The government of Uganda says it is constrained by the ever increasing number of refugees that continue to flock the country.

The state minister for refugees and disaster preparedness Musa Ecweru says over 300,000 refugees have crossed into the country from neighboring DR Congo since July.

Echweu says the refugees have not only constrained government in terms of limited resources but also the land for their settlement.

He particularly notes the growing number of child refugees who require a lot of support and specialized care.

The minister is appealing to international aid agencies to increase their support to the government to cope with the needs of the increasing number of refugees in Uganda.

The judiciary says it is stuck with a total of 4000 pending land cases in Kampala recorded in the last one month.

This growing number of cases is attributed to the limited number of judges in the land division.

The judiciary public relations officer Elias Kisawuzi says the whole land division in Kampala has only two available judges.

Kisawuzi notes that the two judges are already constrained since the land work load is too heavy for them.

He adds that delays in of hearing land cases always result in blood shed.

 On Monday this week nine members of one family were hacked by unknown assailants in Rakai district over what the police have attributed to possible disagreements over land.

Poverty continues to be blamed as the number one cause of the high HIV/AIDS prevalence among Ugandan women. This is closely followed by cultural beliefs and norms that put most women at a disadvantage compared to men.

According to Florence Buluba, the Executive Director of the National Community of women Living with HIV/AIDS in Uganda, NACWOLA, culturally women are looked at as inferior with no powers or rights. She says this perception and belief has rendered a lot of women vulnerable to contracting HIV.

The Uganda Health Indicator survey 2011 shows that women still have the highest HIV prevalence rates among women has increased from 7.5% to 8.3% among women compared to an increase from 5 to 6.1% among men.

Buluba says because of poverty, women do not have a say or control over the number of spouses a man should have, since they look at the men as their only source of survival and many women do not want to change the status quo.

A new study carried out in Northern Uganda indicates that the number of women who are delivered by Traditional Birth Attendants has doubled.

The study which was conducted by World Vision early this year indicates that every month monthly close to 20 women are delivered by Traditional Birth Attendants down from 10 recorded last year in the districts of Nakasongola ,Oyamu, Kitigumu and Gulu.

The regional advocacy coordinator for World Vision Isaac Eju says this has come as a result of the limited number of midwives in health facilities.

He says the preference for traditional birth attendants has also partly contributed to increased cases of maternal and child deaths in these areas.

 The study is recommending an increase in the number of health workers in health centers 3 and 4 so as to motive expectant mothers to deliver from hospitals.

Uganda is to partner with the other East African countries and form one regional Tourism market.

This comes as Lonley planet, a travel magazine in the world ranked Uganda the number one Tourism destination for the year 2012.

Addressing journalists, the minister for tourism wildlife and Antiquities Maria Mutagamba says a master plan has already been developed to boost the tourism sector in the region.

She however cautions Ugandans to embrace competitiveness in order for Uganda to benefit from this partnership.

She also lauds the Uganda Wild Life authority for the increase in the number of gorillas in Bwindi impenetrable national park.

The current gorilla census shows an increase in number of gorillas to 480 from the previous 340 counted during the 2006 census.

Gorilla tourism contributes 60% of the total tourism revenue and about 9% of the country’s total revenue.

Two more people have been admitted at Kabale hospital after showing signs of Marburg fever.

This brings the total number of admission to 8, six from Kabale and two at Mulago hospital.

The public relations officer of the ministry Rukia Nakamatte says the total number of people being monitored has also risen from 196 to 211.

Nakamatte says out of those ,177 are from kabale district and 34 are from Kampala.

She has also denied public claims that a senior Dr.Sheila Ndyanabangi has been placed in an isolation camp.

Nakamatte says Dr.Ndyanabangi is very fine though she has been advised to stay away from public gatherings and work.

meanwhil in Kayunga one person is reported to have died of suspected murburg virus.

Over, 1000 exhibitors both local and foreign have started showcasing their products at the annual trade fair that kicked off today.

The Executive Director Uganda Manufacture’s Association Sebaggala Kigozi says this time round the number of foreign exhibitors has increased compared to last year.

He says this year over 400 foreign exhibitors are taking part in the trade fair.

He is encouraging the members of the public to purchase more of the local products to help to promote the country’s industrial growth.

Over 200,000 show goers are expected to attend the trade fair that runs until 10th October.

The minister for education and sports Ms Jessica Alupo has called on the Uganda National Examination Board (UNEB) to expand on the current staff members of the examinations body in order to match well with the growing number of candidate students and pupils over the years.
The minister says that the expansion of UNEB staff is log over due. She was addressing members of UNEB in Kampala on Thursday.
According to statistics available at the UNEB head offices in Ntinda, Kampala, in 1980, there were 20,157 Senior Four candidates registered to sit O-Level exams but the number has since grown to 267,527 in 2012.

Also over the same period of time, the number of Senior Six candidates rose from 15,023 to 110,637, without a proportionate increase in the UNEB staff. The statistics further show that the number of candidates at Primary level also rose from 156,188 in 1985 to 564,778 in 2012 thus the need to expand UNEB staff.

Undergraduate & Postgraduate Scholarships in Czech Republic: Government Scholarships – Developing Countries

The Government of the Czech Republic offers a number of scholarships within the framework of its Foreign Development Assistance Programme in support of the study of foreign nationals from developing countries at public institutions of higher education in the Czech Republic.

These so called Government Scholarships are designed to cover the standard length of study:

1) in Bachelor/Master study programmes plus one-year preparatory course of the Czech language (which is combined with other field-specific training).

Government scholarships of this category are awarded to graduates from upper secondary schools who can enrol only in study programmes in which they follow instruction in the Czech language.

Depending on the subject area, applicants are normally required to take entrance examinations at the respective institution of higher education.

The scholarship award is conditional upon a successful passing of entrance examinations;

or

2) in follow-up Master study programmes or Doctoral study programmes.

Government scholarships of this category are awarded to graduates from Bachelor or Master study programmes, respectively, who enrol in study programmes with instruction in the English language.

Scholarship applications together with the required attachments are to be submitted to the appropriate Czech Embassy in the applicant’s country before the deadline set by the Embassy so that the applicants’ dossiers reach the respective Czech authorities (Ministry of Foreign Affairs and the Ministry of Education, Youth and Sport).

Students who, at the time of application, stay in the Czech Republic may submit the respective documents to the Ministry of Foreign Affairs, Department for Development Co-operation, by 31 December of the preceding year at the latest.

A limited number of scholarships is offered to students from developing countries who file their applications with the respective National UNESCO Commissions.

Over 474 lawyers on Thursday received their post graduate diplomas from the Law Development Centre.

Out of the 474, 270 were awarded Diploma in Legal Practice while 203 received Diploma in Law.

The number of graduands at LDC continues to dwindle, something attributed on the reduced number of admissions.

In 2011 a total of 480 lawyers graduated at LDC compared to 698 in 2010.

The Speaker of parliament, Rebecca Kadaga presided over the graduation ceremony. One must pass all LDC papers to appear on the graduation list.
