The Public service and Local government committee of Uganda parliament has officially suspended Pioneer Easy Bus Company Ltd operations. The pioneer easy bus project was supposed to kick off on March 1st 2012.

The parliament halted pioneer easy bus project during a meeting with the Kampala Capital City Authority (KCCA) Executive Director, Ms Jenifer Musisi and Lord Mayor of Kampala Erias Lukwago.

The woman MP for Kalungu district, Florence Kintu summoned the KCCA director and Lukwago to explain to MPs the circumstances under which Pioneer Easy Bus Company Ltd obtained a contract to operate in the Metropolitan area which includes Wakiso, Kampala and Mukono.

The MP said that their committee based on the submissions made by the KCCA officials to halt the contract of Pioneer Easy Bus Company.

The parliament launched investigations into the validity of Pioneer Easy bus company contract to operate in Kampala Metropolitan area following a petition to Parliament by leaders of Mukono and Wakiso districts seeking Parliament‘s intervention to inquire the legality of the contract pioneer Easy bus signed with KCCA.

Shell Uganda has dragged the minister of Justice and Constitutional affairs Kahinda Otafiire and his company, Benzina(U) Ltd over a breach of contract to the commercial court.

In the suit, Shell contends that in November last year, Otafiire received 1.2bn shillings from it after entering into a lease agreement for land located in FRV304 folio, Plot No.174.

Through Ssebalu and Lule advocates, shell claims that Benzina asked that Otafiire be the lead negotiator in the agreement and also mandated him to receive the agreed dround rent.

Otafiire in his letter dated 19th of last month allegedly conceded receiving the said money and dispensing it to Benzina accounts.

The aggrieved Petroleum Company avers that Benzina refused to vacate the land and started throwing out shell agents from the petrol station.

Shell now seeks for an order of specific performance of the said lease agreement or alternatively receives compensation for damages for breach of contract and also returns the paid money.

Shell claims to have lost income at a minimum monthly rate of 8m shillings due to the non use of the land from the first day of last month when the agreement commenced.

It seeks 1.2bn shillings compensation in special damages also court to order respondents to pay costs of the suit.

Former Inspector General of Government and currently a high court judge Faith Mwondha has dragged the Monitor Publications Ltd, the editor of Sunday Monitor and Emmanuel Gyezaho accusing them of defaming her.

Mwondha says she is aggrieved by the two defaming articles published in the Sunday Monitor newspaper in August 2007, indicating that she was fraudulently receiving two salaries, one as IGG and another as a judge.

She says that the said articles showed that government had commission an investigation against her and a report had been made recommending that she should be sacked and prosecuted for offences of corruption and abuse of office.

Mwondha is seeking for general and aggravated damages and also an injunction restraining the respondents, their servants and agents from publishing such false and malicious statements against her.

She also wants court to order them pay costs of the suit.  Mwondha has filed the suit through Omunyokoo and Company advocates.

Former NFA lawyer Molly Karuhanga has named three senior personalities in the controversial award US$1.9m to a local company Beachside Development Ltd.

Appearing before the public accounts committee (Pac) chaired by Maxwell Akora (Maruzi), Karuhanga who even shed tears before the committee as she tried to defend herself on the controversial payment named west budama MP Fox Odoi, judge Ralph Ocan (Masindi resident judge) and Charles Twagira.

The committee had to adjourn several times as Karuhanga wept in a testimony she gave to the committee where she denied having signed a consent judgment in which the court award to the company was done.

Molly together with bosses of NFA led by acting executive director Onyango had appeared before Pac to explain circumstances under which a local company Beachside Development Ltd ‘conned’ NFA of US$1.9m (close to shs5bn) in compensation of a botched forest deal in Entebbe.

The committee heard that this company owned by MP Fox Odoi, Judge Ralph Ocan and Charles Twagira took NFA to court accusing it of breach of contract and demanded for US$8.6m for damages from NFA after it cancelled the deal.

This company it emerged through Twagira in September 2005 approached NFA seeking for a 50-year lease offer to manage and also set up an eco-tourism center (beach) on the 209 hectare forest located at Kwewaga-Entebbe.

However, after several correspondences and dealings relating to this transaction between NFA and the company, NFA terminated the project and it was dragged to court.

The committee however, discovered that much as Twagira Charles in his own capacity is the one who approached NFA in September 2005 seeking for this deal, when time for compensation came, the Beachside showed up.

The committee is continuing to investigate the matter.

The government has denied media reports that the delay in completing Bujagali power dam will cost the country 285 million shillings.

The state minister of energy Simon D’Ujanga says it is the drought that has affected the production of the hydro power generation.

D’ujanga says the country’s current power demand is about 450 mega watts yet the machines at Kiira and Nalubaale can generate only 350 MW leaving a deficit of 100 mw.

Media reports indicated that since 2006 to date, the Government has paid over US$ 470 million in power subsidies yet there has been a persistent the increase in tariffs.

The minister says consumers will continue to experience load shedding because the drought will take about five to six months.

Meanwhile, the managing director of Uganda Electricity Distribution Company Ltd, Erias Kiyemba appeals to the public to assist the government and report those who engage in power theft as one of the ways to reduce power loses.
