The Ministry of Trade has called  for the restarting of the current 36 privatized Silos back to government to avert food insecurity in the country.

The line minister, Amelia Kyambadde, said this while meeting the Parliamentary Natural Resources Committee on how to secure the country from famine.

He says government is in talks with ministry of finance on how to re-own the sold 36 silos in areas of Kiboga, Kyankwanzi, and others in Busoga and other parts of the country.

Kyambadde further informed the committee that government is soon acquiring a loan to repair the 162 ware houses that will be used to store food.

Meanwhile ministry of Trade has denied responsibility of poor quality car fuel on market.

Kyambadde said that the responsibility of quality guarantee of products on market lies in ministry of Energy and Uganda National Bureau of standards.

ParliamentParliament approved a recommendation demanding government to urgently appoint substantive minister of Kampala instead of being under the minister of presidency. The report by the parliamentary committee on presidential Affairs to parliament said that it is becoming practically impossible for one minister to adequately pay attention to all the issues for presidency and Kampala.

Now the minister for presidency Frank Tumwebaze who is currently in charge of supervising KCCA  headed by the Executive Director Jeniffer Musisi Semakula is going to receive 561.3 billion shillings for the financial year 2016/17.
The MPs also recommended that public Accounts committee should be constituted with immediate effect to carryout
internal oversight functions on its operations in KCCA.

The ethics and integrity minister, Rev. Ft. Hon. Simon Lokodo attributes the current corruption acts in the country to apathy among citizens and urges them to denounce the act. Lokodo adds that moral decadency among Ugandans had also taken center stage causing disinterest among Ugandans to fight the vice that has continued to eat up the country. It is upon this matter that the ethics minister now reveals that government is doing all that it can to set up tough laws and agencies to combat the vice.
He further mentions that its only the petty offences of graft that are reported and huge cases are sometimes left out noting that with the setting up of new regulations, this has scaled down as now big corruption cases are also reported and handled.
Uganda being a signatory to the UN anti corruption concession, will on the 2nd of this month be joining the rest of the world to mark the global anti corruption week with a series of activities lined up.

UNATU chairperson Margaret Rwobushaija informed the press that they are meeting the Minister of Finance to forge a way forward but insisted that the teachers’ strike continues despite the growing intimidation arrests of members in various districts with Kabale sighted to be the leading districts with leaders having such poor acts.

The striking teachers under their umbrella body Uganda National Teachers Union insist that they will not call off the strike despite the intimidation from RDC security agencies and pleas from government. UNATU chairperson Margaret Rwobushaija said that they are meeting the minister of Finance tomorrow to forge a way forward but insisted that the strike continues.

According to district teachers and chairpersons of head teachers, they have faced different forms of threats from government agents coercing them to resume teaching. 

However, the Information Minister, Jim Muhwezi, castigated the former premier, Hon. Amama Mbabazi for making statements that are intended towards inciting teachers to continue with the strike but confirms that government will continue to dialogue with teachers until they get to a final conclusion.

The Parliament of Uganda this week abolished all county councils across the country. The move followed a proposal tabled by the government under the Local Governments (Amendment) bill of 2012.

Also the Minister for Local Governments, Adolf Mwesige says LC4 councils had become malfunctioned since their duties were being performed by the districts leaderships and sub county local governments.

The minister explains further that the current LC 4 county councils are poorly facilitated due to the decline in locally generated revenue at the sub counties across the country.

The minister says that out of the 169 counties in Uganda, over 111 counties were named districts and more 25 counties would be named districts in 2013. So Uganda remains with only 33 LC4 councils. This means the reason of maintaining these councils is no longer there thus the abolition of LC4 councils.

It now looks that Uganda markets are like a dumping area for all poor quality products from China and other countries in Europe, America.

We are told that Uganda’s markets are flooded by fake HIV Home Kits for Self HIV Testing. Sources in Kampala Capital City Authority (KCCA) told us that these fake HIV testing Kits are imported from Chine and also India.

They are sold for only 3,000 Uganda shillings (about £0.80 pence). The minister for trade in Uganda government, Madam Amelia Kyambade urges Ugandans to visit proper HIV/AIDS Blood Testing Centres the government established in different parts of Uganda than relying on fake HIV testing kits sold in Kampala.

The minister says that whoever buys these HIV kits is risking his or her life and the lives of loved ones alike. The kits are suspected to be causing cancer once one uses them.

The Government has failed to release 6.5 billion shillings for the recruitment of 6,172 health workers due to problems in budget cash flow caused by the suspension of donor aid.

This was disclosed by the minister of state for Finance Fred Omach while appearing before the Health committee chaired by the workers

Omach said that the delay to release the health budget is attributed to the suspension of financial support to government due to abuse of funds in the office of the prime minister.

Omach says that they received the recruitment plan from the ministry of health but acknowledges that government has delayed to fund the implementation of such a plan.

 Kampala Lord Mayor Elias Lukwago has issued a 2 weeks ultimatum to council to find a solution to the continued absence of the executive director from council meetings.

Speaking during a council meeting today, Lukwago said that it’s unfortunate that the executive director continues to absent herself from the meetings with no genuine reason given.

Lukwago says he will be forced to send the councilors on a recess if the trend continues.

A committee led by the Deputy Lord Mayor Suleiman Kidandala has also been formed to engage the minister in charge of presidency about the matter.

The Executive director Jennifer Musisi has made it clear that she will not attend any meetings until the minister in charge of Kampala advises on her role in such meetings.

The current bill gives the minister powers to issue and revoke licenses to oil companies.

However several Mps including Alice Alaso, Barnabas Tinkasimire and Crispus Ayena say this will be dangerous and could breed corruption.

Some legislators insist that the powers to issue and revoke licenses be vested in the Oil Authority to be established by the same law.

A section of members of parliament have intensified pressure on government to interdict the permanent secretary in the office of the Prime Minister Pius Bigirimana.

Mps including Theodore Sekikubo, Winfred Kizza , Samuel Otada, Gerald Karuhanga, Vincent Kyamadidi, Celinah Nebanda among others are accusing government of undermining parliament by failing to implement its resolution to have the PS interdicted.

Addressing journalists at parliament, the Mps wondered why other people could be interdicted over such allegations and Bigirimana is being shielded.

They have now given an ultimatum of up to Tuesday next week for government to take action.

The accusations come against the back drop of a Monday suggestion by president Museveni that he needed to consult before interdicting Bigirimana the PS.

In a related development, Politicians are challenged to keep away from issuing statements that may jeopardize the ongoing investigations on the Office of the prime minister.

This follows calls from  politicians for the interdiction of the Permanent Secretary Pius Bigirimaana.

The commissioner of information in the prime minister’s office Moses Watasa says that several people are baselessly making conclusions which is not fair.

Watasa says that much as parliament has directed that the permanent secretary resigns, proper procedures have to be followed.

He says steps are being taken by government to address the issue including the arrest of atleast 7 people from the OPM, Bank of Uganda and ministry of finance and plans to have the embezzled funds repayed
