Interdicted former principal accountant in the prime minister’s office, Geoffrey Kazinda, has this morning been produced at the Criminal Investigations Directorate in an ambulance.

Kazinda and four others are being investigated over an alleged fraud scandal in the prime minister’s office.

Kazinda was recently released on police bond but the police say investigations into the matter revealed fresh incriminating evidence leading to his re-arrest over the weekend.

Kazinda however was not detained due to his poor health and was instead admitted to case clinic from where he was produced by his lawyer Mcdusmand Kabega this morning.

The CID director Grace Akulo says it is unusual that a suspect reports for questioning without summons.

She has now decided that Kazinda be taken back Case clinic where he will be examined by the police doctor to ascertain his health status.

Kazinda and his co accused were earlier charged with embezzlement, causing financial loss of over Shillings 316 million, forgery, causing financial loss and false accounting.

They are also alleged to have forged fuel vouchers, falsely claiming that vehicles from the Prime Minister’s office were fueled at Total Petrol station Ntinda.

Former Kampala city associate Bad Black doesn’t stop to amuse. The day was Thursday and the venue was Luzira prison. A team of her associates had gone to pay her a visit.

The prison authorities after checks permitted Bad Black’s visitors to check on her for a few minutes. Bad Back looked happy to see her visitors who were led by her relatives and close friends.

But during the conversations Bad Black told them that she was so disappointed at Luzira because there is a lady who displeased her sometime back now stays with her in the prison cell. Bad Black says that she is so mad about this and that she cries bitterly over her presence in the same cell with her. Bad Black says that the said woman was once a close friend of hers but they later separated after the woman walked away with Black’s former boyfriend.

Luckily for Bad Black, she got the white man whose money later brought her problems which made her imprisoned for four years.

The woman who disappointed Bad Black went into bad deals and surprisingly they now stay in the same cell at Luzira prison. Bad Black says that whenever she wants to talk or whispers to anybody the woman who disappointed her will be the one to listen or to look on.

Following an outbreak of Ebola in Uganda, the Uganda Prisons authorities banned all visits to prisons including Luzira prison. But the FDC president Col. Kiiza Besigye says this could be a ploy by the government to block the assistance FDC has been sending to political prisons whom president Museveni’s government imprisoned without trial.

However Frank Baine, the prisons spokesperson says that the visits were banned as one of the measures to prevent the spread of Ebola in prisons.

“The suspension of visits at Luzira prison is aimed at preventing infected persons from coming into contact with prisoners at Luzira,” he says.

But Col. Besigye has challenged the prisons authorities to sensitize prisoners on the spread of Ebola than banning normal visits.

Ebola broke out in Uganda three weeks back and it has so far killed over 30 people around the country and scores of others are still under doctors’ surveillance.

It seems whoever has access to guns in Uganda has a right to kill and walks away safely. When you open newspapers printed in Uganda you can not fail to read stories of policemen, soldiers and state aides who have shot people to death and investigations into the matter stops naturally.

The spokesperson of Uganda’s main prison, Luzira, Frank Baine, told journalists that the prison warders have a right to shoot stubborn inmates and they have no case to answer since they do it in the line of duty.

Baine says that the prison warders are free to fire bullets at any prisoner who attempts to escape or who attempts to disarm the prison officers. Baine gave an example of an inmate at Luzira who was shot in the legs on Monday as he was attempting to flee.

Bernard Wabwire is now nursing bullet wounds at Mulago Hospital after he was shot in a futile escape attempt at Luzira magistrate’s court.

Baine says that the Prison Act allows use of guns in order to apprehend prisoners trying to escape.
The Penal Code Act provides that a prisoner who attempts to escape from custody is expected to serve a sentence ranging from six months to two years in addition to his previous punishment.

Today our informers trekked to Luzira Upper Prison to check on some of the inmates on remand and others who are already convicted.

They met with former Arua Municipality MP, Godi Akbar and former Toro Prime Minister John Katuramu and veteran journalist, Tedy Sezi Cheye among other prisoners.

The inmates mentioned were in Great Spirit. The prisons officials stopped us from visiting other inmates because we could expose the prison secrets to the public.

Our informer Walakira Nyanzi handled over three copies of a book about the political genius of Abraham Lincoln called ‘THE TEAM OF RIVALS” to former MP Godi Akbar, Katuramu and Tedy Sezi Cheye. Katuramu and Godi were convicted over murder while Cheye corruption. Some of the prisoners interviewed told our news squad that cases of homosexuality and out break of cholera were so many inside the prison.

Inmates at Luzira prison have petitioned UN to register their claims which involve the long detention in prison without trial. Some of the prisoners who have petitioned UN include those who were arrested during theBugandakingdom riots in 2009.

The inmates in their petition indicated that many prisoners are languishing at Luzira prison and other unknown places after theBugandakingdom riots when President Museveni’s security agents blocked the Katikkiro of Buganda Eng. JB Walusimbi from visiting Kayunga ahead of Kabaka Ronald Muwenda Mutebi’s visit in the area.

The Kabaka was scheduled to visit Kayunga to openBugandakingdom youths day cerebrations. A number of the suspects were reportedly picked from their homes, places of work and places of worship. Painfully to note, the whereabouts of some of the suspects ofBugandariots is not started. The inmates want UN to assist them to urgeUgandagovernment and security agents to release them.
