The NRM members of parliament have expressed divergent views over the ongoing NRM caucus meeting.

This followed reports that among things to be discussed were the Dura Cement report tabled before parliament last week.

Some members of parliament have expressed fears that this caucus meeting could be aimed at protecting the people implicated in the report.

The meeting called by the president at State house Entebbe is seen as an attempt by the party leadership to agree on a common position before the Bill is brought to parliament this week to avoid a repeat of the chaos that erupted during the previous debates.

Dr. Chris Baryomunsi and Stephen Tashobya told journalists at parliament that it is wrong for the party to call MPs to take a position on a matter which some MPs had already decided on in the committee stages.

The caucus members are also expected to discuss the Dura Cement Report.

This comes at a time when MPs are expected to begin debate on the highly-billed report about the cancellation of a 43.5bn mining lease.

NRM rebels MPs have threatened to sue the NRM party it goes on to summon them to the disciplinary committee.

MPs Barnabas Tinkasimire and Wilfred Niwagaba say that they have not committed any offense and have only criticized the party to put across what their voters want.

Niwagaba says that he has already received a letter from the party highlighting two charges related to the oil and budget debates.

He says that if summons are issued against him, he will either choose to ignore them or join his colleagues in pursuing the matter in courts of law.

NRM party members sitting in Kyankwanzi have already taken a stand to have the MPs disciplined for going against party positions on crucial matters.

Members of NRM caucus have failed to agree on petroleum and oil development bill that is currently being debated by parliament.

In an impromptu caucus meeting chaired today by the party’s chief whip Justine Lumumba, members failed to harmonize the amendments proposed by the natural resources committee, and individual members including Theodore Ssekikubo and Ken Lukyamuzi.

The amendments seek to reduce the powers of the minister or any Presidential appointee in the bill saying that it denies other stake holders like parliament and the community a say and control on Petroleum issues.

The caucus vice chair person David Bahati confirmed the disagreement and said that another meeting has been set to discuss the matter until a common position is arrived at.

Some members of Parliament from the National Resistance Movement have vowed to block a proposal by the party caucus seeking to disregard the contents of the report into the national ID project that implicated government officials accused of causing financial loss to the government.
The findings by parliament defence and internal affairs committee implicates three former ministers Ali Ntuma Nsambu (ICT), Prof. Kiduma Kubuya (Attorney General), Kirunda Kivejinja (Internal Affairs) and internal affairs minister permanent secretary Stephen Kagoda for abuse the office and causing financial loss.
The NRM caucus is set to convene in Monday July to discuss the report that caused heated debate in parliament this week so they can take a position on the matter.
But some MPs, including Sylvia Nambide and Simon Mulongo say they are ready to block any party position that could undermine the recommendation of the report.

The debate for reinstatation of term limit has taken a center stage in Uganda including in the ruling National Resistance Movement circles.

Yesterday I was invited to a public Dialogue on the diction of presidential term limits, organized by Uganda Governance Monitoring Platform (UGMP) in conjunction with other civil society organizations (CSO) like Citizens coalition for electoral democracy (CCEDU) and the centre for constitutional Governance (CCG).

The dialogue that was well attended was held at Imperial Royale Hotel-Kampala Capital City Authority (KCCA) and indeed in attendance was members of the Civil society, political party representatives, development partners, members of the media, private sector, academia and ordinary citizens.

Prof. JB Kwesiga, who is the UGMP chairperson gave the welcoming remarks and Mr. Richard Ssewakiryanga, the chairperson National NGO Forum made the opening remarks and the key note address of Prof. Ndebesa Mwambutsya of the Department of History MAKERERE University moved in and inspired the participants including me.

In his submission he showed the pros and the corns of the presidential term limits and ended by making a qualitative analysis of what should be taken. During the dialogue MP Felix Okot Ogong (NRM) Dokolo county MP Dokolo district regretted why he ever supported president Museveni to use parliament to lift a ban on two presidential term limits.

All roads will on Friday February 25th lead to Kololo Airstrip in Kampala as the National Resistance Movement members celebrate the victory of their flag bearer, President Yoweri Museveni in the just concluded Presidential elections.

 

The Electoral Commission on Sunday declared Museveni to have won the 2011 Presidential elections by amassing over 68 percent of the votes cast, while the closet challenger, Dr. Kizza Besigye of Forum for Democratic Change got 26 percent.

 

NRM Secretary General, Amama Mbabazi

The NRM Secreatry General Amama Mbabazi says they are ready to celebrate the overwhelming victory of their presidential candidate with dancing and eating at Kololo airstrip.

 

He says party supporters and other leaders have been called from different parts of the country to join the NRM in celebration the re-election of Museveni.

 

Mbabazi says the party is also celebrating the overwhelming success of NRM MPs in the parliamentary elections, with the ruling party getting 279 MPs compared to 56 MP seats for the opposition political parties combined.

 

But the opposition claims Museveni’s NRM rigged the elections, and today called for mass peaceful protests against the NRM government and President Yoweri Museveni’s leadership.

 

Mbabazi says the NRM is not bothered by the opposition threats to protest because the party has the support of the majority of Ugandans and will continue to exercise its mandate.
