Some NRM MPs have attacked the president for holding meetings as the way of dividing the party on issues of the constitutional amendment and Mabira give away.

The mps lead by Lwemiyaga county mp Theodore Sekikubo said that the president has been holding night meetings with some NRM mps soliciting for their support on what has been opposed by the majority mps during the caucus.

Sekikubo said that the proposals that are being put forward are matters of national concern and therefore they should be discussed in the open. He says by the president choosing a few members means that the president is using divide and rule which will not work in the modern society.

According to Kampala central MP Muhammad Nsereko the president is using the wrong approac. He says that trying to divide parliament into groups means that the president is becoming an enemy to the people. He says that Uganda is faced with a lot of problems and therefore its only unity in parliament that can easily help get solutions.

Ndorwa east MP Wilfred Nuwagaba expressed concern that the tricks which were used to lift the term limits are coming again. He however cautioned those behind the move to stop immediately saying that Ugandans are ready to do anything to defend themselves. He pointed out the Prime Minister Amama Mbabazi as the person behind the move.

Rubanda East MP Henry Musasizi called upon the president to come out and show his side saying that matters of Mabira and bail are national issues which do not require secret meetings.

He says that the president should come out and explain whether he is doing whatever is being done to divide the caucus or if they are done behind his back.

Rwampara county mp Vincent Kyamadidi said that it is only prayers should help some people to understand the truth on Mabira and bail. He warned NRM against clicks saying that they will be a basis of its down fall.

Meanwhile the vice chairperson of the NRM caucus David Bahati acknowledged the meeting but declined to give details of what was discussed.

He however said that the president has the right to meet whoever he wants to meet saying that presidents invitation should be taken in good faith. Bahati says that the president can meet any mp and says that what matters is what is being discussed.

Kinkizi east mp who is also the commissioner of parliament DR Chris Baryomunsi is opposed to the president’s suggestion on denying suspects bail.

Baryomunsi says that the proposal in question is against the law because without offering bail to suspects it means that courts are convicting someone without trial.

He says that much as the president has the right to express his views he should go through on certain aspects.
He added on that whatever is causing problems in the country is politics and therefore must be solved using political solutions than interfering with the laws. He says that amending the constitution is not necessary in Uganda today saying that what is needed is handling issues in a proper way.

The President made a suggestion that parliament amends the constitution to deny bail to suspects of particular crimes namely rape, defilement, treason, murder and economic sabotage. He said that if someone is accused of such crimes they should be detained for 6 months without applying for bail.

President Yoweri Museveni is still insisting to have the constitution amended to have the right of bail to suspected rioters, economic saboteurs and defilers scrubbed.

In his closing remarks at a three day retreat of Members of NRM party at State House Entebbe  Museveni told MPs that to maintain the development in the country, there is need for law and order, which he said can only be achieved by his proposal law. But some MPs who were in Entebbe say the law is not practical.

MP for Katerera County in Rubirizi District Hon Hatwib Katoto in an Interview with Journalists at Parliament said he will do all it deserves to oppose the move to scrap Bail from the Constitution saying it infringes on People’s rights and they must exercise it.

However Samia Bugwe North MP John Mulimba said Ugandans must wait for a report from the Committee of Lawyers headed by the Prime Minister Amama Mbabazi which has been mandated to scrutinize the proposed draft bill so that they can discuss it on informed ground.
