The newly sworn in DP member for EALA and the new chairman for legal committee of the EALA, Mukasa Denis Mbidde has warned the leader of opposition in Uganda parliament, Nathan Nandala Mafabi to be careful with his words he utters on DP.

Mbidde says that DP went to court because NRM and FDC had connived as the only political parties in Ugandan parliament to represent Ugandans in EALA for the past 10 years.

“Therefore Mafabi has no moral authority to accuse DP of connivance with NRM because DP sued both FDC and NRM,”  Mbidde says.

Speaking to our informers in Arusha this morning, Mbidde said at least now all shades of political opinion in Uganda parliament have been somehow well presented in EALA and Mafabi must respect this!

A Member of Parliament for Terego County, Kasiano Wadiri has beaten the President of Forum For Democratic Change (FDC), Col. Kiiza Besigye hands down in Kyambogo University elections.

The conflict started last month when Besigye fronted John Mugabi for Kyambogo Guild elections and Kasiano fronted his son Christopher Buni. Kasiano is also a member of FDC.

Interestingly, Besigye released all his money into the camp of Mugabi and Kasiano released his parliamentary earnings to his son Buni. At the climax of the process, Buni who stood as an independent candidate beat off Besigye’s candidate to win the Kyambogo guild elections.

Buni a second year Bachelor of Information Technology and Computing together with his supporters jubilated as they sang songs of praise to Wadiri. Buni polled 3781 votes against Besigye’s candidate who got 2223 votes.

Doctoral Scholarships in Law, Science and Technology: There are excellent fellowship opportunities for students accepted to the Erasmus Mundus Joint Doctorate programme in “Law, Science and Technology.”

Fellowships can be awarded to doctoral candidates, selected by EM LAST-JD consortium, who come from a country other than:

  • a Member State of the European Union
  • an EEA-EFTA State (i.e. Iceland, Norway and Lichtenstein)

The Joint International Doctoral Degree in “Law, Science and Technology” is an interdisciplinary integrated doctorate designed to address new challenges in legal, socio-ethical and technical domains arising from the information society and newly emerging technologies.

There are rapidly evolving sectors of Information Technology andLife Sciences that need legal and ethical instruments for avoiding malpractice and for shaping policies and strategies in conducting scientific research and disseminating its results to industry and society.

New opportunities emerge to use Information Technology to face the complexity of Law in contemporary society. All this requires a set of interdisciplinary competencies that are usually lacking in the graduate market due to a lack of vision and strategy.

The “Law, Science and Technology” doctorate aims to address the problem of fragmentation that exists in Europe in this interdisciplinary area, by setting up a robust doctoral programme inspired by the Stanford programme in Law, Science and Technology, while also addressing the unique requirements of Europe by looking at the impact of European cultural identities on ethical, medical and legal discussion, as well as at the specifics of European regulations.

The programme covers three different research fields with its curricula:

  • “Bioethics and Biolaw”, which looks at the legal and ethical problems of advances in biology and medicine;
  • “ICT Law”, addressing the legal risks and opportunities in ICT, and
  • “Legal Informatics”, an area of informatics taking into account legal issues, including alI techniques applied to legal domain.

The African Union (AU) has embarked on a fund-raising drive for the establishment of the Pan African University.

The Continental body hosted a fund-raising luncheon to propel forward the recently launched Pan-African University (PAU). The Fund-raising luncheon held on the side lines of the recently concluded African Union summit in Addis Ababa, Ethiopia, brought together several donors and partners including the Private Sector and some representatives of AU Member States.

The luncheon was organized by the Department of Human Resources, Science and Technology (HRST) of the African Union Commission (AUC), in the presence of the some Commissioners and high officials of the AU Commission.

Chairing the event, Professor Jean-Pierre Ezin, the Commissioner of Human Resource Science and Technology underlined the importance and relevance of the Pan-African University, noting that most African countries face the challenge of establishing high quality institutions in order to restore Africa’s image in terms of education.

According to a statement issued by the Directorate if Information and Communication at the African Union Commission, Professor Ezin, the Pan-African University will contribute in building the capacity of future researchers in Africa to help enhance the development of the continent.

Addressing participants at the fund-raising luncheon, the Director of the Department of Human Resources, Science and Technology (HRST) Vera Ngosi, highlighted that the Pan African University will help Africa to meet its collective goals such as the Millennium Development Goals.

She said science, technology and innovation are the basis for socio-economic development of the Continent.

Meanwhile Mrs Hewan Teka Legesse, a Philanthropists who assisted in the organisation of the fund raising for the promotion of the Pan African University encouraged  partners to support the  AU department of Human Resources, Science and Technology in their efforts to raise the needed fund to enable an effective implementation of the Pan African University project.

The Head of the Education Division of HRST Dr. Beatrice Njenga presented the structure of the Pan African University (PAU) saying that it is a thematic network of higher institutions of research.

Dr. Njenga added that the distinguishing factor of the University is that, it nurtures quality and exemplify excellence through its peculiar curriculum.

she listed the five thematic areas of the PAU as Space Sciences based in Southern Africa), Water and Energy Sciences in North Africa, Basic Sciences, Technology and Innovation in Eastern Africa,  Earth and Life Sciences in West Africa, and Governance, Humanities and Social Sciences in Central Africa.

Pledging his country’s commitment to support the AU efforts for this project, the Ambassador of Equatorial Guinea in Addis Ababa Dr. Ruben Maye Nsue Mangue, said his country is interested in fishery and will provide the needed infrastructure to host a branch in this area if the AU is interested.

Dr. Mangue further donated an envelope of undisclosed amount which he said will be deducted from his salary as his own personal contribution to the Pan African University PAU project.

He said it is a pride for young African students to be educated in the continent rather than going abroad for their studies.

The representative of the African Capacity Building Fund (ACBF) also made promises amongst others donors and partners, to support the PAU project.

The Doctors at International Hospital Kampala (IHK) have scanned her to establish the actual root of the pain she has been complaining since Friday.

The MP’s car rammed into a police vehicle along Namirembe road in Kampala near Sanyu Babies Home on her way back from an opposition rally at Wankulukuku stadium.

The Kampala woman MP slammed her chest-first on the car board followed by her head. With the help of Dr. Kizza Besigye of Forum for Democratic Change, Nabillah was rushed to Kampala International Hospital in a critical condition.

Our informer visited the hospital today and the doctors told him that she has started to speak and to open her eyes. The doctors say that the MP will be discharged if she improves well.
