Members of the civil society have called the government to stop the continued creation of districts. Public administration costs are to be realistic reduced. Currently there are 112 districts in the country with more creation expected in the next financial year.

As the country waits to hear the budget speech next Wednesday, government is asked to review its policy on district creation and priotize the basic necessities for citizen.

Morrison Rwakakamba

The TAWEZA country program manager Moris Rwakakamba explained that government should be able to address issues of water sustainability, improved health services and to talk the rising cost of living in the country.

The new districts created are expected to cost the country 28 billion shillings.

The Uganda Chamber of Commerce and Industry is asking the government to develop policies  that will enable Uganda to have a more socially and economically competent citizenry that is able to provide market to products and services of traders.

At the workshop that was organized by African Centre for Media Excellence for journalists, the Secretary General of The Uganda Chamber of Commerce and Industry, Morrison Rwakakamba said that even if any country has a population of millions of people when their income is very low, there will be limited development as the population has no effective demand for goods and services.

He says the low demand for the products in Uganda is forcing some traders to reallocate to other countries where they can sell better.

Rwakakamba also says that the taxes of Uganda are very prohibitive for people who set up businesses. He says that the Uganda Chamber of Commerce they have always advocated for the scrapping off of Pay As You Earn (PAYE).

Rwakakamba says that PAYE has left the majority low income earners in abject poverty hence reducing the aggregate demand for products.

Rakakamba says that traders are also not happy that the government has allowed any foreign investor to come to Uganda, to even compete on things that are done by small business people in Uganda.
