The parliamentary forum on youth Affairs while appearing before the presidential Affairs committee

The parliamentary forum on youth Affairs while appearing before the presidential Affairs committee rejected the Kampala capital city Authority Amendment bill 2015 which is currently on for scrutiny.

During the committee seating chaired by Adjuman district woman MP Jessica Ababiku on tuesday, the Research and policy officer with parliamentary forum on youth Affairs Saraha Akello said that the bill in its current form excludes the youth in KCCA administrative structures.

“The youth and other marginalized groups such as women councils, disabled person’s council and elderly persons have no place within the proposed new KCCA framework, calling for provisions to be inserted in this bill for their existence.” Akello said.

The bill should accommodate the youth in Kampala and provide a section which allows the Authority to fund the youth and other special interest groups activities to avoid them being isolated without support.” She added

The proposed Kampala capital city Authority Amendment bill 2015 seeks to trim the lord mayors political powers which some MPS  on the committee saying would disfranchising the voters .

Councilors at the Kampala Capital City Authority (KCCA) on Monday unanimously agreed to give part of the functions off KCCA to the Urban Divisional Councils.

During a council meeting presided over by the Lord Mayor, Erias Lukwago ,the Chairperson of the Legal Affairs, Bruhan Byaruhanga presented a report to the council seeking a resolution of the authority to devolve some of the functions to the divisional councils.

Although some of the Councilors mainly from the opposition were not in support of the proposal, thinking that they will also be left without any duties to perform but they later hided to the request of the divisional mayors who had earlier walked out of the council in protest.

Lukwago has now directed the committee on Legal Affairs to meet with all the divisional mayors by the end of today to agree on the modalities on how they will consult the central government through the Kampala minister and agree on the way forward how the local councils can be funded and deliver services to the people.

Kampala Capital City Authority (KCCA) political leaders met in a closed meeting yesterday evening (Monday August15) and resolved to work harmoniously without failing each other so for effective service delivery.

The meeting is said to have been attended by the Lord Mayor, Erias Lukwago, Minister for Kampala Beti Kamya ,Division Mayors who included; Charles Musoke Serunjogi,Ali Kasirye  Nganda, Ronald Balimwezo ,Joyce Sebugwawo and Emmanuel Serunjogi .

Also in attendance were Members of Parliament from Kampala for Kawempe North Latif Sebaggala, for Lubaga South Kato Lubwama ,Makindye East’s Ibrahim Kasozi and Lubaga North’s Moses Kasibante .

Speaking to journalists soon after the meeting, the Chairperson of the City Parliamentary Caucus, Latif Sebaggala, said that each person in the meeting was given chance to speak on how they can move together to give Kampala people the service they deserve.

He revealed that the Lord Mayor, Erias Lukwago and the Minister for Kampala, Beti Kamya, agreed to work together despite the recent misunderstanding.

Lukwago and Kamya recently clashed in Parliament where they had been called to give account of KCCAs activities to the legislators among other issues.

However, the two failed to agree on the point of procedure prompting Parliament to throw them out until ‘they sort out their differences’ before they can reappear before the house.

Sebaggala said they plan to have a follow up meeting within 2 weeks’ time to track their progress on working together.

The Parliamentary Committee on Presidential Affairs has expressed shock over the poor state of USAFI market land despite government advancing Kampala Capital City Authority (KCCA)at total of Uganda Shillings 37billion to buy and  refurbish the market to accommodate vendors.

The market was purchased from one Umar Ssekamate as a way of increasing the authority’s revenue and relocate vendors who roaming the streets to a more centralized place.

However, Members of Parliament sitting in the committee chaired by Col. Fred Mwesige while discussing the matter noted that KCCA had not put the money in good use. They said most building in the market are dilapidated with most vendors failing to operate their business there sighting a high cost of operations in doing business there.

Suzan Amero,the committee’s  vice chairperson and also woman MP Amuria district, said they considering summoning City Director of Planning, the Lord Mayor,Erias Lukwago, former minsters for Kampala, Frank Tumwebaze and the KCCA’s Executive Director, Jennifer Musisi to come and explain to members were the market is not operational to the expected standards.

The MPS are also concerned on why the city authority enforcement officers continue to harass and confiscate properties of vendors on the streets.

Simeo Nsubuga, the Kasanda South MP in Mubende district questioned why there are uncoordinated finance reports from KCCA saying the authority has indicated dishonesty in the procuring process of this market.

Rubaga North MP Moses Kasibante also wondered why KCCA would invest
this huge amount of money to purchase such a market yet there are other markets located at the outskirts of Kampala which require less resources for development.

Lord MayorKampala Lord Mayor Elias Lukwago has called a meeting of all elected division mayors and lord councilors of Kampala to discuss a way forward following a letter by the inspector general of police General Kale Kayihura   to KCCA executive director Jennifer Musisi to post pone the swearing in ceremony for these elected leaders  from 1st June to 6th of June.

This inspector general of police General Kale Kaihura wrote a letter to Jennifer Musisi asking her to postpone the exercise saying that the police is currently incapacitated to sufficiently provide security at the ceremony and the celebrations that will follow since the police is now concentrating on securing the visiting heads of state and the pilgrims who are trekking the country for martyrs day celebrations due on 3rd next month.

But addressing a news conference at his offices in Kamwokya, Lukwago said that the postponement of the swearing in ceremony is just intended to block him from taking oath.

Elias LukwagoA group of youths operating from Kisekka Market is claiming that they have withdrawn their support for the incumbent Lord Mayor Elias Lukwago for alleged disappointment that he has delivered them nothing other than fueling disagreements.
The group which gathered at Continental Club in Kawaala claims to have supported Lukwago with expectations unfortunately he has gone through the five year term without realizing their expectations including acquiring job opportunities and wining business contracts for them to generate jobs for their loved ones. The group also invited the DP Mayoral Flag Bearer Isa Kikungwe who noted that Lukwago’s attempt to seek for another term is blindfolding Ugandans because he will get to the same obstacles like he went through because he will meet the same opposition in council.

The Kampala Capital City Authority (Amendment) Bill, 2015 has been differed indefinitely by the parliament. This after the Minister for Kampala Frank Tumwebaze requested parliament for the rules of procedure to be suspended so the KCCA amendment bill 2015 can be debated on a later date.
The chairperson of the parliamentary committee on Presidential affairs Col . Fred Mwesigye says the committee has embarked on a consultative process on the KCCA bill which some MPs say could be wrong since the nomination of the lord mayor was conducted by the electoral commission. The woman member  for  Kaberamaido district, Florence Ibi Ekwau,  questioned how parliament continue with this bill when nominations for Lord mayor are finished but the speaker said that the court has not put an injunction on the KCCA  amendment bill process.

The public had contemplated that Government will withdraw the KCCA Bill that proposes to scrap the election of Kampala Lord Mayor through adult suffrage when the electoral commission continued with the nomination of the Lord mayor candidates.

Kyadondo South MP Hon Isa Kikungwe wants Kampala Capital City Authority Legal Committee to explain their report on the election of the Lord Mayor which they handed over to the Minister in Charge of Kampala Frank Kajiji Tumwebaze.
Isa Kikungwe who is also intending to aspire as Kampala Lord Mayor made these demands while addressing a press conference at his MASSA offices at Kabuusu in Kampala. He says that the capital city authority legal committee which includes Concilor Shifra Lukwago, Benerd Luyiga among others deliberated on this matter and handed a report to the Minister in charge of Kampala Frank Mwebaze which recommended that the election of the position of the Lord Mayor remains an adult suffrage unlike what the Minister is coming up with.
 
He says that since there is no legal document to terminate the election of the Lord Mayor through adult suffrage he is to nominate next week on Tuesday but threatened to seek legal redress against the electoral commission once he is not nominated on this day.

Opposition members of parliament say that Kampala Capital City Authority (Amendment) Bill, 2015 which they claim is targeting the current Lord mayor Erias Lukwago may attract massive resistance among the people whose rights to vote their mayor is violated if its not dropped. 
The Member of Parliament for Lubaga south John Ken Lukyamuzi says that he will ally with the democratic Ugandans and fight for the election of the lord mayor through universal adult suffrage. He says he cannot be party to the law which seeks to lock out an individual. Lukyamuzi says that if the government is serious about democracy should have a referendum over the way the Lord mayor should be voted instead of dictating for him or her to be voted through electoral college. The Member of Parliament for Busiro East Merdad Segona says that the Kampala Capital City Authority (Amendment) Bill, 2015 is intended to give Ugandans a political head in KCCA who cannot question the expenditure and accountability in the authority.
 
Busongola North member of parliament William Nzoghu says that they will resist this law in parliament and if they are defeated they will ensure that the opposition wins all the Lord councilor seats in Kampala and the Lord mayor remains the opposition member despite being with ceremonial work.

The Minister for the Presidency and Kampala, Frank Tumwebaze, says that it will be difficult to return the Lord Mayor in office without the involvement of Councillors in the purported talks between the opposition and government. He made the remarks during the Parliament’s sitting today chaired by the deputy speaker Jacob Oulanyah.

Minister Frank Tumwebaze’s assurance came after the Government Attorney General Fred Ruhindi, together with the Second Deputy Prime Minister Moses Ali confirmed to Parliament that negotiations were underway between government and the Opposition to return Lukwago in office. Tumwebaze told Parliament that KCCA conflicts are not between Government and the opposition but between the Lord Mayor and the Councillors who petitioned accusing him of incompetency.

The Deputy Speaker of Parliament Jacob Oulanyah has today, for the third time, refused to handle matters of KCCA and said that this issue will be handled by his head Rebecca Kadaga. Oulanyah further issued an ultimatum of one month between Government and the opposition to resolve the conflicts in KCCA.
