State Minister for Primary Education, Rosemary Seninde

The State Minister for Primary Education, Rosemary Seninde, has equated a two year certificate at ordinary level to an advanced level certificate saying this makes one eligible to enroll for a diploma.

She made the remarks while explaining to MPs government’s decision to scrap off one year certificate courses.

Last month the national council for higher education ordered all institutions of higher learning to stop teaching one year certificate courses arguing that these were contravening with guidelines of national council of higher education.

Seninde further explained that the national council for higher education realized that these one year certificates could not be used by anyone to upgrade for higher studies and that’s why it was scrapped.

She however, says that this will not affect tailor made courses that are geared towards empowering people with skills.

Electoral CommissionElectoral Commission has distanced itself from any accusations that it’s responsible for any person that is disqualified by court on ground of fake academic papers saying it’s not mandated to verify by law. This came after Electoral Commission was accused of nominating candidates who do not meet the required qualifications to contest for any elective office which is costing tax payers money to carry fresh elections.

In an interview with the Commission’s mouth piece Jotham Taremwa he said Electoral Commission has no mandate within the confines of the constitution to verify nor to authenticate the academic papers of candidates saying it’s the mandate of National council for higher education to do so. Taremwa noted that according to the electoral commission act the role of the commission is well stipulated and it is wrong for the public to shift blame on the commission yet by law it’s not mandated disqualify one on academic qualifications.

Last week, the High Court in Kampala declared Busiro South MP seat vacant after NRM’s Peter Ssematimba was found to lack the requisite academic qualifications, also in the same vein the MP for Lugazi Municipality Isaac Mulindwa Ssozi was also thrown out of parliament this week over lack of academic qualifications.

Parliament has approved three new public universities as government is put on task to explain the criteria used to recommend only the three universities and leaving out others. The new public universities have been approved after thorough scrutiny by the National Council for Higher Education. The approved universities include Kabale University in Kabale District, Lira University in Lira District and Soroti University in Soroti District.

The Minister for Education Jessica Alupo said that the new universities will equitably expand higher education to undergraduate and post graduate levels and develop human resources appropriate for the transformation and development of Uganda. She said that these universities will provide teaching and learning to all students admitted to the universities and to undertake basic and applied research critical to national development and to stimulate skills development in Uganda.

The Minister of State for Science and Technology, Professor Togboa Tikodri said that these universities will commence in teaching and research of programmes in I.C.T, public health, medicine, engineering science, teacher education, agriculture among others. He said that with a view to bridge the much needed skills gap in science and technology, it is anticipated that these universities will play a key role in developing our communities and transforming our societies towards achieving our vision 2040.

The Woman MP for Napak district Naomi Nyomera said that government should consider creating a public university in Karamoja region so that the region moves together with the others in terms of education standards. Members of Parliament also urged government to create Namasagali, Bunyoro, Rwenzori and Karamoja public universities.

The Prime Minister Dr. Ruhakana Rugunda says government supports access to education; it supports universities creation in all parts of the country. He said that both universities shall be established in the financial year 2017/18 to have viable public universities after being evaluated by the National Council for Higher Education.

He added that even other areas like Rwenzori and Karamoja regions will be examined for public universities

The 4th Uganda Higher Education Institutions Exhibition has opened in Kampala with many universities showcasing their related researches and innovations in science and technology.

The exhibition organized by the National Council for Higher Education is intended for higher institutions of learning in Uganda to showcase their educational products to students and the general public.

This year’s exhibition that started on Friday April 16th is being held under the theme “Higher Education and Outreach Services for Communities”.

This year’s exhibition includes other higher institutions of learning from different parts of Uganda, unlike in the past when it only attracted Universities in Uganda.

Makerere University who received last year’s top award are leading showers at this year’s exhibition. Among the items they are showcasing is the Cellphone based Remote Vehicle Control System and Open Mobile Electronic Vaccine Trials (OMEVAC) from FCIT ; E-learning & Teacher Education (ELATE) Job-mark initiative and the Capacity Building Program for Teachers in Post Conflict Areas (C-TCA) from the School of Education; The Law, Gender & Sexuality Project from the Faculty of Law; Biogas brooder and household energy from the Department of Agricultural Engineering, Faculty of Agriculture; Statistical Mapping by the Institute of Statistics and Applied Economics (ISAE); and SMS application to the functions of the Academic Registrar’s Department, among others.

The exhibition runs until Sunday April 18th when the winners will be announced by the National Council for Higher Education.

The government of Uganda has under its Education Sector Strategic Plan 2005-2015 tasked Higher Education Institutions (HEIs) to play a major role in generating and disseminating relevant knowledge required for national development.
