Makerere University administration has suspended one of its senior staff for allegedly sexually harassing a female student in the latest sex scandal to hit the country’s oldest public university.

The university administration identified the offender as Edward Kisuze, an administrative assistant in the Department of the Academic Registrar. This follows a picture that circulated on different social platforms especially WhatsApp on Tuesday that showed a man, in an office, bending between the legs of a young woman, seemingly licking her private parts.

In a letter dated April 17, 2018, the acting Vice Chancellor, Professor William Bazeyo, said he was responding to a complaint of sexual harassment from the student, who has since been identified as Racheal Njeri Njoroge of Kenya origin

Kisuze was there by suspended from university service on half pay immediately to allow a smooth investigation into the matter. He was strongly advised to desist from any access to the senate building premises and interactions with students of Makerere University until investigations are completed.

The university spokesperson, Ritah Namisango, claims Kisuze had been arrested by the Uganda Police Force.
The incident comes a month after Dr. Swizen Kyomuhendo from the Department of Social Work and Social Administration was on March 1 suspended from university service after a television expose` left him in a compromising state with the un-named female student troubled with her marks she needed to graduate on time. The expose` indicated the beleaguered university lecturer had suggested meeting the student in a hotel room. Makerere has appointed a Commitee to investigate the matter.

In a statement produced Tuesday evening, Makerere University Staff Association chairman Deus Kamunyu Muhwezi condemned the act of their fellow staff member, saying sexual harassment has no place at the institution.
Mr Muhwezi lauded Njeri for coming out to expose the guilty party.

Makerere University Vice Chancellor, Prof. John Dumba Ssentamu has today revoked his earlier decision of suspending 15 students who went one strike last week protesting over food and destroying property at the University.

Dumba had yesterday written a letter suspending the students from all university activities until their case is heard by the University’s disciplinary committee.

“You are burred from attending all university activities including lectures, doing tests and course works and any other non academic activities of Makerere. You have have until 5pm (Tuesday) to vacate the University premises,” the letter signed Dumba that also circulated on social media read in part.

However, in what seems a change of the decision after tensions build up at the University today with students threatening to go on strike over the suspension of their colleagues faulting the administration of being arbitrary and unfair.

As tensions mounted,  Prof .Ddumba Sentamu held a meeting with student leaders to resolve the standoff. The meeting was attended by among others, the Dean of Students Cyriaco Kabagambe, the Academic Registrar Alfred Masikye Namoah, Frank Mwesigwa the commander Kampala Metropolitan Police and Makerere Chief Security Officer SP Mucunguzi Jackson.

Dumba had accused the  students who had been suspended for the destruction of the institution’s property during a food strike in Mary Stuart and University dining halls on October 19th.

He said the 15 led a group of students from Complex hall, Lumumba hall, and Mary Stuart in a protest against what they termed as ‘poor quality meals’.

Ddumba says the students including Lumumba the Chairman hall, Gerald Kammanah, Fahad Ndugwa, Joseph Mugume and Solomon Taremwa among others raided Finland bar and restaurant services, which was contracted to provide them meals which is against the University rules and regulations.

The Chancellor of Makerere University, Prof. Mondo Kagonyera has called upon the government to change the system under which students are awarded government scholarships to study at university.

He says the government funding should ensure that bright but less financially able graduates are able to attend university education.

Prof. Kagonyera says the current government sponsorship scheme that sponsors students based on merit of their performance in advanced level exams has benefited students from rich families who are able to take their students to Grade A schools that produce better grades.

He said this while presiding over Makerere University’s 61st graduation ceremony. The weeklong event will see a total of 13,296 students awarded diplomas and degrees in different disciplines.

Kagonyera says the current government sponsorship scheme is increasing the gap between the rich and poor in Uganda and needs to be reversed if Uganda is to attain equitable development.

President Yoweri Museveni recently said the government has finalised plans for a loan scheme that will offer soft loans to students to pay for their university education and pay back after they get employment.

The government currently offers 4,000 scholarships every year to students to study in public universities including Gulu University, Makerere Univesity, Kyambogo University, Busitema University and Mbarara University of Science and technology.

During the same graduation function, the University Vice Chancellor, Prof. Venasius Baryamureeba said the university is implementing several reforms to improve research and teaching at the university, as well the live of its students.

  • 236 are being awarded first-class degrees.
  • Students now receiving transcripts at or before graduation

Makerere University has demolished structures of poor people who have been staying on its land in Katanga, a Kampala suburb.

The Vice Chancellor of Makerere University, Prof Venansius Baryamureeba was recently dragged to court by a Kampala business man, Stephen Mukasa accusing him of malicious damage and theft of building materials worth 150 million shillings from one of the plots of land in Katanga.

The Acting Estates Manager of Makerere University, Charles Kwagaba says the institution has demolished peoples’ houses because such structures were illegally constructed on university land.

Kwagaba says police gave them protection as they demolished peoples’ houses. Parliament passed a land act that bars eviction of people from land last year. The MP for Kampala Central, Erias Lukwago says most of the laws in Uganda are passed to please donors but they are never implemented on the ground.

The Vice Chancellor of Makerere University, Prof. Venansius Baryamureeba has advised the members of Makerere University fraternity to avoid corruption practices like other people in some government institutions do.

He says corruption is like a cancer and all people at the university must avoid it. He says the university wants to maintain its clean record of being a corruption free institution in Uganda. Baryamureeba was speaking to Journalists in Kampala today.

He says some institutions have lost respect and public trust due to corruption. The academician says he does not want the name of Makerere at any given time to be in newspapers because of corruption.

Other government institutions like Naads, police, Kampala City Council, Judiciary, Uganda Peoples Defence Forces and UMEME among others are always written about in newspapers over missing funds.
