Uganda ElectionsThe Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) has    all legible voters not to boycott the 2016 polls and vote for the leaders of their choice.
Speaking at the launch of the new voter campaign dubbed Votability, at Imperial Royale Hotel in Kampala the Executive Director Foundation for Human Rights Initiative who doubles as the head CEDDU Livingstone Ssewanyana asked Ugandans to always participate in all electoral processes give that such processes shape the nation’s destiny.
The chairperson of the Parliamentary Commitee on Human rights who is also the Mitooma District Woman Member of Parliment Jovah Kamateka called on all Ugandans to respect the electoral rules and guidelines if the process is to be fair and democratic.
The head of voter education in the Electoral Commission, Charles Mashate cautioned NGOs  that will be accredited to oversee the election process not to overstep their mandate but instead work as per the agreed upon rules of monitoring elections.

The Foundation for Human Rights Initiative has warned Ugandans against mob justice which it says reckless negligence of what the law requires Ugandans to do when they get other Ugandans committing crimes.

According to the proper procedure the law requires that if a citizen gets another committing a crime then such a citizen should take that other citizen to the nearest police stations but which some Ugandans neglect and instead beat up such suspected criminals.

The FHRI has said in its bi-annual report for the period of Jan- June 2010 that Ugandans should not simply take the law for granted and purport to execute their own justice by committing mob justice against such suspected criminals.

FHRI says the law is clear on what Ugandans have to do when they come across suspected criminals and it is imperative that Ugandans follow exactly that.

According to the Police annual crime report in 2009, mob justice was one of the most commonly reported crimes. This has continued in 2010 as the FHRI report suggests that scores of people have been lynched to death by mobs.

Unfortunately no prosecutions have been concluded in of the cases related to mob justice and in some cases there were even no arrests made.

The Chairman of the Foundation of the Human Rights Initiative Livingstone Sewanyana has expressed delight over the recent decision of the constitutional in which it declared the law on sedition unconstitutional.

The declaration of the law on sedition as unconstitutional has come as big relief to journalists who have been the principal victims of the law as it was said to be used by the government to harass journalists and infringe on their rights.

Sewanyana has told journalists at Hotel Africana that as human rights activist he thinks this is a victory of for the people that fight for human rights and he is extremely delighted by the courts decision.

Journalists have been battling in court over the years with government over the law on sedition. The law provided for under the penal code people’s of the freedoms of expressions and speech by unnecessarily restricting that freedom.

The law had been made during the colonial days in bid to curtail on the freedom of Ugandan’s to speak out against the colonial government and there has always been a feeling among  that the law had out lived its importance in this democratic society.

The Foundation of Human Rights Initiative has appealed to government to strengthen the laws that govern people that are involved in selling medicines in the country.

While Speaking to journalists, the Chairman of the Initiative, Livingstone Sewanyana has said that all people have a right to good health and so the government has every reason to take matters of health seriously because they are a people’s right.

Sewanyana says one of the ways that the government can help Ugandans fully enjoy their right to health is through reforming the laws that concern the people that sell drugs such that not every Tom, is allowed to sell drugs Dick and Harry which is happening now in the country because the law is weak.

He has also called upon the government to honor its commitment to the Abuja Declaration where it promised to commit at least 15% of its annual budget to the health sector by 2015.

The government will only commit about 9.6% of its 2010/2011 budget to the health sector and is said not to be on course to achieve the ultimate requirement of 15% national budget funding to the health sector by 2015.
