the bottom.

Besides Makerere and Ndejje as the best Universities in Uganda, the ranking indicates that Mbarara University of science and technology is 3rd, Uganda Christian University 4th, Kampala International University 5th, Kyambogo University 6th, Uganda Technology and Management Univeristy (UTAMU) 7th, Uganda Martyrs University 8th, Victoria University 9th and International University of East Africa scoring the 10th position.

Others are Islamic University in Uganda, Gulu University, Mountains of the Moon University, Bugema University, Muni University, Nkumba University, International Health Sciences University, Busitema University, Muteesa 1 Royal University, Livingstone International University, Cavendish University, Busoga University, Kampala University, Kabale University, Kumi University and African Rural University in that descending order.

Sports Club Villa unveiled Deo Sserwadda as a new head coach at Jevine Hotel in Ndeeba on Sunday 26 June 2016.

The former SC Villa who won the league in 2006 and the Uganda Cup in 2005 with Uganda Revenue Authority replaces Ibrahim Kirya as the new head coach.

The CAF B license holder signed a two-year contract with a promise of bringing the glories days back to SC Villa.

Club President Eng. Immanuel Ben Misagga explained the reason behind replacing Kirya who guided Villa to a fourth place finish last season and the Uganda Cup triumph in 2015.

“The main reason for replacing Kirya is lack of qualification and thus had to make a cost effective decision,” he said.

Misagga added: “Unlike the rest, sserwadda won the league with Uganda Revenue Authority and also the Uganda cup and we want to win trophies.”

Sserwada stated how he was pleased to be back and assured fans of doing the job well.

“First of all, am glad to be back home,” he stated. “I thank the executive for trusting me with this job and I assure you, am going to do the job wholeheartedly and with the backing of all stakeholders, am confident of doing the job”, Sserwada added.

Sserwadda  who used to play left back and featured greatly during SC Villa’s dominant period of 1998-2004 becomes the club’s sixth coach in three years since Misagga took charge.

He has  been coaching First Division side Police Mobile and Kyambogo University and will be assisted by Shafik Bisaso and Christopher Robo

A probe by the Inspector General of Government into the mismanagement of Kyambogo University has unearthed wide-ranging decay at the Institution from failed students being aided to graduate, to lecturers subletting University residences to students in violation of tenancy agreements.

In a report released to the Speaker of Parliament Rebecca Kadaga yesterday, the Inspector of Government, Justice Irene Mulyagonja, also punched holes in the skills majority of top management officials at the University, dismissing them as incompetent and noted that this university has one professor yet it is the second largest government university in the country.

Parliament in 2012 directed the IGG to probe Kyambogo University following a spate of student strikes and allegations of mismanagement and corruption by top officials at the Institution. The IGG investigation also found that the skills of a person holding the offices of University Secretary, Dean of Students, Academic Registrar and Bursar of the University left a lot to be desired. The University secretary was found to be incompetent and totally out of depth.

The IGG observed in the report that the removal  of the former Vice chancellor Kyambogo university, Prof. Isaiah Ndiege, from office has not brought much satisfaction to this university staff about their leadership because  currently there are new waves of complaints about the administration of  the Acting Vice chancellor Prof. Eli Katunguka. The IGG investigation also found support for allegations that there have been instances where marks have been altered to facilitate failed students to graduate.

The report by IGG indicates that the staff still complain about irregular appointments and promotions at Kyambogo university by Prof. Katunguka. Other complaints include corruption in handling of university tuition and admission of students that are not registered up to graduation time.

To resolve the mess at the institution, the Inspectorate of Government recommends an amendment of the University and Other Tertiary Universities Act to specify membership to the University Council and an independent assessment to reshuffle the structure. Speaker Rebecca Kadaga agreed with the IGG saying government has ignored the education institutions but as soon as members of parliament get done with the party primaries, she is to forward the report back to the committee on education.

Kyambogo University will reopen in November 2012 after the police are through with its investigations.

The university will reopen after a probe into the university teaching staff strike that last week resulted into the institution’s closure.

Sources privy to this information told our informers in the field that Kyambogo University will reopen after the probe committee finalises with all its inquiries into the gross mismanagement and abuse of office at the university.

Sources told us that after the police is complete with its investigations, the IGG will also have to first come in before the university is reopened.

The chairman of Kyambogo University, Prof. John Okedi also confirms that their university will reopen in two months time. He says that even embattled Kyambogo University chancellor prof. Isaiah Ndiege will remain in office.

As you may already be aware that the term for Kyambogo University Council expired in April 2012, the institution is now calling for applications from qualified persons to fill up the vacancies.

Kyambogo University spokesperson Lawrence Madete says that the university is receiving names from constituencies to the council and any member who wants to represent his/her constituency to the council is free to do so.

We have been told that some members of the former university executive are likely to bounce back but still the university wants to recruit more new members. Madete says that Kyambogo University is ready to welcome whoever comes to work at their institution of learning.

The members on the 23 member Kyambogo University council are drawn from Institute of Professional Engineers, government, National Union of Disabled Persons of Uganda, academic and non-teaching staff and students’ guild and they serve a four- year renewable term.

A combination of anti riot police and regular police has shot bullets and tear gas into the groups of government aided students at Kyambogo and Nkumba University.

The students of Nkumba and Kyambogo universities staged strikes on Tuesday morning over allowances and poor sanitation. In the process the police bullets injured over five students of Kyambogo University and the good Samaritans rushed them to Mulago Hospital in critical condition. Also some students suffocated after the policemen reportedly fired tear gas in their rooms.

Business around Nkumba and Kyambogo universities also came to a standstill after the students’ lit fire in the middle of the roads.

The students blocked the roads this time protesting against the increasing police brutality in Kampala. The students also shattered door and window glasses of cars and buildings.

The National Water and Sewerage Corporation (NWSC) has disconnected Kyambogo University leaving the toilets there to stink.

The students and some of the administrators of Kyambogo University allege that NWSC disconnected the institution of learning over non payment. Now over 20,000 people the university houses are fetching water from nearby wells and dirty water sources.

Now we are told that the university’s sanitation and health services are poor due to the shortage of water at Kyambogo University.

Kyambogo University has been failing to address water problems for over three times. The students at Kyambogo University are planning a violent strike if their university fails to address the water crisis.
